Alabama laws provides that campaign funds may be used for the ordinary
expenditures of a campaign or may be contributed to the state or county or to a
qualified charity. It is plainly clear that the expenditures made by the Morrow
campaign to concrete companies, Blue Star, and Gesley as well as payments to
Page Sod Farm for the “Outdoor Classroom” do not fall under any of the
permissible uses and are likely in violation of Alabama law. In addition, it
appears that the expenditures to several individuals for the “Outdoor Classroom”
are outside the permissible uses as well.
The Masterson campaign has now released official documents, bearing Johnny
Mack Morrowʼs signature, verifying that taxpayer funds and campaign funds
controlled by Morrow were used to hire workers, install an irrigation system and
build buildings on his farm. Johnny Mack lives on the farm and property records
show that Morrow owns the property.
“It continues to amaze me that Johnny Mack thinks he can get away with using
tax dollars and campaign dollars to increase the value of the farm he lives on,”
said Masterson. “The time has come and gone for Johnny Mack to come clean
with the people of District 18, return these public funds and pay for things like the
rest of us have to, with our own money. If he does not, I will assure you that an
ethics complaint will be filed against Johnny Mack Morrow.”
Morrow has issued no denials. Instead Morrow tried to create a smoke screen by
saying that the Masterson campaign was attacking the Bear Creek Development
Authority when there were no allegations made against the BCDA by the
Masterson Campaign. Next, Morrowʼs campaign tried to infer that the farm was
somehow being used exclusively by BCDA. However, Johnny Mack lives there
and lists that address on his campaign finance forms. “Johnny Mackʼs excuses
are the equivalent of me using tax dollars to build a swimming pool in my
backyard and then claiming its okay because I might lets kids swim in it a few
days a year,” said Masterson.
“Johnny Mack should quit hiding behind others and come out in the open and
admit what he has done,” said Jeff Masterson. “Instead of dragging a fine
organization like the Bear Creek Development Authority into the middle of his
mess. All we have gotten from Johnny Mack is silence and misdirection. The
people of House District 18 deserve better.”
