(a) Prepared Macroeconomic Framework, Outlook, Financial Plan for Budget & Debt Management;
(b) Debt Management, bond market development; modified accrual accounting for debt servicing;
(c) Prepared Strategic Business Plan and Program Budget for 4 ministries viz. Finance, Education, Health, and
Social Welfare; and identified core and non-core functions of the government;
(d) Supported preparation of Economic and Technical Memorandum for the donors;
(e) Capacity building for strategic planning, debt management and monitoring and evaluation;
(f) At UN-ESCAP, Bangkok, presented a Report on Interlinkages between MDG, PRSP and National

Activities performed:
(a) Conducted macro-fiscal modelling and debt sustainability analysis;
(b) Provided support and advice for operations and maintenance of the Commonwealth Secretariat Debt
Recording and Management System (CS-DRMS) for debt data recording, management, analysis and reporting;
(c) Provided training on CS-DRMS for various stakeholders such as the External Debt Management Unit
(EDMU), Chief Controller of Aid Accounts and Auditing (CCAAA), Reserve Bank of India (RBI);
(d) Support for making interface among CS-DRMS Sites at the EDMU, CCAAA and RBI;
(e) Supported reorganization and capacity building of various Front Offices for Debt Management;
(f) Developed Organizational Structure with chart of responsibilities and set up a full fledged Middle Office for
Debt Management called the EDMU in the Economic Division of the Ministry of Finance;
(g) Supported the World Bank and IMF for preparing Guidelines on Public Debt Management and developing
framework and spreadsheets for the Debt Sustainability Analysis (DSA);
(h) Contributed to the IMF-World Bank Guidelines for Public Debt Management 2003 and External Debt
Statistics Guide for Compilers and Users 2003;
(i) Support for formulation of the Fiscal Responsibility and Budget Management Act 2003;
(j) Designed and developed comprehensive data base management system, procedures, guidelines, for
contingent liabilities of the government;
(k) Provided advice on restructuring public debt and setting up benchmarks for debt mix between domestic and
external, currency mix, exchange rate and interest rates for future borrowing;
(l) Conducted risk analysis and sustainability analysis for external debt;
(k) Prepared Quarterly and Annual External Debt Reports and Debt Strategy Analysis;
(m) Organised five Multi Stakeholders Workshops and Seminars on Public Debt Management.
(n) Acted as Country Coordinator for the World Bank Global Development Finance (GDF), IMF Government
Finance Statistics (GFS) and Special Data Dissemination Standards (SDDS); and the Commonwealth
Secretariat Debt Recording and Management System (CS-DRMS);
(o) Organised four international conferences on debt management at Delhi,Goa, Kovalumpur in India and
Kathmandu in Nepal funded by the World Bank IDF grant.
(p) Worked as short-term Consultant to the ADB, Commonwealth Secretariat, GDN, IMF, UNCTAD, UN-ECA
(UN Economic Commission for Africa), UNDP, UN-ESCAP, UNITAR, World Bank.
(q) Worked as Country Report for the ADB during 1990-1998 for preparation of the Asian Development Outlook
(ADO) ; and Country Reporter for the ESCAP during 1991-2005 for preparation of the Annual ESCAP Survey;
(r) Prepared and published a number of papers on the management of Public Debt, External Debt and
