SUBJECT:

EMERGENCY MEETING, PROVINCIAL PEACE AND

ORDER COUNCIL as to the DRUG USERS & PUSHERS
WHO SURRENDERED IN THE DIFFERENT TOWNS OF
BENGUET

FACTS AND OBSERVATION:

1. The Committee Chairman on Laws, Rules, Ordinances, Peace and Order
attended the Special PPOC meeting at the Provincial Capitol, presided
by the Governor himself, Hon. Crescencio C. Pacalso;
2. The urgent meeting was attended by the mayors or their
representatives, with complete attendance from the 13 municipalities
of Benguet, including their Chiefs of Police and other Provincial and
Regional Officials of the PNP;
3. The Provincial Officials presented the consolidated reports of the Chiefs
of Police of all Benguet Municipalities;
4. The common concerns of all municipalities were raised during the
meeting:
a. No funds for drug testing
b. No rehabilitation centers
c. No alternative livelihood for the cultivators and the pushers
The following were recommended by the PPOC:
(1)

Accreditation of the Municipal Rural Health Units of all Municipalities

of Benguet for the drug testing;

(2)

Creation of the Task Force for this situation;

(3)

More aggressive and well-equipped Barangay Anti-Drug Abuse
