Foreword
This Singapore Standard was prepared by the Working Group appointed by the Technical Committee
on Safety and Health Involving the Use of Equipment under the purview of the General Engineering
and Safety Standards Committee.
It is a revision of CP 63 : 1996 (2005), Code of practice for the lifting of persons in work platforms
suspended from cranes.

Scope
1.1
This standard specifies the design, construction, installation and safe use of work platforms
suspended from cranes. This standard does not cover the following platforms:
a)
Work platforms which are permanently attached and not suspended, and form an integral part
of the crane; and
b)
Platforms designed and used for the sole purpose of facilitating emergency rescue work.
1.2
Universal pilling-rigs, mobile cranes operating on-board barges or floating platforms, floating
cranes, excavators and lorry loaders are disallowed from lifting persons in suspended work platforms
at all times.
1.3
Lifting of persons on platforms suspended from the load lines of cranes and the use of such
platforms as a workplace are not permitted under normal circumstances. Such practices are not
recommended but are only deployed if there are no other practical alternatives or if other means are
more hazardous. The purpose of this standard is to set out the basic requirements for the design,
construction, installation, inspection and safe use of work platforms suspended from cranes.
NOTE A work platform with personnel on-board shall not be suspended from two or more cranes.

Definitions
For the purpose of this Singapore Standard, the following definitions apply:
3.1
Anti-two-block device
A positive acting device which prevents contact between the load block (or fall ball) and the boom tip.
3.2
Authorised examiner
Any person approved by the Commissioner for Workplace Safety and Health by a certificate of approval
for the purpose of carrying out any prescribed examinations or test of any hoist and lift, lifting gear, lifting
appliances, lifting machine or any other machinery required by the Workplace Safety and Health Act Cap.

3.3
Competent person
Any person who has gone through formal training and sufficient work experience in the relevant
discipline, possesses the practical and theoretical knowledge to effectively and safely assess and
carry out the required work.
3.4
Crane
Any machine incorporating an elevated structural member or jib beneath which suspended loads can be
moved vertically (whether upwards or downwards) or horizontally or both, either by slewing the machine
or derricking the jib, or any other means not solely involving a travelling motion of the crane.
3.5
Employer
A person who, in the course of the persons trade, business, profession or undertaking, employs any
person to do any work under a contract of service.
3.6
Headroom
3.7
Lifting gear
Includes chain, rope, chain sling, rope sling, ring, hook, shackle, swivel or eyebolt used to suspend a
work platform from the load line of a crane.
3.8
Lifting supervisor
A competent person whose appointment and duties are defined under Regulation No. 17 of the
Workplace Safety and Health (Operation of Cranes) Regulations.
3.9
Professional Engineer
A person registered as a professional engineer and who has in force a practicing certificate issued under
the Professional Engineers Act (Cap 253).
3.10
Qualified welder
A welder who has demonstrated his ability to produce welds meeting the requirements of this standard.
3.11
Responsible person
The employer of the person or the principal under whose direction the person works.
3.12
Work platform
A platform designed specifically for the carrying of personnel while it is being suspended from the load
line of a crane.
Requirements
4.1
Classification
Work platform used for carrying person(s) while it is being suspended from the load line of a crane is
classified as a lifting gear under the Workplace Safety and Health Act.

4.2
General requirements
The use of a work platform is therefore regulated under Regulation 20 of the Workplace Safety and
Health (General Provisions) Regulations. The Regulation generally requires the work platform be of
good construction, sound material, adequate strength and free from patent defect, and is properly
maintained.
4.3
Inspection
The Regulation requires the work platform to be tested and examined by an Authorised Examiner
before first use. The work platform shall be tested and examined by an Authorised Examiner at least
once in every period of 6 months during use. The work platform and lifting gear shall also be inspected
by the lifting supervisor before commencement of each lift. When the platform displays visible signs of
defects or structural damages, repair has to be carried out and inspection should be done by the
Authorised Examiner before putting the platform into use again.
4.4
Certification
The work platform shall possess a certificate issued by an Authorised Examiner which shall specify
critical details of the platform such as its registration number, date of manufacture and the maximum
safe working load that the work platform is allowed to carry. The registration number of the work
platform shall also be recorded on the certificate for identification (see Annex A for the format of the
certificate). Annex A illustrates the generally accepted format of such a certificate.
4.5
Other requirements
The other requirements can be found in the Workplace Safety and Health Act and its subsidiary
legislation.
5.1
Identification
All work platforms shall have a registration number as indicated on the certificate issued by the
Authorised Examiner.
5.2

6.1
General
The work platform and rigging shall be designed by a Professional Engineer in the structural or
mechanical discipline. A copy of the engineering design documents of the work platform shall be
available at the worksite or upon request. The manufacturer of such work platforms shall be familiar
with the design requirements in this standard and ensure their compliance during the design and
fabrication process through a declaration of conformity. Annex B contains the sample inspection
checklist for the design aspect of the work platform before using the work platform for the first time.
6.2
Material
6.2.1 Only material of sufficient strength and ductility that is suitable for such use is allowed for the
construction of the work platform and its attachments. Minimum of grade 250 carbon steel and
sections shall be used. Aluminium, glass fibre reinforced plastics or stainless steel may be used if
proven to have same degrees of structural integrity. The use of brittle materials such as cast iron is
strictly prohibited. Only incombustible material shall be used.
6.2.2 The work platform shall be protected against corrosion, and painted or marked in high visibility
colour paint such that they are easily noticeable.
6.3

6.3.1.1 When calculating the rated capacity, each personnel using the platform shall be considered as
weighing at least 100 kg plus at least 50 kg of tools or equipment.
6.3.2 Every lifting gear used for the suspension system and its attachments such as shackles and
wire rope slings shall be designed with a minimum safety factor of eight (8) including the end
termination. Safety factor of 10 shall be used for rotating resistant rope. The wire rope should have a
diameter of at least 10 mm.
6.3.3 Adequate number of lifting gears shall be provided to distribute the design load. In calculation,
it shall be assumed that the load is carried by two lifting gears only.
6.3.4 Shackles shall be used to secure the wire ropes to the work platform. The lifting gears shall be
dedicated to the work platform and not to be used for other purposes.
6.3.5
Steel wire rope slings shall comply with relevant international standards.
6.4
6.4.1 The work platform shall have a minimum width of 635 mm but not more than 750 mm. Its
length shall not exceed 3200 mm.
6.4.2 The platform shall have a minimum weight of 150 kg. The minimum weight of a long platform
shall be as set out in Table 1.

6.5
6.5.1 The maximum safe working load shall be the maximum allowable combined loads comprising
the weight of personnel on the platform, and the weight of materials and tools carried onto the work
platform.
6.5.2 The number of personnel allowed on the platform shall be kept to a minimum and in no case
shall the number exceed two (2).
6.5.3
The minimum design safe working load of a work platform shall be 300 kg.
6.6
6.6.1 A handrail of substantial construction shall be provided inside the platform at the top edge,
mounted in positions that do not trap hands. The handrail shall have the following characteristics:

Be located 75 mm to 100 mm inside and 75 mm to 100 mm above the upper edge of the side
protection.
6.6.2
6.6.3 The sides of the work platform shall be enclosed from the platform floor to a height of at least
1100 mm above floor. Such enclosure shall be of either solid construction or metal with perforated
openings not greater than 12 mm, so as to prevent persons or materials falling from the work platform.
Toe board at least 100mm high, shall be able to withstand a 25 kg load applied in the downward or
outward direction.
6.6.4 The work platform shall have overhead protection when workers on the platform are exposed
to hazards arising from falling objects. Any aperture in the roof of the work platform shall have
dimensions which shall not allow a sphere with a diameter of 12 mm to pass through.
6.6.5
There shall be a minimum headroom space of 2000 mm for personnel on the platform.
6.6.6 If access doors are installed, they shall open only towards the interior of the work platform.
Access doors shall be equipped with a device to restrain the door from inadvertent opening.
Access doors should be at least 500 mm in width. Access to and egress from the work platform shall
be in accordance with relevant international standards.
6.6.7
All rough edges exposed to contact by personnel on the platform shall be smoothen.
6.6.8 All welding shall be performed by qualified welder. The welding of the work platform shall be in
conformance with relevant international standards.
6.6.9
The floor of the work platform shall be welded or bolted to the frame.
6.6.10 The floor of the work platform shall be flat with adequate traction.
6.6.11 The floor of the work platform shall be self-draining to avoid water stagnation.

6.6.12 The floor of the work platform shall not allow any object to fall through.
6.6.13 Suitable anchorage points shall be provided on the work platform for the anchoring of
personnel safety harness, capable of withstanding the forces specified in relevant international
standards.
6.7
Suspension system
6.7.1 The suspension system shall include all attachments connected to the platform such that it
shall be so designed that when connected or assembled no part can become accidentally detached.
6.7.2 All attachments points of the suspension system shall be at least 2000 mm from the floor of
the platform to ensure stability and to provide sufficient headroom so as to keep personnel inside the
platform.
6.7.3 The suspension system shall be designed such that tilting of the platform due to the
movement of personnel on the platform is kept minimal. Movement in any direction shall be limited to
keep the platform from swinging. Lifting of work platform with personnel should be in a slow,
controlled, cautious manner with no sudden movements of the crane.
6.7.4 A suspension system which suspension points are fixed at four corners of the platform and is
of similar design to Figure 1 shall have a maximum span of 3200 mm with a sling angle () of more
than or equal to 45 but less than or equal to 60. It shall satisfy the requirements of Table 1. This is to
prevent the platform from toppling where there is a sudden shift of loading to one end.
6.7.5 The work platform shall be attached to the load line of the crane by means of, but not limited
to, a shackle, hook (latched), or wedge and socket arrangement. A wedge and socket attachment
shall have clip on the free end of the load line.
6.7.6 When a wire rope bridle is used to connect the work platform to the load line, the bridle legs
shall be connected to a single ring or shackle for attachment to the hook.
6.7.7 All eyes in wire rope slings shall be fabricated with thimbles in accordance with relevant
international standards. Wire rope grips shall not be used as rope end termination.
6.7.8 All lifting gears used for the suspension system shall be painted or marked such that they can
be distinguished from other lifting gears used for other lifting operations. Lifting gears used for work
platforms shall not be used for any other purpose.

7.1
Operational condition
7.1.1 The crane intended to be used for the lifting of work platforms shall be subjected to a thorough
examination and certified fit for use by an Authorised Examiner not more than 6 months prior to the lift.
Annex C contains the sample inspection checklist for the operational use of the work platform.
7.1.2 The crane shall also be checked by the crane operator or a competent person and found to be
free from any defect or missing safety devices just before any lift.
7.1.3 Only experienced crane operator, who has performed the crane operation for the past 12
months as a qualified crane operator, is allowed to operate the crane to lift the suspended work
platform. Lifting and lowering speed shall not exceed 0.5 m/s. The crane shall be operated with
caution such that the suspended platform will not sway excessively when the crane is slewed at a slow
speed.
7.1.4 The load line hoist drum shall have a controlled load lowering feature. Free falling is
prohibited. There shall be minimum 5 rounds of rope left at the drums at all times.

7.1.5 Load and boom hoist drum brakes, slewing brakes, and locking devices such as safety pawls,
as equipped shall be engaged when the platform is in a stationary working position with personnel
working on it.
7.1.6 The use of crane with boom downwards derricking controlled by brakes without aid from other
retarding devices is prohibited.
7.1.7 The crane shall be uniformly level within 1% of level grade and located on firm footing. Crane
outriggers shall be fully extended.
7.1.8 The total weight of the loaded platform (i.e. the weight of the platform plus the rated maximum
safe working load of the platform) shall not exceed 50% of the rated capacity for the radius and
configuration of the crane.
7.1.9 The crane shall not be operated under the following conditions or when its safe operations
may be compromised:
a)
Windy conditions;
b)
c)
Inclement weather;
d)
e)
7.1.10 Personnel in the work platform shall keep every part of their bodies inside the platform during
movements such as raising, lowering, and positioning.
7.1.11 Tag lines should be used whenever reasonably practicable.
7.1.12 No person shall be within a suspended work platform while the crane is traveling unless the
crane is mounted on a fixed track.
7.1.13 The crane operator shall remain at the controls at all times when the work platform is laden
with personnel.
7.1.14 The work platform shall be hoisted a few centimetres above the ground and inspected to
ensure that it is secured and properly balanced, and a trial run shall be performed to ascertain the
following before personnel are allowed onto the work platform:

7.1.15 The crane operator shall receive instructions from the designated signalman at any one time.
Two way communication (walkie-talkie) shall be used for communication between the person inside
the work platform, crane operator and the signalman.
7.1.16 The lifting supervisor shall be in close sight with the work platform. However, if it is not
possible, another suitable, cooperative, and competent person shall be assigned by the responsible
person to maintain close sight of the work platform and assist the lifting supervisor in the lifting
operation through direct communication.

7.2
7.2.1 A boom angle indicator shall be installed on cranes used for the lifting of work platforms. It
shall be located such that it is clearly visible to the crane operator.
7.2.2 Telescopic booms shall be equipped with an accurate boom length indicator which shall have
the display located in the crane operator cabin. The use of markings on the boom sections to indicate
the boom length is neither sufficient nor permitted.
7.2.3 The crane shall be equipped with a load radius indicator which shall provide information on the
safe working load at that particular working radius. A safety device to prevent overloading of the crane
shall be installed in the crane.
7.2.4 An over-hoist cut-off limit switch (or anti-two-block device), boom-up and boom-down limit
switch shall be installed on the crane.
7.2.5 A safety latch shall be installed on the crane hook from which the work platform is being
suspended.
7.2.6 Advisable to install hoist down limit switch to stop the hoisting motion to prevent wire rope
overrun.
7.3
7.3.1
The safe working load of the work platform shall not be exceeded at all times.
7.3.2 The number of personnel on the platform shall not exceed the number required for the
intended work and under no circumstances shall the number exceed two (2).
7.3.3 The platform shall be used only by personnel required and their tools together with sufficient
materials to do the work.
7.3.4 Materials within the platform shall be secured and evenly distributed while the platform is
being lifted.
7.4
7.4.1 Every personnel engaged to work on the platform shall be provided with a suitable safety
harness and industrial safety helmet.
7.4.2 Suitable anchorage points shall be provided on the platform for anchoring of safety harness
lanyards.
7.5
7.5.1 The appointed lifting supervisor shall be conversant with the current version of this standard.
He shall also brief the lifting team on the requirements specified in this standard.
7.5.2 The lifting supervisor shall closely supervise all works requiring the use of work platform
suspended from crane.
7.5.3 The lifting supervisor shall be a suitable, responsible, and competent person appointed by the
site management pursuant to the Workplace Safety and Health (Operation of Cranes) Regulations
specifically for the safe supervision of the lifting activity, and shall possess the necessary experience
and skills relevant for the job. Riggers and signalman shall possess the necessary experience and
skills relevant for the job.

7.5.4 The lifting supervisor shall check that all the requirements laid down in this standard are
complied with before the lifting of personnel with the platform could commence.
7.5.5
7.5.6 Communication between the crane operator, signalman, lifting supervisor and personnel in the
work platform shall be maintained throughout the lifting operation.
7.5.7 The lifting supervisor shall stop the lifting operation when safety of the crane, crane operator,
personnel being lifted may be compromised.
7.5.8 The lifting supervisor shall notify the responsible person of all concerns, and existing and
potential risks with regard to any lifting operation prior to and during the lift and thereafter ensure that
all necessary rectification actions are being carried out.
7.6
Special provisions
7.6.1
When a work platform is suspended over the waterline and the crane is operating on land, or mounted
on a floating dock or rig, the following shall apply:
a)
The crane and the vessel on which it is operating shall be properly anchored.
b)
Apart from the requirements described in 7.1, at least two (2) tag-lines shall be attached to
the work platform which shall be maintained in its steady position by signalmen.
c)
Except for those operating from shore, life-jackets are to be worn by all personnel involved in
the operation.
d)
7.6.2
7.6.2.1 Cranes shall not be operated such that any part of the crane or load may enter into the danger
zone shown in Figure 2.
7.6.2.2 When operating a crane in close proximity of overhead power cables, the following
precautions shall be observed by the operator and all persons working with the crane:
a)

Where necessary, provide ground barriers and durable signs to warn other personnel.
c)
d)
Caution shall be exercised when working near overhead lines because they can move
horizontally or vertically due to wind, moving the danger zone to new positions.
e)
Do not allow any person, other than the crane operator, to be in conduct with any part of the
crane or the load, except with a non-conducting tagline, once the lift has commenced.
f)
Ensure appropriate earthing systems are fitted and in contact with the ground.
7.6.3 If the platform is not landed, it shall be secured to a stable structure, or held stationary before
persons exit or enter the platform.

8.1
8.1.1 The work platform including its suspension system shall be thoroughly examined and tested
by an Authorised Examiner at least once in every period of 6 months. Cranes that are used to lift the
work platform shall also be thoroughly examined by an Authorised Examiner at maximum intervals of
6 months.
8.1.2 Maintenance, servicing and repair log, and records of all past lifting operation including
information on heavy and critical lifting of the cranes used for lifting work platform should be made
available for review upon request.
8.1.3 The work platform and lifting gear shall be inspected by the lifting supervisor before the
commencement of each lift.
8.1.4 The crane shall be inspected by a crane operator immediately prior to lifting a work platform.
This shall include inspection of the wire rope, hoist drum brakes, boom, and other mechanical and
rigging equipment vital to the safe operation of the crane. A record of this inspection shall be
maintained.
8.1.5 The inspection shall be performed at the beginning of each shift and during the shift, as
necessary, to ensure that the crane is capable of safety supporting the platform with its maximum
intended load.

8.1.6 Any structural or functional defect that could adversely affect safe operation of the cranes shall
be rectified as per recommendations issued by the crane manufacturer before any work platform is
being lifted.
8.1.7 The employer shall hold a meeting with all persons involved in lifting of work platforms (i.e.
crane operator, signalmen, persons to be lifted and the person responsible for the lifting operation) to
review the procedures that shall be adhered to before any such lift operation is being carried out.
8.1.8 This meeting shall be held before the trial run at each new work site and shall be repeated for
any person newly appointed to perform any role in the operation.
8.2
Overload testing
8.2.1 The work platform including its suspension system shall be load tested to an overload of at
least twice the rated maximum safe working load of the platform. This shall be done by holding the
work platform with test loads placed within in a suspended position for not less than 2 minutes. Visual
inspection should be performed thereafter to ensure that there is no sign of material distress,
deformation, local buckling, weld failure or cracking at any location. Any defects observed shall be
corrected and another load test shall be conducted.
8.2.2
Such overload test shall be conducted once in every 12 months by an Authorised Examiner.
8.2.3 Load tests can be dangerous, as the strength of the work platform under test is not yet
proven. The competent person supervising the tests shall ensure that only essential personnel are
within the vicinity and that all necessary precautionary measures are implemented.
