To ensure the decision made is the best, it must be rational. That is to say, the decision has to be
based on reasonable data, facts and reasons. So rational decision making can be defined as a
systematic process of defining problems, evaluating decision alternatives and selecting the best
alternative decisions available (Mansor, Zakaria, 2008). The goal of rational decision making is
to choose the best solution which will maximize the benefits and minimize any costs.
There are some steps that decision makers can follow to make rational decisions. Following we
will discuss some of the steps.
Defining Problems
The first step of rational decision making is to identify or clarify what is the problem to be
addressed or solved.
After the issue is identified, decision maker should think about and determine the desired
result or goal which would like to be achieved.
Then decision maker should look for as many alternatives as possible for solving the
problem. The more alternatives can be generated, the more chance that the best fitted
solution can be found.
Each of the alternative solution should be carefully evaluated according to its pros and cons.
While evaluating, a lot of information should be collected first. Since the goals and desired
results have already set in the above step, every alternative should be compared to see
whether the optimal result could be reached with minimum costs.
The information can be get by observation, statistics, surveys, etc.
Based on the evaluations, the next step is to select the best alternative solution available. The
chosen solution is so called the decision. The decision should be the alternative that best
fulfil the requirements.

Once the decision is made, decision maker should put the decision into action which means
to implement it. Every stakeholders should be informed, sometimes they are also involved in
the decision making process.
The last step is to evaluate the result of the decision to see whether the decision is good
enough and appropriately addressed to the problem. Also some data and feedbacks from this
decision can help to decide the solution so some similar problems.

complex environment. It is a well-defined step-by-step approach that required defining
problems, identifying the weighing and decision criteria, listing out the various alternatives,
deliberating the present and future consequences of each alternative, and rating each alternative
on each criterion (Simon, Herbert, 1978). Using this model, the issue will be addressed by
breaking down into easy steps, and all aspects of the issue will be considered with possible
solutions and then make the final decision.
