Procurement Route from Department of Public Works and Highways for Locally-Funded
Infrastructure Projects
* Applicable only to Design-Bid-Build Scheme Projects of DPWH with the client as the
government (LGUs under 5th LED)
1. Procurement Planning (by Procuring Entity namely the District Office (5 th Leyte
Engineering District))
The District Office together with its other sections like the Planning and Design
Section schedules the procurement activities in advance, consistent with its approved
budget and target dates of implementation. They also ensure that detailed engineering
investigations and design are undertaken.
2. Preparing the Bidding Documents (by Procuring Entity, Bids and Awards Committee
(BAC) and Technical Working Group (TWG))
The Procuring Entity provides the prospective bidders all necessary information
that they need to prepare responsive bids while the Technical Working Group reviews the
bid documents and the Bids and Awards Committee approves the proposal.
3. Pre-Procurement Conference (by DPWH officials involved in the procurement of a
contract, BAC and TWG)
They all check whether the contract is ready for procurement in terms of legal,
technical and financial requirements.
4. Competitive Bidding or Public Bidding (by BAC, Procuring Entity and prospective
bidders)
The BAC posts the advertisement for invitation to bid and eligibility to
prospective bidders and then check the eligibility of both contractor and subcontractor.
The Procuring Entity shall issue the bid documents to the prospective bidders once
checked by the BAC and they also call for a Pre-Bid Conference to discuss bid
formalities to prospective bidders. The prospective bidders will submit the technical and
financial proposal of the bid.
5. Evaluation of Bids and Post qualification of Bids (by BAC)
The BAC evaluates the complying bids to determine the lowest calculated bid by
establishing the correct calculated price of bids and ranking the total bid prices from
highest to lowest. The post qualification of bids or the verifying, validating and

ascertaining all documents is also done by the BAC in order to determine the bidder with
the lowest calculated responsive bid (the one awarded).
6. Awarding, Contract Signing and Notice to Proceed (by Procuring Entity and winning
bidder)
The Procuring Entity shall award the contract to the winning bidder and both
formulate the contract for them to sign. After agreement, a notice to proceed for
construction will be given to the winning bidder.
