Justification for Change

Request the initial project designated for 6.44 miles of Personnel – Vehicle Type I
(PV-1) fence be changed to a combination of 5.8 miles of PV-1 and 0.4 miles of
Vehicle Fence Type I (VF-1) Post and Rail. The change to VF-1 would be on the
westerly, 0.4 mile, portion of NPS property. During a site visit it was determined and
agreed this change would meet the intent and requirement of the coordinated local
agencies. It is believed the vehicle fence may be more cost affective for the upper
(westerly) portion of the project while meeting the intent and objective of the project. ..

Description of Requested Change

Personnel – Vehicle Type I (PV-1) fence beginning on the west side of the San Pedro
river, at the 100 year flood plain, extends west along the US/Mexican border for a
distance of 5.8 miles where it transitions into Vehicle Fence Type I (VF-1) Post and
Rail continuing west for 0.4 miles. The change from PV-1 to VF-1 would be at 31° 20’
01.06” N, 110° 14’ 54.9” for 0.4 miles ending at 31° 20’ 01.6” N, 110° 15’ 18.2” W.

We are scheduling a site visit for E2A where we can physically show the team the change requested.

A question pertaining to the VF aspect of this change is will the dollars be a different color covering this contract;
separate line items for PF vs. VF?
