Project Description
This video documentary explain the negative effect on the lack of streetlights in selected national
highway of Puerto Princesa City, particularly in some areas of Barangay Sicsican and Barangay Irawan. It
tends to illustrate some cases of road accidents in these places; especially a death incident happened to
motorists and pedestrians in the areas.
Generally, this documentary film is aim:

To inform the public audience about the mismanagement of the local government in serving

streetlights on such areas;


To raise the problem of the residents near the area
To emphasize that the lack of streetlights in many places could add the possibility of accidents
To warn the public that a lack of streetlights must prone in a road accidents and
To move the local government in making a solution by putting streetlights as much as possible.

Situation Analysis
There are many cases of road accident in the area; some of them are suffered from serious
injury while majority of them are reported dead on the spot by an accident. Street lighting

improves safety for drivers, riders, and pedestrians according to an article of


www.rospa.com. Recently, in ABS-CBN TV Patrol Palawan reported that a 26-years old girl died
of hit-in-run by motorcycle along National High Way of barangay Sicsican and Irawan Puerto
Princesa City. Base on the report of TV Patrol Palawan she with her parents had been go to church
around 4:45 a.m. Another related death accident near the area is a 24-years old man been
accidentally run over by panel truck around 4:00am. According to WHO that the number of

road traffic deaths globally has continuously high at 1.25 million people. Pedestrian is
second biggest cause of road deaths at 19%, followed by drivers of four-wheeled vehicles
at 14% and their passengers at 11%. Meanwhile, another case of road accident has been
reported near the prone death area, that the three male students of Palawan State
University rides with a motorcycle around 12:00 midnight, where the motorcyclist ran into

parked truck along dim portion of national highway. More than half of those who die in road
accidents in the Philippines are motorcycle riders, according to report of the World Health
Organization (WHO). So for that, the study of Department for Transport in 2003 found out
that putting street light will add a road safety. Base on the study, 73% of respondents
agreed that 'better street lighting would improve the safety of children, and 63.8% agreed
that 'improved street lighting would lead to fewer accidents on the roads'.

Their statement why does it still have no action comes from the local government, in which
many reported accidents from the area.
