Certainly almost all the people from all walks of life have become familiar in outline PLN.

"PLN
or the State Electricity Company is a State-Owned Enterprises (SOEs) in charge of electricity."
Yes, that's a brief opinion that netted from the public when asked about "What is PLN?."
And then when it was explained in detail about the purpose of the public opinion on the sentence
PLN is a state charge of electricity. It will get another explanation that their purpose is:
"PLN is a single company or the only one who has full power to provide electricity. Starting
from the process of creating electricity, generation, transmission, distribution of electricity up to
the whole place (regions in Indonesia). PLN is also the one who did complete control of the
exploration of natural resources and energy to the creation of continuous electrical power
(continuous). And PLN also the one who did the planning process until the realization of
infrastructure development for electricity supply in the whole place, and includes a renewal of
the system or device that is outdated. So it can be concluded that the PLN is the only company
that has the full authority to deal with electricity.
And furthermore, I try to describe the situation and conditions that are being experienced by the
community and nationally about what electricity they live in each. Detailed explanation follows
below:
If drawn from the survey results by saving my thinking of my knowledge acquired over the
years. The Indonesian people as would be divided into three groups with a very large number
when giving an assessment of the PLN to the same question regarding, namely:
"Is there or how the electricity supply in your house?." The basis of this question is not yet fully
electric range evenly touching all regions in Indonesia, and that has not completely burn up to 24
hours. So from the above questions, then it will get three great answers that include:
1. The first group People living in areas or large cities would simultaneously answer more or less
like this:

"The supply of electricity in our house is under control, in other words running smoothly as
usual. Every day electricity continues to flow, and we can turn on the electricity whenever we
want. According to our performance was PLN very good. "
2. The second group Society who also live in the area or the big cities, but specifically those who
are often exposed to rolling blackouts or electricity only turns at certain hours. Often here can be
in terms of the starting level of the rare until very often. Sure they simultaneously answer more
or less like this:
"The supply of electricity in our house at the moment certain hours often die suddenly, or the
supply of electricity in our house lit only on certain hours only. Yet when we really, really need a
supply of electricity for our daily routine activities. Be it while working (for those who
berstatuskan workers). Moderate learning (for those who berstatuskan students, teachers,
professors, and those working in the education space). Is producing goods / food / other products
for sale (for those who berstatuskan entrepreneurs). And many other community status
impossible to pin down one by one. Three community status above only as an example."We are
disappointed with the performance of PLN unprofessional in providing electrical service, while
we always pay utility bills on time. We were also disappointed by PLN which does not provide
justice for our electrical problem, while we expect for electricity to be lit for 24 hours straight in
where we live. "
3. And the third group of people who live in remote areas, especially where they live are not fed
by electricity, of course they simultaneously answer more or less like this: "Electricity?.Until
now we have never enjoyed electricity. "
The above sentence in the form of depiction of society into thirds group, not intended for boxing
community or the public led to a negative view of the PLN. But I thought as a writer-in my
opinion. I tried to describe some of the circumstances of the reality that is still going on, and until
now is still ongoing as in the above sentence. I also believe, in this case the PLN itself, as well as
group senior management ranks PLN / organizations or private institutions that participate in
cooperation / ministry or the government of the country, by and large the people who take care of
and competence in dealing with electrical problems. Surely it and is to fix the problem. I believe
and not doubt it.
This was evidenced from the Strategic Plan RUPTL (General Plan of Electrical Workers) Year
2011-2020 published by PLN, and can be downloaded via the website www.pln.co.id
PLN.RUPTL This is a development guideline PLN electrical system for the next ten years are
optimal, designed to achieve certain goals and based on planning criteria and specific policies.
To enhance what already exists, or what has not been achieved. RUPTL PLN also from year to
year is always updated, according to data via the website PLN: This RUPTL starting in 20092018, and then do reform from 2010-2019, and for the last until now is renewal for 20112020. In broad outline or core content of RUPTL from year to year, also published both offline
(the television media, print media, radio media, and others), and also especially via online

(virtual world), so anyone can know well and understand the what and why of the RUPTL
formed. Outline or core of the RUPTL one of the most fundamental goal is the strong desire of
PLN to be able to meet the need of electricity in many areas in Indonesia are still not receiving
electricity, or have long suffered from lack of power supply.
So that could be deduced from the purpose RUPTL, that PLN continue to strive for reform
through the construction of electricity to areas that have not been fed by electricity. Another goal
of PLN to be achieved of course to reduce the number of people or the number of areas that have
not enjoyed electricity could soon enjoy electricity for a better life.
On the other hand, innovation or development being conducted by PLN. Especially in involving
the latest technology to support workflow processes PLN system to make it more orderly and
systematic. Of course, the ultimate goal to facilitate customers (society) in meeting electricity
demand for them. Call it are as follows:
1. POWER SMART:
With smart electricity, each customer can control his own use of electricity as needed and
kemampuananya. How smart electrical work are the first customers to purchase credit (voucher /
token rechargeable electric), which consists of a 20-digit number that can be obtained through a
bank ATM outlets or through counters payment of utility bills online. Then, 20-digit token
number was entered (inputted) in kWh Meters special called Prepaid Meter (MPB) with the help
of the keypad are already available in the MPB.
Later, through the screen in the CDM will tersajikan some important information that can be
directly known and read by customers associated with the use of electricity, such as
Information on the amount of electrical energy (kWh) is entered (inputted).
The amount of electrical energy (kWh)) that has been used so far
The amount of electrical energy that is being used at this time (real time).
The amount of electrical energy that remains.
If the electrical energy stored in MPB is almost gone, the CDM will give the starting signal for
urgent replenishment. Thus, customers in real time, any time, at any time be able to know exactly
the use of electricity at home. So this is just like a smart electricity charging pulses on the phone.
2. ELECTRICITY BILL PAYMENT SYSTEM
Along with the development of appropriate technology so, then the system of payment of
electricity bills since a few years ago can be done by cash payment at the Bank, Auto Debit, via
ATM bank working with PLN, Internet Banking and SMS Banking. It is of course to facilitate
customers in all of their time inefficiencies. And then since 2012 there is also an electric payment
system online with Online Payment Point Bank (PPOB), is a mechanism of electricity bill
payment system in cooperation with the banks-which have been connected online and real-time
so that the accuracy of data can be very accurate
GCG
And then PLN also has committed to uphold good corporate governance (GCG), which is free
from corruption (Corruption, Collusion and Nepotism, by promoting transparency,

accountability, independence, and responsibility. The aim of GCG course for the PLN as one
SOE healthy.
And to support the title of this article offensive SWOT Analysis. So I want to do a simple
analysis of the strengths, weaknesses, opportunities and threats that may be currently or already
experienced by PLN so that they can be made PLN as a state that is not healthy. A simple
analysis I am doing this as well as my expectations for the PLN became better over time.
DEFINITION SWOT
Quoted from the article snippet from the book written by Rangkuti (2001), and quoted from
Wikipedia. SWOT analysis is to identify the various factors systematically to formulate the
corporate strategy, analysis is based on the logic that maximizes Strength and Opportunity. But
also can minimize Weaknesses and Threats. Also SWOT stands for Strength Weakness
Opportunity Threats. SWOT is also the company's strategic factors that need to be analyzed in
the existing conditions at the moment. In conducting the SWOT analysis involves determining
the specific objectives of the speculation business enterprises to identify internal and external
factors of the company's business. And then apply these identifications into images and tables
SWOT matrix.
How to Conduct a SWOT Analysis
The first step, identify factors Internal and External. And then after all factors are identified and
then be weighted Rating. Do the following
a. Determine SWOT weights, weights are calculated: 0.0 (not important) to 1.0 (very
important). Total weight for Opportunity and Threats is 1.00, as well as the weight of Strength
and Weakness is also 1.00.
b. The rating is determined starting from the number 1 (below average), 2 (average), 3 (above
average), and 4 (excellent). Simply put, the provision of value ratings for the chance factor is
positive (Strength and Opportunity) greater opportunities unrated + 4, but the chances are small,
unrated + 1. Scoring threat rating kebalikkanya negative (Weakness and Threats). For example, if
the threat is very large, the rating is 1. Conversely, if the threat is a little the rating 4.
In a SWOT analysis, the results of the scores obtained will determine whether Opportunity
(positive values) or Threats (negative), and whether factors Strength outperformed (+) Weakness
(-), and then will get four quadrants recommendation. The four quadrants, among others:
1. Stability, Strategy WO (Weakness Opportunity)
2. Growth, Strategy SO (Strength Opportunity)
3. Diversification, Strategy ST (Strength Threats)
4. Defence, Strategy WT (Weakness Threats
An overview of the four quadrants can be seen in Figure 1. Diagram Cartesian SWOT Analysis
PLN as of this writing. More complete its SWOT analysis are as follows:
Doing a SWOT Identification Internal Factors (Internal Sumamry Factor Analysis (IFAS))
STRENGTH:
1. Fully Control: As described in the above sentence. PLN gain full control of the Government
towards the empowerment of electricity.

2. New Spirit: Starting from the ranks of upper management. PLN conscientious has made a big
leap to avoid corruption in the body. Directly, it will also educate workers / employees at levels
below management to lower positions to behave honestly and run the system with the best.
3. Natural Resources: Natural resources and energy-rich Indonesia and can be obtained PLN as a
state, should be able to create a more optimal power so that the entire region could be
electricity. Renewal of electric power was supposed to be implemented in some areas.
Weakness:
1. Disruption: Disruption experienced by PLN for example, as the number of customers adding
power resulting in decreased power in some power plants. Then there are also disorders that can
not be predicted, for example due to season / weather, or game laying kite caught in power cord
so that it can lead to power outages in some areas. And then there are also other disorders such as
electricity theft committed by opnum irresponsible. Some of these disorders can be debilitating
PLN, in other words, PLN could experience losses from there.Neither of losses caused by a bad
image for the foreign and material losses.
2. CCN: PLN indeed been committed to the smallest possible free from corruption. But
sometimes opnum PLN workers who make mistakes and commit corrupt practices can be will
create a bad image for the PLN. Until now, there are still quite a lot of people (customers) who
complained about their opinion and additional money when asked for additional money when
experiencing power interruptions dead in their home. And other customer service that could be a
source of corruption that happens.
3. Lack: Lack of electricity is still going on in some areas in Indonesia resulted in PLN is not
fully able to provide electricity for the entire community. The most ironic thing is that when in
2012 it was revealed that Pemping Island, District Belakangpadang, City of Batam is an island
that is close to Singapore's state-no electricity at all. Of course the night was pitch black
conditions Pemping island, while Singapore ablaze as the excess electrical energy. And it is
known that Singapore state get electricity supply from Indonesia, with a buy-sell transactions
from PLN Batam. Moreover, this issue was aired on television, thus making a bad image for
PLN.

Doing Identification SWOT External Factors (External Factor Analysis Summary (EFAS))
OPPORTUNITY
1. Natural Resources: As taken from Strength category above. Indonesia's natural resources and
energy-rich and can be obtained PLN as a state, should be able to create a more optimal power so
that the entire region could be electricity. So with this could make the flag flutter PLN. And
customers will recognize PLN as a state is good and also healthy. Not a negative opinion about
PLN.

2. Cooperation: PLN Cooperation with the private sector in many areas, it should be able to
create an area without electricity could soon be electrified. So that it can meet the RUPTL to
increase the growth rate of electricity in areas that have not been fed by electricity.
3. Renewable Energy: Renewable energy is being developed by PLN, will be able to make PLN
meet RUPTL purpose to increase the growth rate of electricity in areas that have not been fed by
electricity. Call it the new renewable energy to be developed is a micro hydro power (MHP), a
solar power plant (SPP), wind power plants (thermal power station), biofuels and power plant
(PLT) biomass.
THREATS
1. KKN: Refers to the category Weakness. Opnum PLN workers who make mistakes and commit
corrupt practices that will create a bad image for the PLN, will become an internal threat within
PLN.
2. Moreover, the threat coming from external parties do not exist. This is because the PLN as a
state does not have a competitor. Because it is not just as a private company which has quite a lot
of competitors.
Here below are Sumamry Matrix Internal Factor Analysis (IFAS) is summarized Strength and
Weakness of factors above:

Table 1. Matrix Sumamry Internal Factor Analysis (IFAS)

From the analysis in Table 1. Matrix IFAS. Strength Factor has a total score of 2:40 while it
Weakness has a total score of 0.70. As with IFAS matrix, the matrix EFAS must also be
identified and the results are shown in Table 2 Matrix EFAS below:

Table 2. Matrix External Factor Analysis Summary (EFAS)

Here below is a matrix of External Factor Analysis Summary (EFAS) summarized of
Opportunity and Threats above factors:

The analysis obtained in Table 2 show that for the Matrix EFAS Opportunity factor value of 1.90
and factor scores Threat 0:40. Furthermore, the total score of each factor can be broken down as
follows:
Strength: 2:40
Weakness : 0.70
Opportunity: 1.90
Threats: 0:40

It is known values above Strength Weakness value, with the difference (+) 1.70 and above its
value Opportunity Threats to the difference (+) 1:50. From the results of the identification of
these factors, it can be described in Cartesian Diagram SWOT which can be seen in Figure 1
below:

Figure 1. Diagram Cartesian PLN SWOT Analysis

Of the total value of each factor other than described in the Cartesian diagram SWOT, but also
illustrated in SWOT matrix formulation which can be seen in Table 3 below:

Table 3. Combination Formulation Strategies SWOT matrix

From the analysis of IFAS and EFAS matrix in table 1 and 2, has also been drafted SWOT matrix
to analyze alternative formulation Strategy SO, WO, ST and WT results of the analysis are
presented in Table 4 below:

Table 4. Combination Strategies SWOT matrix

Alternative Planning Strategies Quantitative SWOT Analysis Diagram
From the diagram in Figure 1. Diagram SWOT Analysis SWOT Cartesian PLN, resulting that
PLN is in Quadrant I is Aggressive. Then alternative strategies that can be used by PLN are as
follows:
1. Aggressive Quadrant I is a very favorable situation. Company PLN has the opportunity and the
power that can take advantage of existing opportunities. The strategy should be applied in these
circumstances is to support aggressive growth policies (Growth Oriented Strategy).
And then when viewed from the SWOT matrix formulation in Table 3. Combination
Formulation Strategies SWOT matrix. Then the next step is to analyze the quantitative model of

strategy formulation. Making quantitative model analysis is based on the amount of the value of
each factor score. Both the Strategy SO, WO, ST, WT. Quantitative strategy planning matrix
combinations are as follows below:

Table 5. Quantitative Strategy Planning Matrix Combinations

A combination of quantitative strategy planning matrix shows that PLN needs to utilize SO
strategy that has the highest score value = 4.30, followed Strategy ST = 2.80, then WO = 2.60,
and the last WT = 1:10. As each strategy should be run is as follows:
1. SO: Using Strength in utilizing Opportunity
2. ST: Using Strength in reducing Threats
3. WO: Fixing Weakness to maximize Opportunity.
4. WT: Minimize and improve existing Weakness in order to reduce Threats

Conclusions and recommendations

Conclusion
From what has been described above regarding the explanation of PLN and PLN SWOT analysis
in order to determine the future for hope PLN step better. Then it could be deduced that PLN
must perform the following steps:
1. The company PLN has the opportunity and the power that can take advantage of existing
opportunities. The strategy should be applied in these circumstances is to support aggressive
growth policies (Growth Oriented Strategy).
2. And then successively carry out the strategy SO, ST, WO and WT.
Suggestion
I hope the above explanation can be a good input for PLN. This paper was merely my
expectations as an academic who see problems from the standpoint of saving PLN me personally
with the knowledge I have. Thanks to readers, and especially to blogdetik for the implementation
of the competition I and PLN, with the theme of hope for PLN. So that I can participate in
contributing their suggestions and ideas for PLN.
