I am confident that the rest of the project is owned by IBWC for the remaining 11 miles of K-2B/C, as
well as K-3, K-4 and K-5. As for the staging area I have secured the property for approximately 45%
of the project and we are working on securing the rest soon. There are no more access roads or
staging areas other than what you have addressed that belong to the Water District.

Just received a call from(b) (6) regarding K-2B/C. SBI met with the Sector and a decision has
been made regarding the way ahead. (b) will be providing more detail soon, but I wanted to get the
word out because this decision affects (6)
our current schedule for geotechnical investigations in this area,
as well as the EA.

For the 8 +/- miles where the water district's canal is in close proximity to the levee, the decision was
made to move the proposed fence alignment to the north side of the canal on water district property.
This will likely be hotly contested by the water district (no surprise there). This part of the project will
be pulled out of the EA, then once access has been obtained, investigations and preliminary designs
prepared, the EA will be supplemented to cover this portion.

Loren is asking for the Corps Real Estate team to provide confirmation that the proposed
alignment/access/staging for the remaining 11 miles of K-2B/C, as well as K-3, K-4 and K-5 are on
IBWC property (or ownership other than the Water District). If they are going to have to deal with the
water district for access anywhere else on other projects, they would like to know that now. We need
to provide Loren confirmation tomorrow.
