It is to submit that I, Sri Seepana. Bhaskar Rao, have been working as Assistant Engineer/
Maintenance/132KV SS/PALASA since 12-12-2012FN in obedience to the reference (3) cited.
With reference to (4) cited, APTransco issued orders to enhance House Rent Allowance from
12% to 14.5% of basic pay for employees working in Palasa-Kasibugga & other municipalities and to pay
arrears for house rent allowance w.e.f from 02-06-2014 in the revised pay scales,2014.
It is also to submit that House Rent Allowance is being paid to me @ 12% of my basic pay each
month since my date of joining at 132KV Palasa SS i.e.12-12-2012 to till to date. I have already submitted the
request letter for payment of HRA Arrears to my previous pay unit i.e., OMC Circle/Gajuwaka/
Visakhapatnam vide reference to (1) cited. I have not received the arrears for enhanced HRA so far.
With reference to (2) cited, APTransco issued orders for operationalization of new pay unit for
OMC Circle, Srikakulam since 01.04.2016 onwards.

Hence, i am kindly requesting the new pay disbursing authority to release arrears for house rent
allowance w.e.f 02-06-2014 and to adopt revised house rent allowance @ 14.5% of basic pay from this
month onwards please.
The copy of above said T.O.Os and my latest pay slips for the months of March-2016, April2016 are here with enclosed for your reference please.

In the reference (1) cited, Orders were issued for re-organization of field circles to

be co-terminus with the Districts. It was ordered therein that the effective date for
implementation of the re-organized set-up of Circles/ Divisions shall be the date of
joining of SE/DE incumbents in new Circle/ Division and as far as pay units are
concerned, the existing pay/accounting units shall continue to function till new pay
units are created.

Further, vide reference (2) cited, the following orders were issued.
i.

The Operationalization of the re-organization/new units is to be deferred for the

present.

ii.

The accounts personnel who are allotted/transferred to the re-organized/new

units as per T.O.O. No.31 dt.19.12.2013 shall be reverted back to their
respective old units.

iii.

The re-organized and new Circles will be formed as ordered in the T.O.O.No.31
dt.19.12.2013, but will function as nondrawing units and their salaries and
other payments will be arranged by the existing drawing units as is being
arranged now and the existing drawing and accounting units will be continued.
FA&CCA(Accounts) vide reference (3) has requested for operationalization of new

pay units from 01.04.2016.

APTRANSCO, after careful consideration hereby issues the following orders.

a. The Orders issued vide Memo.Dt.16.04.2014 for temporary deferment of
operationalization of the re-organization/ new units are withdrawn and
operationalization of the new pay units shall come into force from 01.04.2016.
b. The 16 Nos. OMC/O&M circles as at column (d) in the AnnexureI(A) shall
function as drawing units. The 4 existing drawing units shown in Annexure-I(B)
shall be closed and the Accounting works of the closed Accounting units shall be
attended by respective OMC/O&M circle.The respective Zonal CEs are requested
to take necessary action accordingly.
c. The existing Stores under the control of 400kV Construction Circle, Construction
Circles or Divisions are attached to the new OMC/O&M/400 kV/O&M Circles as
at Annexure-I(C).
d. The order issued vide Memo No.ED(HRD&Plg)/MPP1/Acc.Units/ 3094/2015,
D.No.56,
dt.02.11.2015
for
shifting
of
TLC/Kurnool
unit
to
SE/OMC/Ananthapuramu is hereby withdrawn.
e. The FA&CCA(Accounts) is hereby instructed to issue Guidelines/ necessary
instructions for transfer of Accounts balances from the closed or renamed drawing
units to the new drawing units.
f. The following Accounting staff pattern shall be followed for the drawing units.

h. The CEs/Zones are hereby instructed to re-distribute the posts in the cadres of
JAO, Sr.Assistant and Jr.Assistant duly accommodating the posts of Division
offices (as per T.O.O.Ms.No.31, dt.19.12.2013) in Zonal and Circle Offices as per
new staff pattern. The excess 47 Jr.Assistant posts (VSP-16, VJA-7 and KDP-24)
shall be allotted to non-drawing payunits viz., SE/400kV/Const/Vizag,
SE/Const/Kadapa and SE/Const/Kurnool and Division Offices.
i. Present working outsourced staff shall be adjusted and there shall be no addition
to the existing outsourced staff on account of operationalization of 16 drawing
unitsw.e.f.01.04.2016 due to revised staff structure.
