WHAT POSITIONS ARE UP FOR ELECTION


We hope youll vote in all elections on your voting document the
successful candidates make decisions that affect us all every day so
make sure you have your say.
The Mayor is the leader of the City or District Council.
The City or District Council provides communities with a wide range
of local services and facilities. Councils make decisions about issues
including key infrastructure (e.g water supply, sewerage, roads), local
regulations, recreational facilities, parks, planning and building issues.
Unitary Authorities perform the functions of both City/District
Councils and Regional Councils.
The District Health Board makes decisions every day to improve
the health of people in the community including the kinds of health
services to be provided.
You may also nd these positions on your voting document:
Community Boards make recommendations about local issues and
how Council should spend money on local services.
Regional Councils make decisions about managing our region
about quality of water, soil, coastal planning, plant and pest control,
natural disasters and in some cases public passenger transport.
Licensing Trusts exist to sell alcohol responsibly through premises
in the trust area and decide how surplus prots are returned to the
community.
A Poll or Referendum may also be on your voting document. Your
vote in these helps the Council make decisions on the issues included
in the poll or referendum.

More Democracy Less Bureaucracy


My principal place of residence is in the Tauranga
City Council area. I am also standing for
Otumoetai-Pyes Pa Ward.
Our new Mayor needs to have awareness of our
history while seeing clearly the future potential
of the city.
Having been an MP I know how to work with Central
Government to ensure we continue investment in our vital
infrastructure, especially our roads to avoid the traffic
congestion many have moved to the BOP to escape.
New civic amenities and an international hotel would contribute
to the growth of our economy and are urgently needed. We
must continue to encourage businesses to relocate here, as well
as people to visit and live within the CBD to bring life and
vibrancy to its heart.
As your new Mayor I would initiate using regular surveys sent
out with rates and water bills to better understand your opinion
as residents to guide Council's decision making on our city's
future.

My principal place of residence is in the Tauranga
City Council area.
Standing for Mayor only, I offer a strong
connection between our community and business
to keep Tauranga the most liveable city in New
Zealand. Having established a successful funeral company in
Tauranga, I donated the business to the community in 2007 and
The Legacy Trust has distributed $2.2 million to more than 400
local organisations.
With experience as a former Deputy Mayor, I will seek a 20-year
affordable Action Plan to ensure Tauranga remains an attractive
place for present and future generations. Let's get Council
spending and staffing levels under control, prioritise
infrastructure and community projects, and complete them
sensibly as funding and investment allows.
We must keep direct ownership of our assets including water
supply. We should rationalise our economic development,
tourism, events and arts spend for maximum benefit.
I will lead by example, not just words, and I have the proven
heart and ability to take Tauranga forward.

Councillor At Large - Tauranga City Council.
I was honoured to become your Deputy Mayor
when I was voted onto Council in 2013. I have
thoroughly enjoyed this fantastic experience of
local government, working hard to fulfil my promise to address
Council debt (currently down by 20%) and reduce rates rises
(almost halved). I am proud of the wise investments this Council
has made to further our collective wellbeing.

My principal place of residence is in the Tauranga
City Council area. I am also standing for Te PapaWelcome Bay Ward.
So the council needs a civic centre, I agree along
with eventually a stadium. So let's do it right.
Are we rushing things unnecessarily have we got
the right people doing the groundwork? We will have a blank
canvas, so let's do it right let's make it spectacular so tourists
will go wow, especially cruise ship passengers that have ferried
here from the Mount.
A bloke offered Whangarei a town centre and they sent him
away, so Federik Hudderwasser went away and built Kawa
Kawa toilet block which put the small town on the tourist trail.

My principal place of residence is in the Tauranga
City Council area. I am also standing for Mount
Maunganui-Papamoa Ward - Tauranga CIty
Council.
Imagine a city with better roads, the best
drinking water in New Zealand and a harbour
that doesn't have overflows of raw sewage anymore. My vision
for Tauranga is a city with infrastructure that you can rely on
and a debt balance that doesn't cripple future generations.
If the next council overspends on a staff building and builds a
$25m+ rugby grandstand for one extra game a year the city
risks losing water pressure in 2021 and four-laning of 15th
Ave/Turret Rd could be pushed out well beyond 2026. As Mayor
I will progress what matters to you and present a budget that
includes four-laning for the first time, completion of the new
water plant by 2021, and upgrades to our sewage system.

Since 1953 I have seen Tauranga grow from a seaside village
into a city, I have an excellent understanding of our city, a
passion to work for you, leading Tauranga into the future.
Creating a sense of community pride in our city, a friendly city,
happy atmosphere, caring for people first and foremost,
especially the vulnerable and disadvantaged.
Having a strong ability to listen to people's wants and needs,
building unity, assisting people to facilitate positive democratic
community outcomes.
While having an excellent ability to see the big picture,
including the many challenges we will have to overcome in the
future, caring for city infrastructure is also vital, with teamwork,
prudence, and common sense.

Journalism. I've studied how councils operate, and elsewhere,
been successful as Chairman of a Council owned Company.
Council is a large business, and I have proven myself in
enterprises ranging with 500 to 1,850 employees.
Councillors and Mayors serve in a governance role, representing
you, the people.
The Mayor's key job is leadership, plus representation and
dealings with key stakeholders including Central Government
and its agencies.

Since being elected, I have treated my role as
Councillor (and Chairman of the Finance and Risk
Committee) as full-time.
I have also taken the opportunity to 'audit' Council as a
'business' - using skills developed in a successful global career as
a management consultant.
This is something no other Councillor is qualified to do, and no
other candidate has been in a position to do.

My work experience skills have involved IT
(Information Technology) for most of my life
along with a mix of horticultural activities. My
total involvement in IT spans over 30 years with
18 years at TCC (Tauranga City Council).
My 18 years at TCC have meant my understanding of the
operation of council is now very broad. The skills I hope to add
to the mix if elected as a councillor will be to add a pragmatic
viewpoint to any discussions to ensure an achievable outcome
and meeting the expected community benefits.
I would support making additional investment in transportation
to relieve congestion on some of our roads - otherwise everyone
pays for it in wasted time and fuel costs. I want to put into
place changes to ensure house prices stay affordable as I believe
it has a very positive benefit on the community.

Committed to Tauranga
My principal place of residence is in the At Large
area.
I was born in Tauranga and have lived here all my
life. When I was 9, I lost my legs in a train
accident near Baypark. Nobody imagined that I
would become a successful businessman, surf
lifesaver, author or athlete competing in the World and
Paralympic Qualifying Games. I am also a past City Councillor
with an understanding of governance, management and the
Local Government Act.
I am committed to Tauranga and support a transparent Council
that engages with the community. Over recent years, our city's
staggering growth has brought challenges including affordable
housing, homelessness and traffic congestion while putting
pressure on already stretched services. These affect our everyday
lives and require immediate attention. I would also like to see
progress on the revitalisation of our CBD.
I am known for my perseverance, passion and determination
and I intend to make Tauranga the city that inspires New
Zealand.

Antoine brings a passion for strategic thinking, a
desire for cultural expression and a no nonsense
approach!
A descendant of Ngati Ranginui, Ngai Te Rangi
and Ngati Raukawa iwi of Tauranga as well as French and
American settlers. Antoine has worked in both regional and
local government, private sector, non-government organisations
academic institutions and held a number of community and iwi
leadership positions. He is a board member on Priority 1,
Heritage NZ Maori Council, Mauao Joint Management Board
and other national boards. He is a recipient of the NZ Planning
Institute supreme award for planning excellence and is a
qualified independent commissioner.
Antoine will bring a new and refreshing perspective to Council
that addresses the key issues of providing safe affordable
housing, more job choices, business opportunities and a vibrant

area.
I've represented a younger voice on Council for
the past three years to help lay the foundations
for a brighter future - more events, more
facilities, and more opportunities.
Tauranga is expected to grow by the population of Taupo
(35,000) over the next 15 years. We cannot afford to wait for
the growing pains we know are coming - some are already here.
Responding to issues after they appear is expensive and
frustrating. Tauranga needs smart thinking beyond 3-yearly
election cycles.
I dream of Tauranga being NZ's most fun and innovative city. To
achieve this, let's commit to proactive planning to address the
major issues facing our city. Let's harness smart technology to
help tackle today's problems and enable council to work more

PICK RICK - Let's Get Real


My principal place of residence is in the At Large
area.
I'm concerned our rates continue to rise well
above inflation when inflation and interest rates
are at historical lows. Savings in debt servicing
have been gobbled-up by a leap in staff numbers
and its proposed lavish building project.
Large sums of your money has been spent with little to show for
it. Government is introducing legislation to help rein in
escalating bureaucratic empires in an effort to deliver real
efficiencies and provide services more cost-effectively to
ratepayers.
We need a council with the skills, experience and strong
leadership to reconnect with the community, reprioritise
spending, control the organisation's excesses and shift more
benefits back to the people.
Barriers to new development need to be removed to
accommodate our growing population.
My objective is to simplify processes, with less delays and less
red-tape. I will focus firmly on putting our precious resources
into building our city - not its council.

Gail MCINTOSH

Re-elect For Sound Financial Management


My principal place of residence is in the At Large
area.
A current Councillor with a Bachelor of
Commerce degree, Gail is a JP and an experienced
Chartered Accountant.
She is at the forefront of managing this growing
city. Enthusiastically she has advocated for the marine precinct,
high-performance sports-centre and improving economic
activity.
With every decision having a financial repercussion, Gail
understands the fine balance between ratepayers' ability to pay
and the desire to have events and services common to larger
cities.
Chairing the City Heart initiative, Gail has ensured all aspects of
financial management have been incorporated within the
project.
Bringing extensive business experience from her Accountancy
business and as a past Member of Parliament (Lyttelton 1990s),
she values SMEs contribution to Tauranga. Proud to call
Tauranga home, Gail is an active member of Zonta International
and NCW.

Born in the Waikato 48 years ago, raised in Te
Puke, I spent several years travelling and working
overseas before a career in communication and
administration. I have lived and worked locally
for over 20 years, and love our stunning region.
During my busy 18 months as a first-term Councillor, I have
developed significant knowledge and understanding of local
government and its vast scope of responsibilities to and for

Managing growth, prioritising spending, transportation, risk

Bob HARNOR

My principal place of residence is in the Mount
Maunganui-Papamoa Ward area.
A retired Policeman serving the Mount/Papamoa
area during the 1970s/80/90s. Elected in 1997 as a
Mount Ward Councillor, 2 terms under the Mayor
Pope era.
On Council, Bob instigated the Marine Parade Boardwalk
Project, the Mauao Ranger position and the installation of
Crime Prevention Cameras. Bob did not stand in the last two
Mount Ward elections.
Serving his Community as a Trustee on Sport BOP, Mount
College and Intermediate Schools, he also founded the Bayfair
Triathlon, along with this and other events, raising tens of
thousands for local surf clubs and sports teams.
Bob's big concern is the recent sale of Reserve Land in the
Mount. Save our precious 'green' spaces!
The proposed spending of $70million on new Council Buildings
is simply unaffordable. Bob is concerned for the growing
financial pressure being placed on ratepayers.
With a three generation Mount family, Bob remains keen to
serve his community.

My principal place of residence is in the Mount
Maunganui-Papamoa Ward area. I am also
standing for Mayor of Tauranga City Council.
I'm grateful for having had the opportunity to
serve Mount and Papamoa residents as your
councillor for the last three years. I seek your
support again because it's vital our communities have a strong
voice on Tauranga City Council.
The city is in a better financial situation than it was three years
ago and I want to keep it that way by focussing on the
infrastructure that matters to our everyday lives. We've funded
an additional $2m per year for flood protection for areas such
as the northern Mount and saved the Mount library from sale.
We've funded significant road upgrades in Papamoa and
brought forward completion of Te Okuroa Dr.
Council shouldn't be distracted with non-essential spending in
the CBD at the expense of core infrastructure or we risk reduced
water pressure by 2021 and losing future road upgrades. I pride
myself on listening to you; call 5421602 anytime.

Peter STANLEY
My principal place of residence is in the Mount
Maunganui-Papamoa Ward area.
I am a resident of Mt Maunganui, having lived
here since 1970, also a ratepayer/property owner
since 1985.
A Marine Engineer by profession, I have been
employed by both National and International Shipping
Companies.
The last 10 years has seen Tauranga Council rates increase by
64%, an average increase of 6.4% per annum, I hold strong
views on the continued demands for more ratepayer funding
requirements by Tauranga Council to grow the City, and if
elected, will challenge all non-essential spending.
The rapid rise in Tauranga District property values, coupled with
the resulting rates increase, doesn't reflect the average
ratepayer's ability to keep meeting rating increases way above
the inflation rate and wage rises; I want to see rates capped,
and affordable.
Proposed projects such as a replacement Council administrative
building, or Museum, I would request that Councillors, hold a
ratepayer referendum, to gain majority approval before
proceeding.

Otumoetai-Pyes Pa Ward area. I am also standing
for Mayor of Tauranga City Council.
My wife and I have been married for 39 years and
we love having our family and eight
grandchildren around us in this fabulous city.
I'm passionate about real democracy and dislike wasteful
frustrating bureaucracy.
In this election it's vital you choose Councillors with a strong
voice at the debating chamber to challenge the negative trends
within bureaucracy while working positively to support all the
good work being done.
I do not support Council spending $62 mil on a new Civic Admin
building when there are other cost effective options. This crisis
should not have taken nearly two years to address.
We need to work harder and smarter to ensure our transport
network does not become congested like Auckland, and that
urgent progress is achieved to make housing affordable for
families again.

I was a teacher at Tauranga Boys' College for 27
years and 6 years in International Schools with my
wife Sharon. For the last 5 years I have enjoyed
being on call at Otumoetai College.
Sport and recreation have featured strongly in my life. I
represented the BOP (Steamers) Rugby team for 14 years and
am a Founding and Life Member of Tauranga Sports Club.
Rates and Current Issues.
I am committed to finding ways to finance basic infrastructure
and recreational, cultural, and sporting facilities without
unnecessary rates increases. For example, Council could lease
office space instead of owning the building. This would free up
funds for projects already under consideration, and money for
debt reduction.
Traffic congestion is another concern.
I would consult with and be guided by you, the Ratepayer.

A New Perspective
My principal place of residence is in the
Otumoetai-Pyes Pa Ward area.
Tauranga's predicted growth rate is 1.2% per
annum, (Statistics NZ's 2013 census), but growth
over the last 2 years has exceeded this prediction.
Future success of our city will be absolutely linked
to Councils' ability to make the right choices regarding
infrastructure, residential zoning, transport, tourism and
support for business.
How should the city's success be defined? In my view, by the
lifestyle, purpose and sense of wellbeing its citizens enjoy. I was
born in and have spent most of my life in Tauranga. I love this
city.
I am an educator with 23 years national and international
experience, including senior management roles. I am involved
in my local community, have chaired our school PTA (2010-2014)
and have been an elected BOT member since 2013.
I will listen, respond and deliver with a positive can-do attitude,
bringing enthusiasm and a new perspective to Tauranga City
Council affairs.

The last 10-years, residents have been hit with and to come near
half a billion dollars of debt. TCC has borrowed money to pay
for numerous nice-to-haves. Tauranga community is responsible
for all the debt, existing Councillors have jeopardised our
children's future with spiralling debt and wayward spending.
Making the same wrong financial decisions and expecting a
different result is fiscal madness. Council needs new people with
an infusion of competence, ability to govern and a commitment
to reduce debt that will guide Tauranga back to health.

Born and bred in Tauranga. Lovely family, my
wife Judith, son Jamie and daughter Frankie.
During my time on Council I have always listened,

I embrace democracy, abhor bureaucracy and
Council/community connection is important to me.
I care for Tauranga. My concern is our increasing population,
especially the elderly and Council must manage and support this
growth.
Be prudent with long term planning, capital and operational
expenditure, but not forgetting our basic infrastructure.
Working with Government on housing and homelessness is vital.
My involvement with the Welcome Bay underpass is just the
beginning and I will be focussing on the four lanes to Cameron
Road.
A supermarket in Welcome Bay/Ohauiti is essential.

Hori BOP LEAMING


My principal place of residence is in the Te PapaWelcome Bay Ward area. I am also standing for
Mayor of Tauranga City Council.
My family has lived in this electorate since 1967
and I have brought up my four children here as
well. I have been putting in submissions to
improve roading on both peninsulas for years but have struck a
roadblock with my ward councillors and the council on 15th Ave
Turrett Rd. They don't seem to think it needs doing for another
10 years, I was responsible for getting a survey done on this
route but it is conveniently not due for another five more
weeks. I also see the need to pressure government and NZTA to
sort out Maungatapu Bridge before it kills anymore of our
treasured citizens. Vote for Hori Leaming to get on the inside
and fight for what we deserve.

Jesse MISA
My principal place of residence is in the Te PapaWelcome Bay Ward area.
Jesse Misa a resident of Welcome Bay, is married
with two children, both of whom were raised and
educated in our community.
Jesse serves with several Charitable Trusts since
1991, one of which provides free medical and relief services to
13 Pacific Nations. Some 500,000 people were treated using our
four ships of mercy, based in Tauranga. He served as Ship's
Captain, CEO and presently as a Trustee. Jesse also functions as
Church Pastor and an Industrial Chaplain for a law firm in the
city.
His passion is serving people, with people. To mobilise youth
and professionals to make a difference within and without our
city. As your Councillor Jesse will advocate for the development
of our roads in addressing traffic and access, effect fiscal
responsibility in council spending, improve civic services and
accountability. Jesse will listen and serve as your voice to aspire
for safe and progressive Tauranga.

Tauranga has been my focus for the major part of
my life apart from four fascinating years living
and working overseas together with Robyn, my
best friend and wife of fifty years.
My business life has been in farming, horticulture and property
development. I have also had a heavy involvement in local sport.
I have been president and chairman of a wide range of
organisations including the Greerton Village Redevelopment
Committee that delivered Greerton as it is today. Councillor and
commissioner for six years where I strongly supported Welcome
Bay initiatives including the Welcome Bay community centre. I
initiated and chaired the Battle of Gate Pa Exhibition. Tauranga
now has significant challenges and opportunities a new Mayor
will need experienced councillors who will work together to
take us forward.

The Council provides Public Transport. A viable public transport
system is essential for a modern clean green city. We need to
continue to develop wonderful walkway, cycleway networks.
Rail use for freight is vitally important.
The Council supports regional development projects such as the
Tauranga Tertiary campus.

A resident of Tauranga for 28 years, and a past
Regional Councillor for six years, Andrew is

Te Awanui Black is the current Elected Member
for the Mauao Mori constituency and hopes to

Awanui is a respected community leader, with an extensive
background in kaupapa Mori, kapa haka, and marae tradition.
Awanui has spent his life working for his community.
He led the Iwi response to the 2011 Rena disaster for two years,
as well as facilitating the new Mori language entity 'Te
Mtwai' for the Bay of Plenty. Awanui has been an influential
leader in the Regional Council's integration of tikanga Mori,
and was behind the Council's adoption of its Mori name, 'Toi
Moana'.

than men are at risk. Many problems appear to be in our health
system, waiting lists and so on. We need a better system to
ensure prompt treatment when one is in need of medical
assistance. GP's have better things to do to than constantly refer
patients back and forth in the system. What will happen, when
we have thousands of new people entering the country and the
medical system? We need answers to that and other questions.

My principal place of residence is in the Bay of
Plenty District Health Board area.
I am strongly opposed to possible future
fluoridation of the Tauranga City Council water
supply. Central Government is seriously
considering handing this controversial decision
over to local D.H.B.s
I am also against the possible future outsourcing of hospital
meals off the premises to an outside contractor Keep the status,
quo i.e. good quality hot meals cooked on site. Not frozen
imports.
I am a B.A. English graduate, Victoria University, and have extra
papers in Commercial Law, Economics and Accountancy, have
lived most of my life in Tauranga near the hospital and am a
past Tauranga City Councillor and also Tauranga District
Councillor.
Keep fluoride out of the city water.

DHB Deputy Chair, Chair of Community-Public
Health - Disability Services Committee, Audit
Committee Member.
As a second term Lay member on the Board, I
bring an unbiased perspective across all health services. I believe
that improving the links between hospital services, your GP and
other health professional, improves outcomes ensuring
appropriate treatment when you need it.
We need to link with other social services to provide a seamless
system especially with regard to mental health and our young
people.
Older people are now more active and the DHB should
encourage this with appropriate home care services and
respectful care if health deteriorates.
Having attended the long service awards for DHB staff I am
struck by the passion and dedication of the thousands of health
workers in our region. They deserve to be safe and
appropriately resourced.

I chair the SILC Charitable Trust which provides support to
people with long term disability injury or illness and may have
contracts with the DHB from time to time.

My principal place of residence is in the Bay of
Plenty District Health Board area. I am also
standing for Whakatane District Council:
Whakatane-Ohope Ward.
I am seeking re-election for a second-term on the
BOPDHB. My background includes 6 years as an
M.P including 3 years of the Health Select Committee (2002 2008). I had a term on the Advisory Committee on Assisted
Reproductive Technology providing advice to Minister of Health
and an ethics committee. I have also been the Deputy Mayor of
Whakatane District Council for the last 6 years.
In standing, I want to ensure that the Eastern Bay of Plenty
Communities have sufficient advocates at the Board table and I
am particularly focused on the need to ensure G.P practices as
the front-door to most other health services, are properly

resourced, in both urban and rural settings.


I take special interest in the services for the disability sector,
those requiring community-level mental health support, and
those identified as having additional health needs like the
elderly, children and Maori / Pacific populations.
