This document was drafted as a brief to provide contextual
information to a high school in Mpumalanga for them to
conduct an internal evaluation on the lack of basic infrastructure

High school lacks basic Information technology Infrastructure to support daily activities, such infrastructure
shortages includes printers, internet connection and so forth

Aim of this summary report


This summary report is to provide information aimed in assisting the drive to outsource the missing
infrastructure

the Realisation of Schooling 2025,
requires the Department to provide
every school with the physical
infrastructure and an environment that
inspires learners to want to come to
school and learn, and teachers to teach

The department of education requires the following minimum infrastructure


requirements in all schools
Basic High school infrastructure requirements in South Africa
Electricity
All schools must have some form of power supply which complies with
all relevant laws
Water
All schools must have a sufficient water supply which complies with all
relevant laws and which is available at all times for drinking, personal
hygiene and, where appropriate, for food preparation
Sanitation
All schools must have a sufficient number of sanitation facilities as
contained in Section G of the Schools Act 84 of 1996
Library
All schools must have a school library or a media centre and a
minimum, adequate and suitable school library collection
Laboratories for science, technology and life sciences
All schools that offer science subjects must have a laboratory and the
necessary apparatus and consumables in accordance with the specific
curriculum needs of a particular school
Sport and recreation facilities
All schools must have areas where physical education, sporting and
recreational activities can be practised
Electronic connectivity at a school:
All schools must have some form of wired or wireless connectivity for
purposes of communication, which must be maintained in good
working order. (2) The following communication facilities must be
provided: (a) Telephone facilities (b) fax facilities (c) Internet facilities
and (d) an intercom or public address system
Perimeter security and school safety
Every school site, which includes all school outbuildings and sporting
and recreational facilities, must be surrounded by appropriate fencing
to a minimum height of at least 1,8 meters

... while this high school still falls short in accessing basic IT infrastructure, Gauteng
province is already piloting classrooms of the future, this reiterates the huge gap
amongst provincial high school in the country

Through the digital paperless classroom, pupils will receive tablets, while
teachers will use interactive boards
Phase two of the project saw schools in Soweto equipped with new tablets
and interactive whiteboards for matric classes in July
Phafongang Secondary school had a break in and equipment was stolen
64 000 tablets have been issued to grade 12 learners in 2015

...with Gauteng Province taking the lead in digital infrastructure distribution, there
are still basic IT gaps in the Mpumalanga schooling landscape - Mpumalanga school

This trend is not only poor in Mpumalanga province, but other provinces also suffer
from lack of basic IT infrastructure

It is the responsibility of the school to provide information to provincial education
departments (section 59 of the Act) about their shortfall in infrastructure
Goal 23 of the department of basic education is to ensure that all schools are funded at least
at the minimum per learner levels determined nationally and that funds are utilised
transparently and effectively
National norms and minimum standards for school funding are stipulated in terms of the
South African Schools Act, 1996 (No. 84 of 1996). It also deals with the procedures to be
adopted by provincial education departments (PEDs) in determining resource allocation to
their schools

Lungis Concept is well positioned to direct the school to relevant resources and
funding options available to secure the infrastructure needed as well as installation
Currently it is difficult for schools to access information on when their infrastructure needs will be
dealt with by the provincial department and what they can do in the interim to improve the situation
This is partly due to the fact that policies on how schools should be fairly targeted over time are not
specific enough which, in some provinces, leads to the use of unclear or ad hoc criteria
