The rapidly evolving medical sciences of today necessitate that physicians keep abreast with the latest developments. This requires the understanding and use of scientific principles and methods. A research activity of Post-Graduate Medical Trainees is important as it promises better clinical care, critical reasoning, life-long learning and future research activity. The surge in medical and dental graduates from private and foreign institutions, the paradoxical shift in the trends of general to specialist practice and resultant prediction of doctors for post-graduate training has necessitated formulating optimal policy for post-graduate medical training at health institutions. v7 a ol 2 The existing medical and dental post-graduate training slots at various healthcare institutions of Punjab are not in commensurate with the passing out graduates of public sector institutions. The Government of Punjab has made a significant increase in the post-graduate training slots in the post years and further enhancement is also under process. The post-graduate trainees essentially provide service delivery to the patients day and night during their training and subsistence for the same is provided to them accordingly, subject to availability of stipendiary positions and fulfilment of pre-requisites like registration with the Universities concerned and College of Physicians and Surgeons etc. 3 Keeping in view the above facts, the Government of Punjab has redesigned a structured policy/criteria for the selection of PG Trainees for implementation at all the Health Care Institutions engaged in imparting PG Training to the doctors. The revised policy guidelines have been circulated to you through registered posts as well as at your e-mail addresses available in the Health Department. This policy shall be enforced with effect from January, 2016 induction onwards. 4 ‘The Competent Authority has been pleased to pass directions that this Policy be implemented in true letter and spirit without fail. (2 GOVERNMENT OF THE PUNJAB b=) HEALTH DEPARTMENT SSS ey Dated Lahore, the 29" August, 2014 ‘The Government of Punjab has redesigned a policy / criteria for the selection of PG Trainees for implementation at all the Health Care institutions engaged in imparting PG Training. The policy intends to better support doctors wishing to serve in public health facilities mn periphery where doctors are most needed. All the institutions are advised to apply the Policy from January, 2016 induction onwards. 2 a) b) °) ¢) 4 9) a) ») GENERAL GUIDELINES: The selection shall be made on the recommendation of the Selection Committee constituted by the Principal/Dean/Head of the Institution concerned; The following order of preferences shall be observed: i. Applicants having Punjab Domicile |. Applicants from other Provinces / Areas |. Foreign’applicants provided they meet the eligibility requirements and ‘maintain formalities of legal stay at their own level, and provide an NOC. from PMDC/Federal Government, as applicable ‘The domicile for the purpose shall mean di Dental institution; cle availed at the time of admission in Medical f ‘The selection of MD / MS / M.Phil / FCPS Part-tt and Diploma Trainees shall be done twice a year preferably in December/January and June/July subject to advertisement by the ‘concerned University/Institution; ‘The PG Training Induction Schedule shall be notified / displayed well before time at prominent places by the Principal / Dean / Head of the institute concerned; The criteria for merit determination and allocation of stipend positions shall be notified and displayed at least two months prior to the last date of application submission period for a PG Trainee Induction; The Initial and Final Merit Lists shall be made available for public access at least for two weeks after the composition of the lists. The Final Merit List shall identify PG Trainees awarded stipends by the Government of Punjab. ELIGIBILITY CRITERIA: All the Medical / Dental Graduates must fulfill Eligibility Criteria of the training institute: In addition to the above, Government employees eligible and wishing to pursue PG Training along with salary from the Government of Punjab are required to complete Two Years Government Service on Credit with the Punjab Health Department at the time of ‘admission in the PG Training, However, if a Government servant who does not possess two years! service on his / her credit, he / she may apply for any PG Training by obtaining an Extra Ordinary Leave (EOL) subject to NOC from the administrative office and approval by the ‘Competent Authority in the Health Department, . The Final Merit List shall be in order of the Final Ment Mark consists of the initial Merit Determination Mark and Interview Mark. 2) The number of candidates appearing for interview shall be shortlisted as under: i. Total PG slots plus at least 25% extra candidates shall be invited to the interview, in the order of the Initial Mert List separately for general seats and specialty seats; Number of available PG seats for all disciplines shall be displayed before the interview. In case of General Medicine and General Surgery, further mention shall be made whether seats belong to straight four years category or specially category for two years as per rules; the ratio shall be 60:50; b)_ The Interview Mark shail be given as per following break-up: a, TechnicalProfessional knowiedge (06 marks b. Attitude/Aptitude/Communication Skills (04 marks c. Total 10 marks ©) Selection Committee shall comprise of the following: i, Principal/Dean/HO! or his nominee (Not less than a Professor and HOD) as Chairman i Medical Superintendent MD il, Head of Medical Faculty iv. Head of Surgical Faculty v. Head of Respective Department! Supervisor vi. Psychiatrist (not belovr the rank of Assistant Professor) as Co-Opted Member ) General guidelines for interview: i, All supervisors other than the Chairperson of Selection Committee shall give marks; ii, All marks shall be counted by the Chairman Interview Committee after the last interview on same day in order to ensure transparency, if, Interviewees shall list their choice / option to the Chairperson on the date of interview, wv. Each candidate shall get maximum of 15 minutes for interview, v. The schedule for the interview shall be displayed by the Head / Principal of the institution concerned on prominent places within the institution, 6.
