The Islamic Republic of Afghanistan, Ministry of Energy & Water has applied
for a grant from the International Development Association toward the cost
of Irrigation Restoration and Development Project, and it intends to apply part
of the proceeds of this grant to payments for hiring the services of following
qualified national individual consultants.

Job Description/Duties and responsibilities

1. Working with other international/National


Consultants and MEW staff, ensure that
all financial and logistic activities required
to prepare and appraise sub projects as
scheduled, are implemented according to
World Bank standards and all participants
understand these processes and standards.
2. Preparation of consolidated annual work
plans for all project components.
3. Further improve the standard set of
technical specifications prepared during
the IRDP for works to be carried out, e.g.
standard design, construction supervision,
interim payments to Contractors and
Issuance of the certificate of completion.
4. In
collaboration
with
the
Procurement/Contract
Management
Specialist, further improve the system of
procurement for contractors for all civil
works developed during IRDP, i.e. prequalification of contractors; advertising

further strengthen the capacity of PCU
and Provincial Water Management
Department staff in contract management
and construction quality control.
6. Work with other international consultants
and MEW project staff in reporting on all
preparation and implementation aspects
of the IRDP.
7. Review and update implementation plan
for irrigation schemes for the whole
project. A detailed annual plan should be
prepared each year three months prior to
the commencement of the year, which
should be submitted to PCU.

Social Safeguard

The regional social and environmental officers will have


the primary responsibility for the following tasks, which
they will manage in cooperation with the community
water development assistants (CWDA) of the regional
offices:

(i)

Carrying out environmental and social


screening/appraisal in accordance with the provisions of
the ESMF in close consultation with the local
communities,
Mirabs
and
CDCs.
The
screening/environmental appraisal will:
Identify the specific prevention/mitigation measures
that will be implemented to prevent/mitigate the
adverse environmental impacts of the proposed activity.
Assess the requirements of various resources (financial,
technical, institutional, and so on) to implement the
mitigation measures.
Identify the relevant institutes/government departments,
which can support the resource requirements for
implementation of the mitigation measures.
Revise the budget (if necessary) considering all the

Conduct surveys on sites being considered for
land acquisition (100 % HH socio-economic survey of
all potential PAPs in case of land acquisition except
for small dams component, where Consultant will be
contracted).

province for land acquisition and follow up with
authorized agencies for implementation of ESMP
(iv)
Supervise and Monitor ESMP implementation
by IPs and produce periodic reports as per standard
format
(v)
Coordinate training of Mirabs, CDCs and IWAs
on environment and social issues
(vi)
Maintain record of all consultation meetings and
other safeguard documents including the land
acquisition documents.
(vii)
Report to and assist PCU Environmental and
Social Officer in reporting to World Bank and NEPA on
status of ESMP implementation.
(viii)
Assist the regional technical team in
implementation of the ESMF.

The Project Coordination Unit (PCU) of Project: Irrigation Restoration and Development Project
(IRDP) under Ministry of Energy and water now invites National eligible consultants to indicate
their interest. Interested eligible candidates must provide information indicating
that they are qualified to perform the services and are invited to submit their
CV (Curriculum Vitae), including employment records, description of similar
assignments carried out, experience in similar conditions, availability of
appropriate skills etc.
The covering application letter should indicate that he meets all the required qualifications and
experience (as mentioned above) quoting references to various paragraphs of CV to
demonstrate this.
A consultant will be selected in accordance with Section V Selection of Individual Consultants
procedures set out in the World Banks Guidelines: Selection and Employment of Consultants by
World Bank Borrowers (May 2004 as revised in October 2006 and May 2010).
