Amendment 13:

By grounds of which the North defeated the South, the following amendment has been drafted
to propose the means of reform.
The Union shall include the original Union states as well as the Confederate states.
Article I:
Citizenship is to be defined as the freedom granted to those eligible under the Constitution. After
the ratification of this amendment, those eligible to be granted citizenship shall include: those
who have been born in the Union; those who have lived in the Union for 18 years. This right will
include black individuals, both male and female.
The following rights will be granted under receiving citizenship:
a. All Bill of Rights privileges and Civil Rights will be granted;
b. No discrimination for race, gender, or skin color;
c. Equal opportunity regarding career opportunities will be granted as well;

Article II:
The most contributing factor to Southern representation would be the counting of black citizens
as a single person, and no longer 3/5 of a person. If black citizens should be allowed to vote,
they should also undoubtedly be tallied as a full person when counting population. Inevitably,
the South must be restricted regarding their representation in Government to prevent secession
from occurring again. The following restrictions will be applied to the policy of Southern
representation:
a. Any man, woman, or child, regardless of ethnicity (and as long as he or she is a citizen), shall
be recognized as a whole count towards the states population, and this shall be recognized in
the House of Representatives and Electoral College;
b. States that seceded shall now only be granted one representative in the senate as opposed
to the two that Northern states have, so as to balance representation between the House and
Senate;
c. Any elected official in the South, whether it be to state or federal office, shall have to be
approved by the President of the United States of America, so as to prevent those who have
previously corrupted the Union from rising to power again;
d. If such an official is disapproved, the runner-up shall be reviewed, and if not him, the secondrunner up and so on;

Article III:
All citizens of the United States of America, regardless of race, gender, or any other form of
social classification, who have not at any time participated in treacherous activities against the
Union and will not participate in treacherous activities against the Union in the future have the
right to vote; all citizens will have the right to nominate and elect government officials to
represent them.
a. Citizens who have been found to be active participants in activities related to treason or
treacherous activities in general will be stripped of their citizenship, and will be treated as an
enemy of the state.
b. Those individuals who have had their citizenship revoked due to treacherous activity
will be stripped of their civil liberties as well, including the right to vote.

Article IV:
States that have attempted to secede from the Union will be held responsible for their
treacherous actions and will only be permitted to re-enter the Union under these conditions:
a. The state will relinquish control of its military forces to the Union immediately, and all
former military leaders of the Confederacy currently living within the state's borders will be hung.
b. All slaves held within the state's borders will be freed effective immediately. If a former
slave-holder refuses to allow his/her slave to leave servitude, necessary force will be used to
remove the slave from the premises.
c. 30% of profits gained by business owners and companies within the state's borders will
be seized by the U.S. government to rebuild buildings, farms, and other public structures
damaged/destroyed during the Civil War.
In the event that a state does not comply to the conditions above and rejoin the Union within six
months of the ratification of this amendment, troops will invade the state and marshal law will be
declared within its borders.
