transport load restraint guidelines
Pre-start checklists shall be completed by drivers prior
to driving vehicles.

Ensure all personnel involved are clear of traffic and


not unnecessarily impacting on pedestrians through
the site
Ensure traffic control plan is on site
Review traffic control plan documenting any chances
made by a RMS red card authorised person
Ensure a roach occupancy licence is in place
Discuss work to be done, highlighting potential
hazards including the replacements of lamps control
boards while the signals are flashing yellow after the
new lanterns have been fitted
Inform clients traffic management centre of your
location, work to be undertaken and an approximate
time of completion.
Staff are to take into considerations the prevailing
weather conditions
Work is not to proceed if rain is imminent
If bad weather is threatening the electrical supervisor
or general manager will decide what tasks are to
proceed and if rescheduling is required.
Staff to wear long sleeve clothes with sleeves rolled
down even on overcast days
Prior to commencing work isolate the work areas from
the public with cones
Ensure pedestrian paths are maintained and defined
taking into account disables and aged members of the
public
Leading hand to ensure that the correct traffic control
plan has been selected and that the TCP has been
authorised and approved for use
The leading hand is to implement the traffic control
plan ensuring TCP devices including signs & cones are
set out as per plan.

easy access to main circuit breaker in case of an
emergency

from the safety observer at the base of the ladder or
on the EWP
No rings, watches or Jewellery to be worn while the
task is being undertaken
The safety observer must be trained and competent
to implement control measures in an emergency and
to rescue the staff member whom is carrying out the
work
Staff are to wear the supplied rated insulated gloves
and use correctly insulated tools
Care should be taken to avoid mechanical damage to
the glove by abrasion or sharp edges
If mechanical protection is deemed necessary, wear
outer gloves provided
The wire from the lantern should be disconnected in
the following order:
1. The lantern aspects first (number of wires to
be removed will depend on the lantern
configuration)
2. The neutral
3. The earth
Disconnect the wire when the aspect if off e.g.
disconnecting the wire for the red signal when the
green signals are working
Check wire crimps are sound (wire crimping tight &
with no loose strands)
Disconnect only the lantern for replacement
The Technician shall make note of the lantern
termination connection numbers to ensure the active
wires of the new lantern assembly are connected to
the correct terminals
Wear protective gloves (being conscious of the
dangers of loose fitting gloves catching on the blade
of the reciprocating saw blade

3. Finally the lantern aspects (the number of

Reconnect the wire when the aspect is off e.g.
disconnecting the wire for the red signal when the
green signals are working
Perform visual check of wiring crimps and
terminations to ensure connections are sound (wire
crimping tight & with no loose strands)
Reconnect the lantern using an observer to verify
alignment and correct operation
If a fault is detected in the new lantern, disconnect
the lantern and rectify the fault using the above
procedure
The observer shall only verify the alignment and
display when traffic is at a standstill, or the
intersection is clear
The Technician is to alert the observer of oncoming
traffic
Use Traffic control is deemed necessary
Isolate the staff member from the electricity
immediately (De-activate circuit breaker at traffic
signal housing)
If deemed necessary isolate staff member by pushing
the ladder (not the person) or using an insulated
crook from the rescue kit
Administer first aid once the staff member is isolated
from the electrical source and call emergency services
000 or 112 for mobiles
If crossing the road is necessary to access traffic signal
housing watch for traffic, use traffic control if onsite
