MANAGEMENT REORIENTATION AND UPDATING OF


STAFFING PATTERN WORKSHOP PART II
August 23, 2016, 10:00AM-6:00PM
A. SUMMARY
Twenty (20) Department/Section heads were present during the workshop facilitated by the
Municipal Administrator, Mr. James Paul S. Inawasan;
I. The following were meetings and activities scheduled and re-scheduled, to wit;
a. August 24, 2016 at 9:00AM, Meeting with Ms. Euvica Colbe, TOB, and Fred Tan
regarding Airport Land Documents and discussion with Ms. Lucilyn Panagsagan on
DOR with Ruel Molo and technical assistance from Atty. Michelle;
b. All department/section heads To meet on August 24, 2016 at 10:00AM to prepare
for the upcoming Public Financial Management Workshop for the distribution of
tasks;
c. August 24, 2016 at 11:00AM, Gawad Kalinga Meeting
d. August 24, 2016 at 1:00PM, Accessibility Audit with the presence of MEO, MHO,
MSWD, MBO, MPDO and Municipal Administrator;
e. MENRO, MCDO and Tourism Office re destroyed corals and reactivation of marine
part at Barangay Port Barton on August 24, 2016 at 3:00PM;
f. Water Summit will be on Friday, August 26, 2016 at San Vicente, Palawan;
g. Institutional Meeting Workshop with TIEZA, September 6-7, 2016;
II. Issues and concerns raised by department/section heads, to wit;
a. The need for a larger vessel/pump boat especially in relief operations and enough
budget for the repair and rehabilitation of the pump boat from the assessors office
was raised by Mr. Tito Arias;
b. The budget officer informed everyone that he will no longer signed any request for
realignment and augmentation as per advise by the resident auditor of this LGU and
asked for the cooperation and timely submission of needed requirements from
different offices for him to meet his office timelines. He also encouraged the group to
prepare their propose budget in line with the LGUs plan/AIP during the sectoral
planning;
c. The General Services Officer reminded everyone to stick to their budget and not to
request beyond their approved office budget;
d. The Acting Secretary to the Sanggunian reiterated that annual/supplemental budgets
submitted without AIPs shall not be accepted;
e. The Municipal Health Officer requested to adapt the standard size and dimensions for
the hand rails and ramps at RHU as what was commented by Civil Service
representative and provide fund allocations for its implementation;
f. A standardized template for the formulation of manual operations for all offices;
III. The Municipal Administrator has tasked the department/section heads to take the
following actions, to wit;
a. Jerahmeel Jagmis Compile all AOMs and come up with a synthesis to be presented
during the Public Financial Management Workshop;
b. Randy dela Cruz Check the size and dimensions of the RHU hand rails and ramps
to be presented/discussed during the scheduled accessibility audit;
c. Lucy Panagsagan Present the LGUs logo with its different uses and provide soft
copies to all offices;

d. MDRRO and MEEDO to clean the building at the airport area to prepare for the visit
of the Pal Express representative;
e. Creation of Philgeps account for online project monitoring of LGU projects funded
by different agencies;
IV. Obtain/search for legal opinions on water rights before the water summit meeting on
Friday as requested by the Municipal Vice-Mayor;
V. High impact and responsible homeowner program for the less fortunate (especially those
who are involved in the agricultural sector), by Sir AVG
