Sir,
Bangladesh is a small country with an area of 1,47,570 square kilometers. But she cannot be
neglected as a small economy as nearly 2% of the worlds population live here. The majority
of her population is poor, illiterate or ill-educated, malnutrition and unemployed or under
employed. The per capital income is low and it is mainly due to unemployment of the people
and mal-distribution of wealth.
Population of the country is increasing at an alarming rate during the last six decades. The
population doubled during 24 years of Pakistani regime and it has again more than doubled in
the last four decades despite various population control measures taken by the government.
The population control measures did not become much popular among the people due to lack
of sufficient propaganda. Besides, illiteracy , ill education, poverty and superstition are
responsible for sharp growth of population. The family control drive is effective only among
the service-holders. The illiterate and ill-educated people think that it is a heavenly matter and
god will atomically solve the problem. It is true that food production has nearly doubled
during the last four decades. Application of modern technology and the efforts of the farmers
have revolutionized our agricultural production. Our land is fertile and our cultivators are
energetic, but we are far behind the achievement of China and other developed countries. The
supply of cultivate land in the country cannot be increased. Rather it is decreasing to meet the
growing needs of housing, industrialization, hospital, school, roads and many other purpose.
Due to extreme poverty they do not have any better standard of living.
In this perspective, I, as a banker and enlightened citizen of the country, place before youre
the following suggestions in order to develop the economy of the country and ensure a
balanced growth of per capital income.
1.Popualtion of Bangladesh is increasing rapidly. The population control measures adapted
during the last fifty years have succeeded only to reducing the death rate. The rate of fertility
did not remarkably decrease. Family control measures are popular only among the educated

people. Illiteracy and superstition prevent many from adiotubg family control measure
Bangladesh Bank should suggest the Government in matters of popularizing population
control measures among illiterate and low-income groups.
2.Many non-government organizations including the Grameen Bank, Brac Bank, Asha,
Proshika etc grant loans to the poor people for economic prosperity, but at a higher rate of
interest. Bangladesh Bank should take steps for sanctioning loan to the poor at a lower rate of
interest.
3.Bangladesh Bank acts as an advisor to the Government of Bangladesh in matters of
economic development. Bangladesh Bank should devise ways and means to make Bangladesh
a medium-income country within next 20 years.
The suggestions noted above should not cease only with circulation of instructions steps
should be taken for their implementation and the progress be monitored.
