Proceso de Iniciacin
El Project Charter formalmente autoriza el proyecto y establece la relacin entre
la organizacin y los stakeholders, y el equipo a conformarse para abordar el
proyecto
Veamos que nos dice el PMBOK
El PMBok nos dice que Desarrollar el acta de constitucin del proyecto o Project charter es el
proceso que consiste en desarrollar un documento que autoriza formalmente un proyecto o
una fase y en documentar los requisitos iniciales que satisfacen las necesidades y
expectativas de los interesados. En proyectos de fase mltiple este proceso se usa para
validar o refinar las decisiones tomadas durante la repeticin anterior del proceso Desarrollar el
Project Chrter.
Rita Mulcahy tambin nos dice en su libro de @PMP exam, que el Project Charter no es
necesariamente elaborado por el PM sino por el Sponsor del proyecto en la fase temprana del
proyecto y que debe ser elaborado de manera amplia de tal forma que ninguna solicitud de
cambio pueda afectarlo, en caso que esto ocurra se debera de cuestionar la continuidad del
proyecto o en su defecto crear uno nuevo.
