Thisdocumenthasbeenarchived.
TheNationalScienceFoundation(NSF)andtheFederalHighwayAdministration(FHWA)have
asharedinterestinadvancingbasicandappliedresearchinCyberPhysicalSystems(CPS),
whicharesystemsinwhichphysicalprocessesaretightlyintertwinedwithnetworked
computing.Fortransportation,CPSwillprovidethefoundationnecessaryforasafe,efficient
highwaytransportationsystemconnectingvehicles,infrastructure,people,andgoodsina
vibrant,competitiveeconomy.
ThegoaloftheNSFCPSProgram(https://www.nsf.gov/funding/pgm_summ.jsp?

developthecoresystemscienceneededtoengineercomplexcyberphysicalsystemsupon
whichpeoplecandependwithhighconfidence.TheFHWAExploratoryAdvancedResearch
(EAR)Programtranslatesadvancesinbasicscienceinordertosolvemissioncriticalissues
forhighwaytransportationthroughpartnershipswithandbeyondtraditionalhighwayresearch
stakeholders.SuccessfuladvancesincyberphysicalsystemsarecriticalfortheFHWAandthe
entireU.S.highwaytransportationindustrytomeetincreasinglycomplexanddifficultgoals
fromincreasingsafety,toreduceenergydependence,tosupportsustainableeconomicgrowth
andincreasedqualityoflife.
FHWAhasidentifiedspecifictechnologybasedrequirementstosupportongoingand
anticipatedresearchroadmapsincludingformultimodalintegratedcorridormanagement,
arterialtrafficmanagement,trafficsignalmanagementandcontrol,trafficincidentandevent
management,andpassengerandfreightdatamanagement.Theserequirementswilladvance
systemcapabilitiesinpositioning,timing,andnavigation,onboardandinfrastructurebased
sensorsandactuators,withtheaimofimprovingenvironmentalawarenessandrespondingto
changingconditions,vehicleinfrastructurecommunications,sharedhumanmachinecontrol
systems,datamanagementandsystemperformanceassessment,andenergyefficiency.
Considerationofintegrationwithlegacysystemsandequipmentwillbeacriticalcomponent.

ShouldinvestigatorswhoapplyforaNSFCPSProgramawardbeinterestedincomplementary
fundingfromandcoordinationwithFHWA,theyshouldsubmitanaddendumwiththeir
proposaltoFHWA.Thisaddendumshouldincludeadescriptionofhowfundingfromboth
programscouldbenefitthetransitioningofresultsintoappliedresearchanddevelopment,and
mayreferencedifferencesinkeypersonnelorpartners(includingprivateandpublicsector
partnersthatcouldparticipateinequipmentandsystemfieldtesting)betweentheproposed
researchunderNSFandthecomplementaryresearchundertheFHWAbroadagency
announcement.TheFHWAEARProgramwouldsharetheaddendawiththeNSFCPS
Program.FHWAwillprovidemoredetailedinformationinthebroadagencyannouncement.
Pleasenotethatworkscopesshouldbecomplementarybutnotinterdependentsinceawards
byeachagencywillbeindependent.NSFandFHWAplantoconductseparatereviewsand
makeseparatefundingdecisions.IftherearecomplementaryNSFandFHWAawardstothe
sameorsimilarteams,thenNSFandFHWAwouldendeavortocloselycoordinatetoassistin
thetransitionofbasicresearchintohighwaytransportationapplications.
