My principal place of residence is in the Tauranga
City Council area.
Standing for Mayor only, I offer a strong
connection between our community and business
to keep Tauranga the most liveable city in New
Zealand. Having established a successful funeral company in
Tauranga, I donated the business to the community in 2007 and
The Legacy Trust has distributed $2.2 million to more than 400
local organisations.
With experience as a former Deputy Mayor, I will seek a 20-year
affordable Action Plan to ensure Tauranga remains an attractive
place for present and future generations. Let's get Council
spending and staffing levels under control, prioritise
infrastructure and community projects, and complete them
sensibly as funding and investment allows.
We must keep direct ownership of our assets including water
supply. We should rationalise our economic development,
tourism, events and arts spend for maximum benefit.
I will lead by example, not just words, and I have the proven
heart and ability to take Tauranga forward.

Looking to Tauranga becoming an
environmentally progressive city, embracing new

Since 1953 I have seen Tauranga grow from a seaside village
into a city, I have an excellent understanding of our city, a
passion to work for you, leading Tauranga into the future.

especially the vulnerable and disadvantaged.

I have 29 years of experience in Public Affairs, Communications,
Community Relations (including 17 years at Trustpower), and
Journalism. I've studied how councils operate, and elsewhere,
been successful as Chairman of a Council owned Company.
Council is a large business, and I have proven myself in
enterprises ranging with 500 to 1,850 employees.
Councillors and Mayors serve in a governance role, representing
you, the people.
The Mayor's key job is leadership, plus representation and
dealings with key stakeholders including Central Government
and its agencies.

support. I stand for election at my own cost - and I stand for

My work experience skills have involved IT
(Information Technology) for most of my life
along with a mix of horticultural activities. My
total involvement in IT spans over 30 years with
18 years at TCC (Tauranga City Council).
My 18 years at TCC have meant my understanding of the
operation of council is now very broad. The skills I hope to add
to the mix if elected as a councillor will be to add a pragmatic
viewpoint to any discussions to ensure an achievable outcome
and meeting the expected community benefits.
I would support making additional investment in transportation
to relieve congestion on some of our roads - otherwise everyone
pays for it in wasted time and fuel costs. I want to put into
place changes to ensure house prices stay affordable as I believe
it has a very positive benefit on the community.

My principal place of residence is in the At Large
area.
I was born in Tauranga and have lived here all my
life. When I was 9, I lost my legs in a train
accident near Baypark. Nobody imagined that I
would become a successful businessman, surf
lifesaver, author or athlete competing in the World and
Paralympic Qualifying Games. I am also a past City Councillor
with an understanding of governance, management and the
Local Government Act.
I am committed to Tauranga and support a transparent Council
that engages with the community. Over recent years, our city's
staggering growth has brought challenges including affordable
housing, homelessness and traffic congestion while putting
pressure on already stretched services. These affect our everyday
lives and require immediate attention. I would also like to see
progress on the revitalisation of our CBD.
I am known for my perseverance, passion and determination
and I intend to make Tauranga the city that inspires New
Zealand.

Our family live in Maungatapu, my wife and I are
life/work partners, 10 years in our own
architecture business with branches in Hamilton
and Tauranga. I am a member of Hamilton City
Council Urban Design Panel and a Rotarian. Tauranga is going
through unprecedented growth. I stand for controlling rates,
planning future growth carefully with economics in mind, CBD
and waterfront renewal, inner city living, infrastructure
provision, limiting suburban sprawl and creating a quality
integrated transportation network of train/bus/ferry/cycle.
Working in my profession over 20 years has given me experience
with different cultures, contexts and ages, enabling
development of personal qualities of innovation, budget control
and clear communication. Honesty, uprightness and integrity
are family foundations. I intend to interact regularly with my
constituents. I feel that with my experience, passion and

Bob HARNOR

My principal place of residence is in the Mount
Maunganui-Papamoa Ward area.
A retired Policeman serving the Mount/Papamoa
area during the 1970s/80/90s. Elected in 1997 as a
Mount Ward Councillor, 2 terms under the Mayor
Pope era.
On Council, Bob instigated the Marine Parade Boardwalk
Project, the Mauao Ranger position and the installation of
Crime Prevention Cameras. Bob did not stand in the last two
Mount Ward elections.
Serving his Community as a Trustee on Sport BOP, Mount
College and Intermediate Schools, he also founded the Bayfair
Triathlon, along with this and other events, raising tens of
thousands for local surf clubs and sports teams.
Bob's big concern is the recent sale of Reserve Land in the
Mount. Save our precious 'green' spaces!
The proposed spending of $70million on new Council Buildings
is simply unaffordable. Bob is concerned for the growing
financial pressure being placed on ratepayers.
With a three generation Mount family, Bob remains keen to
serve his community.

Peter STANLEY
My principal place of residence is in the Mount
Maunganui-Papamoa Ward area.
I am a resident of Mt Maunganui, having lived
here since 1970, also a ratepayer/property owner
since 1985.
A Marine Engineer by profession, I have been
employed by both National and International Shipping
Companies.
The last 10 years has seen Tauranga Council rates increase by
64%, an average increase of 6.4% per annum, I hold strong
views on the continued demands for more ratepayer funding
requirements by Tauranga Council to grow the City, and if
elected, will challenge all non-essential spending.
The rapid rise in Tauranga District property values, coupled with
the resulting rates increase, doesn't reflect the average
ratepayer's ability to keep meeting rating increases way above
the inflation rate and wage rises; I want to see rates capped,
and affordable.
Proposed projects such as a replacement Council administrative
building, or Museum, I would request that Councillors, hold a
ratepayer referendum, to gain majority approval before
proceeding.

I was a teacher at Tauranga Boys' College for 27
years and 6 years in International Schools with my
wife Sharon. For the last 5 years I have enjoyed
being on call at Otumoetai College.
Sport and recreation have featured strongly in my life. I
represented the BOP (Steamers) Rugby team for 14 years and
am a Founding and Life Member of Tauranga Sports Club.
Rates and Current Issues.
I am committed to finding ways to finance basic infrastructure
and recreational, cultural, and sporting facilities without
unnecessary rates increases. For example, Council could lease
office space instead of owning the building. This would free up
funds for projects already under consideration, and money for
debt reduction.
Traffic congestion is another concern.
I would consult with and be guided by you, the Ratepayer.

Who do we need representing our ward on
council?
I think we need a family man who cherishes our
elders, who understands and encourages our
youth.

Someone who has business acumen, communication skills, and
above all is a good listener.
Someone who has prepared for the role by reading thousands
of pages of council documents, interviewed dozens of
experts/leaders, and has visited thousands of homes in Matua,
Pilans Point, Cherrywood, Bellevue, Otumoetai, Brookfield,
Judea, Bethlehem and Pyes Pa.
Someone who has a proven track record of injecting fresh ideas,
taking action, and leading teams to create extraordinary results

A New Perspective
My principal place of residence is in the
Otumoetai-Pyes Pa Ward area.
Tauranga's predicted growth rate is 1.2% per
annum, (Statistics NZ's 2013 census), but growth
over the last 2 years has exceeded this prediction.
Future success of our city will be absolutely linked
to Councils' ability to make the right choices regarding
infrastructure, residential zoning, transport, tourism and
support for business.
How should the city's success be defined? In my view, by the
lifestyle, purpose and sense of wellbeing its citizens enjoy. I was
born in and have spent most of my life in Tauranga. I love this
city.
I am an educator with 23 years national and international
experience, including senior management roles. I am involved
in my local community, have chaired our school PTA (2010-2014)
and have been an elected BOT member since 2013.
I will listen, respond and deliver with a positive can-do attitude,
bringing enthusiasm and a new perspective to Tauranga City
Council affairs.

Experienced and qualified in business
consultation, management, trouble-shooting,
problem solving. I believe in less interference,
more transparency/accountability by Tauranga City Council.
The last 10-years, residents have been hit with and to come near
half a billion dollars of debt. TCC has borrowed money to pay
for numerous nice-to-haves. Tauranga community is responsible
for all the debt, existing Councillors have jeopardised our
children's future with spiralling debt and wayward spending.
Making the same wrong financial decisions and expecting a
different result is fiscal madness. Council needs new people with
an infusion of competence, ability to govern and a commitment
to reduce debt that will guide Tauranga back to health.
I have the ability to help bring change.

As Mayor of Tauranga for the last twelve years I
have gained an in depth understanding of the
issues that matter for your city to be an effective
Councillor on the Bay of Plenty Regional Council.

working both in the private and public sectors in leadership
roles that have prepared me well to be your representative.
The ongoing functions of the Regional Council need to be

I am a resident of Ppmoa. My 30 year plus
professional career, focused mainly on Business
Development, Treasury advisory, plus the 'hands
on' rescue of a financially distressed group of
companies as Group GM, has been key to personal success.
In addition, many years of Community Volunteering as
Treasurer/Chair of a Sports Club, were hugely satisfying and
ultimately recognised through Life Membership.
My community involvement continued as inaugural CEO of a
Regional Sports body.
More recently, I participated as both an Audit Committee
Member and Community Board Chair of a Territorial Authority,
establishing a track record of controlled spending, rates
reductions and empowering Communities to make their own
decisions.
As a highly experienced and suitably qualified professional
person, I would relish the opportunity to bring a strong
knowledge of Governance & Financial stewardship, to the
serious business of Regional Government.

BOPRC to be accountable for the region's social,
economic, and environmental well-being. If
elected I will work closely and in full transparency
with the region's horticulturalists, farmers, iwi and industry

of our region. I will work hard as your representative to ensure
rates are fair and equitable and that you the ratepayer are
getting the best value for your rates. I will be supporting

and support a good strong balanced economy, while working
towards improving the region's air, land, and water quality for
an overall healthy environment in which we live work and play,

I returned home to New Zealand in 2003
following high level careers both in Government
and in business around the world. Since my
return I have involved myself in the life of
Tauranga in helping the start up and then chairing Classic Flyers
NZ and the Tauranga Airshow and assisting many other
initiatives in the City. I believe it is payback time for me to
utilise the training and experience I received in my successful
careers for the benefit of the community. Elected in 2013 to the
Regional Council, I took on the unglamorous role of Audit and
Risk, a role I wish to continue in ensuring we control the
environmental and financial risks we face and keep expenditure
appropriate to these tasks. Tauranga is a brilliant place to live

Michael O'NEILL

My principal place of residence is in the Tauranga
General Constituency area.
I bring to the role 12 years service as elected
Councillor, Chairperson, JP, a Social Science
Degree, work in transport with NZTA, a
Vocational Consultant and in various Education
roles. A life-long commitment to Surf Lifesaving, a member on
the BOPDHB Child Youth and Mortality Review committee and a
parishioner at St Thomas Moore.
We live in a special part of the country, growth demands
vitalised forward thinking, responsible representatives and
ratepayer affordability. I am committed to maintaining the
integrity and vibrancy of this region's economy, harbour,
oceans, beaches, rivers, transport networks and communities.
Our wellbeing depends on a healthy economy and safe
environment.
I will advocate for safer roads (BOP has the highest road death
statistics nationally), improved transport networks (including
public transport), clean beaches and waterways, shared service
models between Councils, a safe people-centred environment, a
fair and equitable balance between Council's economic,
environmental and in particular social responsibilities.

Awanui BLACK
My principal place of residence is in the Mauao
Maori Constituency area.
Mauao - Mauri Ora! Te Awanui Moana
Te Awanui Black is the current Elected Member
for the Mauao Mori constituency and hopes to
continue his work with the Regional Council,
advocating for the people of the Bay of Plenty.
Awanui is a respected community leader, with an extensive
background in kaupapa Mori, kapa haka, and marae tradition.
Awanui has spent his life working for his community.
He led the Iwi response to the 2011 Rena disaster for two years,
as well as facilitating the new Mori language entity 'Te
Mtwai' for the Bay of Plenty. Awanui has been an influential
leader in the Regional Council's integration of tikanga Mori,
and was behind the Council's adoption of its Mori name, 'Toi
Moana'.
Going forward, Awanui wants to continue his work with the
community, prioritising the needs of the people in the Bay and
working to make a positive difference.

My principal place of residence is in the Bay of
Plenty District Health Board area.
If you want to influence change you need to be
at the governance table. It has been my privilege
to be your board member since 2001. Our
BOPDHB is the second fastest growing in New
Zealand, which needs stable and strong governance to lead the
development of an ever changing health service.
My strengths are my nursing, integrity and governance
experience which enables commitment to our communities and
an advocate for the health and welfare of our environment.
Equity of access is paramount and it's a commitment of mine to
ensure the DHB continues to provide and enhance services
where needed.
The BOPDHB is not all about hospitals; its primary care and
communities. These areas have increasing demands and as a

Retired aircraft engineer from Air New Zealand. I
have been a volunteer with St John for 10 years,
11 years with NZRCross. I have also been active
with NZ Heart Foundation where one person dies
every ninety minutes from heart related problems. More women
than men are at risk. Many problems appear to be in our health
system, waiting lists and so on. We need a better system to
ensure prompt treatment when one is in need of medical
assistance. GP's have better things to do to than constantly refer
patients back and forth in the system. What will happen, when
we have thousands of new people entering the country and the
medical system? We need answers to that and other questions.

As a NZ born General Practitioner working in
Gate Pa, Tauranga for 24 years I am well aware of
patient concerns and needs. My re-election will
allow me to continue being a voice for patients from someone
who understands the system.
As well as being a GP I have worked at the Hospital, attend
regular hospital meetings, have ongoing contact with hospital
colleagues and have been involved with community Health
boards including being a current DHB member. Additionally as a
family we have loved holidaying near Opotiki for 20 years.

I am a Consultant Paediatrician, moving from
South Canterbury to work in Whakatane 8 years
ago. I am a third generation New Zealander,
educated at Otago University and graduating in
the 1970's. Apart from 2 years in the United Kingdom I have
worked in our public hospitals since graduation.
With over 40 years of hospital experience, I have had a wide
range of roles and responsibilities in Hospital and community
settings. I would bring to the board extensive clinical and
managerial experience enabling me to identify barriers and
opportunities for excellent health care in The Bay.

worked at The Reserve Bank of New Zealand for
22 years, finishing as Deputy Governor. I then

management and advisory roles, returning to New Zealand to

I have extensive experience in strategic planning, budgeting,
corporate, governance and risk management, issues that are
