The Liberal government is asking the public to weigh in online on what it sees as 10 key national
security topics, ranging from threat reduction to terrorist financing, as it moves toward amending
the Anti-terrorism Act.

"We want to hear from Canadians about what needs to be fixed about the previous government's
Bill C-51," announced Ralph Goodale, minister of public safety and emergency preparedness at a
news conference in Edmonton on Thursday.
"I think Canadians welcome actually being engaged."
The Liberals' discussion paper outlines the government's main issues and asks the public specific
questions on each topic.
The subjects are:
Accountability.
Prevention.
Threat reduction.
Domestic national security information sharing.
Passenger protect program.
Criminal Code terrorism measures.
Terrorist entity listing procedures.
Terrorist financing.
Investigative capabilities in a digital world.
Intelligence and evidence.
The consultation form includes questions such as, "What should the role of the government be in
efforts to counter radicalization to violence?" and "In what circumstances, if any, should
investigators have the ability to compel individuals or companies to assist with decryption?"
Goodale's department said it's also open to general feedback and people can email in with other
topics of concern.

The public safety minister, flanked by Justice Minister Jody Wilson-Raybould, stressed that the
government's policy has not been set and the consultations were meant as a conversation starter.
Canadians have from Sept. 8 until Dec. 1 to weigh in online.
Goodale said that because the consultation is online "it's a low-cost endeavour."
Security balanced with rights and freedoms

During the 2015 election campaign, the Liberals promised to repeal what they called the
"problematic elements" of Bill C-51, brought in under the previous Conservative government.
The Liberals, then with third-party status, did vote to support the controversial anti-terrorism
legislation, arguing they could change it if they took power.
Bill C-51, now known as the Anti-terrorism Act, allows Canada's intelligence agencies to share
Canadians' personal information more widely with meaningful parliamentary oversight.
Authorities can detain someone for up to seven days if it's believed a terrorist event may occur.
In his mandate letter, Prime Minister Justin Trudeau tasked Goodale to introduce new legislation
that balances security with Canadians' rights and freedoms.

The Liberal campaign platform also promised to guarantee:
That all Canadian Security Intelligence Service warrants would respect the Charter of
Rights and Freedoms.
Ensure that Canadians are not limited from lawful protests and advocacy.
Sharpen the definition of terms like "terrorist propaganda."
Require the Communications Security Establishment to obtain a warrant to engage in the
surveillance of Canadians.
Require a statutory review of the full Anti-Terrorism Act after three years.
More legislation coming

The Liberals have checked off some of the promises that had been on that to-do list.
After ISIS sympathizer Aaron Driver was killed by police last month in Strathroy, Ont., Goodale
said the government is in the final stages of hiring a senior adviser who will spearhead an antiterror program to counter radicalization, with a new national office opening sometime in the fall.
Following news that a six-year-old boy had been flagged on Canada's no-fly list, the Liberals
announced they've created an office to assist passengers mistakenly barred from flights.
And earlier this summer the minister helped announce new legislation to create a joint oversight
committee with robust powers to scrutinize national security matters.
The nine-member committee would consist of seven MPs and two senators who would have the
clearance required to explore "any and every dimension of national security that they want to
look at," Goodale said at the time.
Micheal Vonn, policy director for the B.C. Civil Liberties Association, praised the consultations.
"Right now, we don't even have a way to meaningfully assess the efficacy and legality of
Canada's national security activities. We need serious evidence-based reform, not legislative
tweaking," he said in a release.

There was no security with Harper in the caucus room - he would not allow it - so he had
complete freedom of choice for his actions. Harper chose to go and hide in the closet. He went
alone. He told no one - the members of his caucus did not know where he was and they testified
to that effect. Harper apologised to them the following day for what he did.

counter radicalization, with a new national office opening sometime in
the fall.
Following news that a six-year-old boy had been flagged on Canada's
no-fly list, the Liberals announced they've created an office to
assist passengers mistakenly barred from flights.

And earlier this summer the minister helped announce new legislation
to create a joint oversight committee with robust powers to scrutinize
national security matters.
The nine-member committee would consist of seven MPs and two senators
who would have the clearance required to explore "any and every
dimension of national security that they want to look at," Goodale
said at the time.
Micheal Vonn, policy director for the B.C. Civil Liberties
Association, praised the consultations.
"Right now, we don't even have a way to meaningfully assess the
efficacy and legality of Canada's national security activities. We
need serious evidence-based reform, not legislative tweaking," he said
in a release.

about his cowardice:
Prime Minister Stephen Harper hid in a cupboard in parliament for
about 15 minutes during Wednesday's attack as MPs sharpened flagpoles
to use as spears against the gunman.
There was no security with Harper in the caucus room - he would not
allow it - so he had complete freedom of choice for his actions.
Harper chose to go and hide in the closet. He went alone. He told no

testified to that effect. Harper apologised to them the following day
for what he did.

I warned him that I was a very fierce political animal. I also made it clear to Sgt. Vaillancourt
that I have many very justifiable reasons not to trust any cop anymore. I will do as I said and sue
the Crown Corp known as the RCMP in the Court of the Queen's Bench in Fredericton unless
somebody doesn't act with the scope of their employment ASAP. However I must do as I
promised and file my first complaint against the Crown in Federal Court first. In the "mean" time
perhaps some local cop in New Brunswick should simply do his job and investigate all the
material I have given to them over the years. They really stop their bullshit about jusridiction and
mandate in order to protect their personal interests. Do they not understand that I can sue them as
individuals? There is nothing wrong with exposing the truth about my allegations of criminal
conduct in support of public corruption for the benefit of all Canadians. Just act non paritsan and
let the politcal card fall where they may. Lawyers and politicains are infinitely replacable and all
falsly claim to be ethical as they pick our pockets. I would love to hear my name mentioned in a
very public forum even if it was slandered. Before the Yankee elections on November 7th would
be nice EH? Politicians cops and lawyers should look to their own personal interests and then
uphold the law and the public trust placed in their positions. After all that is their job not mine

I do not have to do anything any cop or lawyer may wish to suggest anymore. Not all Maritimers
are dumb defeatists as Stevey Boy Harper has suggested in the past. At least I am one dumb
pigheaded Maritimer who knows the differnce between my rights under the Charter and the
government's wrongs practiced against them. I also know when somebody has falied their oath to
uphold the law and protect the public interests and I certainly know how to hold them
accountable in a legal and ethical fashion. To say you will sue someone is not a threat. It is
merely a promise. Most lawyers employ such words everyday and they practice law for a fee.
I have taken no oath to obey other then one to my wife and an unspoken one to my seed.. Thus I
obey only my own consience and I stress test my own integrity every day in the best interests of
my Clan. It is them whom I serve and protect without a fee because it is my duty to do so just as
cops and other public servants etc are gainfully employed to protect us all under oath and rule of
law. My family has suffered enough over the past five years. Tis high time I sought monetary
relief from our bad acting governemnts in order to bring them home to Canada to live in peace
and escape further Yankee malice.
Anyone can check my work. Much of it still remains on file in the public record of many Yankee
courts and one Canadian one. I am certain that anyone would agree that my Clan has had
amazing patience thus far. I say nay never no more. I have been a student of enough Canadian
law to get a good grip on the scene. It is time to put what I learned to good use for the benefit of

I know for a fact it was my calls to Parliament etc in response to the following words that made
the RCMP start to do their job and call me back.
OTTAWA - Wayne Easter, the former solicitor-general who presided during the Arar ordeal,
appeared to contradict earlier testimony from RCMP head Giuliano Zacardelli today when he
answered questions at a commons committee.

Responding to Justice Dennis OConnors report on the Arar case at the public safety and
national security committee, Easter said he was never told the RCMP had passed on false
information to the United States and was never told the RCMP tried to correct it, as claimed by
Zacardelli.
I was not informed that the RCMP had provided inaccurate information to the U.S., Easter told
the MPs.
When Zacardelli met with the committee in September he was asked when he informed his
minister about the RCMPs error, and he replied that he could not recall specifically but that
briefings and timelines started to be prepared for him as the matter came up, and we started
providing that information.
But Easter emphatically told the committee that that information never reached him. In
preparation for todays appearance Easter said he reviewed documents, briefing notes and
material he had received during his tenure on the Arar case and met with his staff in order to
have a clear timeline of what he knew and when.
In two briefing notes from October and November of 2002, Easter said, There was no reference
to errors in information, no reference to false information, nor was there any reference to any
corrective efforts having been made by the RCMP with respect to any of the information which
may have been shared.
The same was true in briefings given in June and July of the following year, Easter testified.
Giving further evidence he was in the dark abut the erroneous information passed on to the U.S.,
Easter said the issue was never raised with him by his American counterpart Attorney General
John Ashcroft. Presumably when American investigators learned they had false information on
Arar, Ashcroft would have been briefed on that information, Easter said, and he believes
Ashcroft would have shared that with him.
Attorney General Ashcroftwould have undoubtedly raised that point with me, Easter
said.Asked whether he would have acted differently had he known earlier that Arar had no
terrorist links, Easter said he didnt want to answer hypothetical questions.
Maher Arar, a Canadian citizen, was arrested in the United States in 2002, and sent to his native
Syria where he was imprisoned for a year and endured torture before being released without
charge.
The committee is planning to recall Zacardelli to clarify his initial testimony and he will likely be
asked about the contradictions provided today by his former political boss.

O'Brien, a 20 yr old Hanwell area woman who was, police say, murdered in April 2006
by Nicholas Vaillancourt, who then apparently jumped off the Westmorland Street
bridge to become one with the St. John River.

I've said it at Charles blog and I'll say it here. It was a different government in
power, I think there may even have been more tories than liberals on the
committee that had him banned-so the 'liberals' never got him banned- SOME
liberals did. While I respect that he 'believes' this, I don't believe Lamrock was
telling the truth. Politics is a shadowy world and if somebody says 'this is the
reason we're doing X'-you can bet its not.
He was banned because he's a pain in the ass who can't be controlled. He saw too
much of how government works-and that's something that can't be allowed. He
was getting way too popular, just imagine, if he HADN"T been arrested or

In fact, we can contribute this 'theme' to his ADHD, maybe the synapses are
misfiring. I remember that when he was arrested somebody mentioned his arrest
to Bernard Lord who said "yeah, he's being banned from the legislature too".
Now, perhaps THAT wasn't true also, but his ban happened right after the arrest,
which is pretty coincidental. The government COULD have not known the facts
and so used that as justification for his arrest, but since the government kept the
charges on him even though it was readily apparant there was nothing there, then
that scenario is doubtful. They used his arrest as a pretext to justify having him
banned.
He already managed to get a new residential tenants act-its one thing to have him
talking about issues-in politics that doesn't matter, some of the most powerful
organizations who are screaming about this or that have practically zero political
ability (see the comments on wage parity). He'd be Ralph Nader or Michael
Moore, and you know how much politicians and their contributors hate THOSE
guys.
Even if it were true, it really makes no sense as a 'reason' to ban somebody. I
know Charles has pretty strong views on the subject and that's fine, but here's a
newsflash: politicians lie. However, it does 'make the liberals look bad', which
could also be part of the reason he gives it so much play, but I think the REAL
story and reason is MUCH more damning than the made up one.

This is about Charles, I wasn't 'careful' about anything. You can also go to Charles
website and see the guy who dresses like a clown who was also banned. I think
there are at least three others who also were banned.
Banning from the legislature is very serious business, the guy who worked
security for the previous 12 years said NOBODY had been banned during his
years. This is stuff that should be in the print media constantly and while it MAY
be necessary sometimes to ban somebody, that should be an open process. It's
interesting that NONE of the people who are supposedly 'too dangerous' to be in
the legislature have ever been charged for anything. The legislature has TONS of
security, so it really is getting to be a scary situation where 'security' is basically
defined as 'keeping people out'.

I don't know the specifics of Mr. Amos' situation, I only know that one time
Charles said something about him yelling. That's pretty funny considering that
most of question period is typically the MLA's yelling back and forth. The guy
dressed as a clown certainly doesn't do anything 'dangerous', but canada has a
history of not liking anything out of the ordinary. The only reason you are
supposed to actually go into the legislature is for a class field trip.

matters which are of pressing concern to you.
Each time we have tried to respond by explaining to you the relatively
narrow mandate of this Commission and the limits of our powers to deal with the
matters which are of concern to you. I must stress, once

with an opportunity to make complaints concerning the conduct of members of
the RCMP in the performance of their duties. We have neither the expertise nor
the legal authority to permit us to become involved in issues beyond the scope of
this mandate.
While it is clearly not the intention of the Commission to prevent you from
making complaints against members of the RCMP, an analysis of your numerous
contacts with the Commission indicates that your concerns fall well outside the
confines of our mandate. Further, your frequent e-mails have been disruptive and
unproductive for both you
and for the staff of this office.
Should you determine that some point in the future you have a
complaint concerning the conduct of a member of the RCMP in the

As your attachment sent today refers from Premier Graham, our position is clear
on your dead calf issue: Our forensic labs do not process testing on animals in
cases such as yours, they are referred to the Atlantic Veterinary College in
Charlottetown who can provide these
services. If you do not choose to utilize their expertise in this
instance, then that is your decision and nothing more can be done.
As for your other concerns regarding the US Government, false
imprisonment and Federal Court Dates in the US, etc... it is clear that Federal
authorities are aware of your concerns both in Canada and the US. These issues
do not fall into the purvue of Detachment policing in
Petitcodiac, NB.
It was indeed an interesting and informative conversation we had on
December 23rd, and I wish you well in all of your future endeavors.

One of the main reasons that Charles was banned from the Legislature is that he
was annoying and bothering the staff who are trying to do their jobs there. As
anyone who knows Charles will tell you, he doesn't know when to let up and leave
people alone - just look at his blog if you want the evidence of that. The staff in
the Clerk's office at the Leg just couldn't put up with that anymore. When he
couldn't at the politicians, he took out his frustration on the civil servants who are

Its a Bad Day for the RCMP when they have to quit stuffing donuts in their
piehole and pretend to act within the scope of their employment as a fierce
political animal checks and records their work in Peticodiac then uploads it to
Youtube before they climb out of bed and head for the donut store for more EH?
Imagine corrupt cops being compelled to act with some semblence of integrity
before Stevey Boy Harper gets the liberals to have him ask the Queen to drop the
writ for the 40th Parliament? It must be tough being a corrupt Fed sometimes
and not knowing which nasty political arse to kiss. Hell yea never know what can
if the mean mouthed French buffoon Andre Arthur can unseat a Bloc Quebecois
get elected as an Indepedent there is hope for me yet if I pick the right riding that
is pissed off enough about all the nonsense on the hill in Faraway Upper Canada.
For the record we did not call the cops in Peticodiac. However we did call the
cops in Fat Fred City to inquire about my old Harley and the Yankee police
wiretap tapes in its saddlebags and the cops would not talk to us. When Werner
and I talked to Sgt. Moe Comeau last Friday BEFORE the latest two cows were
killed, he tried play dumb about wiretap tapes, bank fraud, tax fraud, securities
fraud KPMG. arson and dead cattle etc etc. So I told he should read the Gypsy's
blog and review the Youtubes because there was more to follow. He claimed that
he did not have time for such nonsense. However everybody knows the cops are
liars. Why else would two cop cars come to the farm and pretend to care about
cattle as they asked where a political animal was and what he was up to?
Everybody hates corrupt cops Correct? Why does it make me a bad guy just
because I do to? Hell even Parliamentarians are pissed off that it was not illegal
for the Deputy Commissioner Barbara George to bullshi them about messing with
her underlings pensions. However Shawn Murphy seems to have forgotten the
hard copy of the same material legions of other had received from me about the
malicious RCMP. Seems Shawn Murphy forgot he answered me about it in June
of 2006 while Dion was begging everyone and his dog to become leader. Who are
the politicians to call the RCMP liars after they covered up the RCMP wrongs
against my Clan for six years? Small wonder the cops donuts don't taste so good
anymore. All RCMP dudes can't be bad guys. I bet they are all wondering who is
gonna break their oath to a corrupt police force and blow the whistle first. The
first one who does and tells the truth, the whole truth and nothing but the truth
will be a rare Fed and everybody's hero. Who knows the RCMP dude with a
sudden fit of ethical behavior may even be a French Canadian from Quebec.

Police Department 506 460 2300 and I talked to operator 31 and the arsehole
Stephen Horseman once again.
For the record the call was recorded and witnessed. I demanded a copy of a 911
tape to the RCMP at about 3 pm on July the 4th and to know the whereabouts of
the Yankee wiretap tapes which do involve the capital crime of murder and of
course the whereabouts of my old Harley.

He asked me when my posts would be coming down off the Internet, because anytime
you Googled his name they came up and would be seen if say he was trying for a new
job. His future employer might do some internet sleuthing and read my nasty post on
him!

I told him there's not much I can do. Once I post something it stays on the net forever it
seems, which even I find kind of annoying.
For example I was recently contacted by the daughter of some guy I wrote a post about
back when I lived in Nova Scotia. She had Googled her dad's name and came across my
snotty post.
Anyway, I told Patrone I would delete the offending post, which I did, but now I see that
maybe he was getting all his ducks in a row for this CRTC thing.

It does seem, in retrospect, to be kind of a pussy move on my part. At the time,
tho, it seemed a reasonable request. To me, the old post was no longer relavent. it
was posted at a particular time and should have faded away into the nether
regions of my archives.The problem was it kept poppin gup whenever you
Googled "marc patrone". So in a sense, it was as if I was constantly republishing
the same criticism.
I dunno, I think this is something all bloggers should be aware of. Once you post
something, it potentially exists and can be read and re-read for god-knows-howlong. Years and years.
Most of my posts are quick scribbles of things that occure to me at a particular
moment. They're not something I necessarily want sitting there etched in internet
stone for eternity.

Blood in the street
There's a casualty at last in Carleton County's newspaper war.
The Carleton FreePress will announce in their paper tomorrow that they are finished publishing,
effective now, dead, gone. Soon to be forgotten.
How do I know this? Let's just say it's because I've been working there this past year. yes, right
form the first paper to the last.
Twas a good year, my friends, and a good experience.

I kinda figured that you were some sort of insider Gypsy. If you bother to notice within
the email exchange with a nasty Yankee blogger I sang you a little praise as well as

giving up telling people something they don't want to know even though
they yap about it anyway. It is true I am writing a book and part of it is about bloggers

FYI the links were very necessary to support what I say is true

Furthermore one should never underestimate the fury of a powerful well connected
Yankee lawyer or a pissed off Maritimer who never had any false hope of ever being
elected either.
Your spam filter may have blocked my words but they certainly were not a malicious
comment and right on topic and it was you who had the
ultimate decision as to whether I was a liar or not I might add.
However it is your blog to do with what you will and your newfound

that I have been trying to expose the wrongs of bankers and the US Treasury Dept long

email in several blogs because is how I just learned about you and your recent personal
decision regarding the pending election in the USA.
Professor Fried I sincerely hope that you are the honest man whom I
have been seeking for many years. I have no doubt whatsoever that the
lawyers J. Gerald Hebert, Trevor Potter, Tara Malloy and Paul Ryan in John McCain's
Campaign Legal Center, in Washington, DC. curse my name on a daily basis lately. The

The Free Press is not the only paper Brunswick News has destroyed by more or less
giving away advertising in order to undercut them. Dieppe Journal is another
example....Albert County Chronicle is soon to be another I suspect.

The Bugle did not discount its advertising. They did discount their subscription though
but that was just because the Free Press was being given away for free.
I challenge anyone to show proof og the Bugle discounting advertising beyond normal
promotions and stuff.
