Note:Sevenmemberstotal.AppointmentsmadebytheGovernor,theboardofcountycommissioners
andthestadiumauthority.

SECTION11. 1.Ineachcountywhosepopulationis700,000ormore,thereisherebycreatedastadium
authorityconsistingofsevenmemberstobeappointedasfollows:
(a) ThreemembersappointedbytheGovernor;
(b) Twomembersappointedbytheboardofcountycommissionersofthecountyinwhichthestadium
districtislocated;and
(c) Twomembersrepresentingthepublicatlargeshallbeappointedbymembersofthestadium
authorityappointedpursuanttoparagraphs(a)and(b),withconsiderationgiventoappointment
recommendationsmadebytheStadiumEventsCompanyandtheNFLTeam.
2.Thestadiumauthorityconstitutes:
(a)Abodycorporateandpolitic;
(b)Apoliticalsubdivisionofthecountyinwhichthestadiumdistrictislocated;and
(c)ApoliticalsubdivisionofthisState,theboundariesofwhicharecoterminouswiththeboundaries
ofthestadiumdistrict.
3.Avacancyonthestadiumauthorityoccurswhenamember:
(a) Diesorresigns;or
(b) Isremoved,withorwithoutcause,bythepersonorentitywhoappointedthatmember.
4.Avacancyonthestadiumauthoritymustbefilledinthesamemannerastheoriginalappointment
pursuanttosubsection1.
5.Amemberofthestadiumauthorityisnotentitledtoreceiveanycompensationforservingasa
memberorofficerofthestadiumauthority.
6.Themembersofthestadiumauthorityarepublicofficersforthepurposesofchapter281AofNRS.
7.Allmembersofthestadiumauthorityshallresideinthecountyinwhichthestadiumdistrictis
created.
8.Stadiumauthoritymembersappointedpursuanttosubsection1shallbe:
(a)Professionalsexperiencedindesign,development,engineering,costestimatingandconstructionof
majorcommercialprojects;
(b)ProfessionalsexperiencedinthefinancingofcapitalprojectswithinthestateofNevada;
(c)Professionalsexperiencedinthefieldofstadium,arenaoreventmanagement;or
(d)Otherprivatesectorrepresentativeswiththeeducation,experienceandskillsnecessaryto
effectivelyexecutethedutiesandresponsibilitiesoftothestadiumauthorityassetforthinthisact.
9.Notlessthantwostadiumauthoritymembersshallberepresentativesofbusinesseswithinthe
countygeneratingthegreatestamountoftransientlodgingtaxes.Combined,theserepresentatives
shareoftotaltransientlodgingtaxesgeneratedwithinthecountyshallnotbelessthan60percent.
NotlessthanonesuchappointmentshallbemadebytheGovernorpursuanttoparagraph(a)of
subsection1andbytheboardofcountycommissionerspursuanttoparagraph(b)ofsubsection1.
10.Notwomembersofthestadiumauthorityshallberepresentativesofthesamecompany.

SECTION11.1.Ineachcountywhosepopulationis700,000ormore,thereisherebycreatedastadium
authorityconsistingofninememberstobeappointedasfollows:
(a)ThreemembersappointedbytheGovernor;
(b)Twomembersappointedbytheboardofcountycommissionersofthecountyinwhichthestadium
districtislocated;
(c)Onememberappointedbythecitycouncilofthelargestcityinwhichthestadiumdistrictlocated;
(d)Threemembersrepresentingthepublicatlargeshallbeappointedbymembersofthestadium
authorityappointedpursuanttoparagraphs(a)through(d),withconsiderationgiventoappointment
recommendationsmadebytheStadiumEventsCompanyandtheNFLTeam.
2.Thestadiumauthorityconstitutes:
(a)Abodycorporateandpolitic;
(b)Apoliticalsubdivisionofthecountyinwhichthestadiumdistrictislocated;and
(c)ApoliticalsubdivisionofthisState,theboundariesofwhicharecoterminouswiththeboundaries
ofthestadiumdistrict.

(c) Diesorresigns;or
(d) Isremoved,withorwithoutcause,bythepersonorentitywhoappointedthatmember.
4.Avacancyonthestadiumauthoritymustbefilledinthesamemannerastheoriginalappointment

5.Amemberofthestadiumauthorityisnotentitledtoreceiveanycompensationforservingasa
memberorofficerofthestadiumauthority.
6.Themembersofthestadiumauthorityarepublicofficersforthepurposesofchapter281AofNRS.
7.Allmembersofthestadiumauthorityshallresideinthecountyinwhichthestadiumdistrictis

8.Stadiumauthoritymembersappointedpursuanttosubsection1shallbe:

9.Notlessthantwostadiumauthoritymembersshallberepresentativesofbusinesseswithinthe
countygeneratingthegreatestamountoftransientlodgingtaxes.Combined,theserepresentatives
shareoftotaltransientlodgingtaxesgeneratedwithinthecountyshallnotbelessthan60percent.
NotlessthanonesuchappointmentshallbemadebytheGovernorpursuanttoparagraph(a)of
subsection1andbytheboardofcountycommissionerspursuanttoparagraph(b)ofsubsection1.
10.Notwomembersofthestadiumauthorityshallberepresentativesofthesamecompany.
