A19: It is up to the Tenderers to propose suitable technical solutions and construction methodology to achieve
the requirements of the D2.5 Technical Design Brief". Tenderer should also refer to Appendix C2 - Contractors
Value Engineering Proposals to achieve or improve-upon TMP.

Q20: Please provide further information on the proposed use of the remnant of the field of play in legacy. Will this space
be open to the public as a park? Is it envisaged that this space might be used in the future for performances? Will this
space host the school playing fields?
A20: The basic requirements are indicated in D2.5 Technical Design Brief, Section 1.5 The Project in Legacy
Mode".Additional uses and functionalities can be proposed by the Tenderers as long as the basic requirements
can be met. Finalization of the Legacy design shall occur post award by the Contractor with the SC's review and
approval.

Q21: The school will require two large column free spaces - one for the auditorium and one for the sports hall. The
transfer structures required to incorporate these insdie the bowl structure may prove impossible to accommodate. Could
these spaces be built on top of the space occupied by the seating tiers in tournament mode, or built as separate buildings
on the field of play area?
A21: Tenderer to refer to D2.5 Technical Design Brief Appendix D: Lusail Multi Community Usage Venue, for
the initial space concept sketches. These layouts can be modified if appropriate to adjusted to suit VE ideas

A22: The Tenderers shall assess the uses indicated in D2.5 Technical Design Brief, Section 1.5 The Project in
Legacy Mode", and propose a suitable Base Build Structure that accommodates the legacy mode and functional

Q23: Windows and natural light from the outside elevations of the bowl will provide challenges in legacy. Can the vessel
faade be penetrated by windows in legacy mode?
A23: It is up to the Tenderer to determine the appropriate link between the required function for the facade
during Tournament mode vs the function the facade serves in Legacy mode and illustrate the difference in
construction detail between the two modes.

Q24: kindly note that there are somecontradictions within the concrete specifications :1.
Project Specificationref
033000 Table 1 last row specifies the testing of RCP or chloride migrationat 56 days age and Table 2 note (d.) states
Values for waterpermeability and RCP are at 28 days. Please confirm that alldurability testing for concrete mixes
containing cement replacements shall beconducted at 56 days age.2.
Project Specificationref 033000 Table 1 last row
specifies the mix grade for Basement walls andfoundations as C40/50 while note (6.) below the same table states
Whenconcrete structures in contact with ground a minimum grade of C50/60 shallbe used. Please confirm which
concrete grade shall be considered for theSubstructures
A24: Q1: Confirmed Q2: Per the current design, Structures directly in contact with ground are the piles, therefore
C50/60 applies. For the final design, it is the Contractors responsibility to determine which elements of the
structure are in contact with ground and apply all applicable requirements accordingly.

Q25: Please identify use/purpose of the seemingly stand alone structure in the field of play area in the legacy study
A25: The area /volume indicated in the field of play is the test fitted location of the School Auditorium and
Sports Hall. Tenderers are reminded that D2.5 Technical Design Brief Appendix D: Lusail Multi Community
Usage Venue, the initial space concept sketches is a feasibility test fit which is provided for reference only, the
test fit is not a full design solution, it is the Contractors responsibility to perform the Legacy Design Scope as
per the Scope of Work.

Q26: From our initial assessment, we believe that the 39 month programme duration is extremely challenging. Would the
SC consider a longer construction period?
A26: Tenderers must submit a proposal that is compliant with the specified Tender Maximum Price and the
Programme stated in the Tender documents. Should the Tenderer propose an extended Programme duration
beyond the 39 months identified in the RFP, the Tenderers may submit a proposed saving to the SC, within the
Schedule of Proposed Further Modifications.Tenderer should refer to Tender Bulletin 11 answer to Question 8;
the Schedule of Proposed Further Modifications does not contribute to the General Summary and is not carried
forward to the Form of Proposal.

Q27: The parking areas shall be kept during Legacy Mode same as in Tournament Mode or not; if there is an intent to
use the mentioned areas for other purposes after the Tournament, the Contractor will have to relocate all required

A27: The Tenderer shall provide as part of the Legacy Design Scope validate the Programming, adjacencies,
plan and design all the parking spaces required per D2.5 Technical Design Brief, Section 1.5 "The Project in
Legacy Mode".

Q28: is the 28,000 Tons Cooling Capacity mentioned as Proposed SC Design Basis is confirmed. Shall we base our
price on 28,000 Tons Cooling Capacity or if we can verify by CFD Simulation that we can attain the desired
Temperatures (26 oC for the Playground & 30 oC for the Spectator Tiers /- 2 oC ), the resulting Cooling Load can be
used as basis for the Tender Price?
A28: Tenderers must submit a proposal that is compliant with the specified Tender Maximum Price and the
Programme stated in the Tender documents. The Tenderers may submit an alternative with a proposed saving to

the SC, within the Schedule of Proposed Further Modifications.Tenderer should refer to Tender Bulletin 11
answer to Question 8; the Schedule of Proposed Further Modifications does not contribute to the General
