SCOPE
This specification covers the requirements for the design, material, manufacture,
inspection and testing of Low Voltage & High Voltage cables for use in electrical
system of from 1000 volts to 33 KV.

DESIGN REQUIREMENTS

When specified, the outer sheath of the cables shall be flame retardant to
reduce the risk of fire spread. Cable flame retardancy shall comply with the
applicable standards listed. The cable shall have a low smoke property. The
minimum Oxygen Index shall be 29.

Mechanical Design
i)
All cables shall be designed as per relevant IS / IEC standard and the
requirement covered in this specification.
ii)
The Cables shall be suitable for laying in trays, trenches, ducts and conduits for
underground buries installation with uncontrolled backfill and possibility of
flooding by water and chemicals.

PVC / Rubber end caps shall be supplied free of cost for each drum with a
minimum of eight per thousand meter length. In addition , ends of the cables
shall be properly sealed with caps to avoid ingress of water during
transportation and storage

Cable lengths shall be sufficient for routing and terminating inside the junction
boxes/Test Stations/TR units as applicable without any intermediate joint. No
joints shall be allowed for single run of CP cable. Cable shall have uniformity in
thickness and color for both insulation and outer sheath color.

Each type and size of cable shall be supplied on separate steel or wooden
cable drums complying with IS 10418 and converted with wooden battens all
round.

5.1.1 Conductor

Conductors of area up to 6mm2 shall be copper and for area of 10 mm2 &
above that conductors shall be aluminium.
5.1.2 Insulation
i)
The core insulation shall be PVC and applied over the conductor by extrusion.
The PVC compound shall conform to Type -A of IS 5831.
ii)
For cables having two or more cores a filler and inner sheath shall be applied
over laid cores either by extrusion. The filler and inner sheath shall be applied
as circular as possible to fit closely on the laid up cores so that they can be
removed without damage to the insulation.

ii)
Cable fillers shall be solid, non-hygroscopic and fill the cable cross section to
form a
compact and reasonably circular cable. Any one of the two types of
inner sheath materials, ST1 or ST2 shall be used in multi core power cables.
Filler materials used to fill up the interstices space between the power cable
cores, under the inner sheath shall be PVC or PP fillers, such that the
transmission of gas and hydrocarbons along the length of the cable, under
normal pressure is not possible and shall prevent /reduce the water
propagation through the cable. The properties of the Filler material shall be
same as that of the inner sheath ST1 or ST2.
5.1.4 Armouring

For multi-core cables armouring shall be applied over the inner sheath and
shall be of galvanised steel as per IS 3975. The armour shall be applied as
closely as possible with left hand direction of lay. For cables having a diameter
over the inner sheath less than 13 mm, the armour shall be of galvanised round
steel wires. The dimension and resistance of the armour shall be as per IS
1554 Part I. Where the diameter below armouring is greater than 13mm, the
armour shall consist of either galvanised round wire or galvanised steel strips.

5.2.4 Armouring

cable MTO.

5.3.2 Conductors
Conductors shall be made from high purity aluminium wires, with multi-stranded cores
circular in shape up to 35 mm2. The conductors of three core cables having cross
section 50 mm2 and above shall be either circular or sector shaped. The conductor
and its construction shall conform to IS 8130 and IS 7098 (Part 2).
5.3.3 Insulation
The insulation shall be of cross-linked polyethylene conforming to the physical,
electrical and ageing properties as required by IS 7098 (Part II). Only natural colour

compounds shall be used for insulation of cables. It shall be free from voids and
withstand all mechanical as well as thermal stresses under steady state and transient
operating conditions. Cores shall be identified by either red/yellow/blue phase
colouring of the insulation or red/yellow/blue phase coloured strips on the cores in
accordance with IS 7098 (Part 2).
5.3.4 Screening
Cables rated above 3.3/3.3 kV shall be provided with screening. This shall consist of
conductor screening as well as insulation screening.
i)
Conductor screening shall be non-metallic and shall consist of either semiconducting tape or extruded semi-conducting compound or a combination of
the two.
ii)
Insulation screening shall consist of two parts, non-metallic and metallic. The
non-metallic part shall be applied directly over the insulation of each core and
shall consist of taped or extruded semi-conducting compound. On top of this,
metallic screening of non-magnetic tape, braid or concentric serving of wire
shall be applied.

6.1
General Requirements
i)
The Manufacturer shall ensure all equipment used for inspection and testing
purposes is calibrated and certified.
ii)
The Manufacturer shall record all inspection and testing activity on the
appropriate inspection certificate.
iii)
The inspection and testing shall be carried out as per Company approved
inspection and test plan (ITP) prior to marking and shipment of materials.
iv)
Type test certificates for the Cables shall be made available with the Bid.

6.2
Testing of Materials
Manufacturer shall carry out all electrical and mechanical testing of assembly in
accordance with applicable material specification and requirement specified under
standards applicable.
Cables shall be inspected & tested for technical execution and conformity with the
latest issue of the approved drawings and with the order, spot check shall be made to
verify:

Conductor resistance

Insulation resistance
iii)
HV Test
iv)
Physical Test- Tensile strength and elongation test for insulation & outer
sheath.
v)
Dimensional checks
Following special test shall be performed on the cables as per sampling plan.

All Cables shall be visually examined for workmanship and other surface
defects that can visually detected.

Test reports and inspection reports shall show heat number/batch number of
materials used for manufacturing of product duly linked to raw material
suppliers heat/batch number for a proper traceability of materials.

MDR shall include only certified final documents (e.g. drawings, procedures,
material test certificates, inspections and test reports, etc.). All such documents
shall be duly signed by Manufacturers authorized personnel, Third Party
Inspection (TPI) agency (where applicable) and/or Company Representative.

Marking shall be done as per IS 1554 and 7098 (Part-1 and 2).

Cable shall have the Manufacturer`s identification mark at each meter of cable
together with cable length meter marking.

Drum identification labels shall be attached to the outside and inside of the
drum flanges. Labels shall be protected by transparent plastic envelopes and

DOCUMENTATION
The Manufacturer shall be responsible to provide all documentations as indicated in
applicable SDDR (Seller Drawings and Data Requirements) attached with Purchase
Requisition.
All documents (including drawings, procedures, test certificates, product catalogues
etc.) shall be in English language only and units of measurements shall be in SI
system, unless specified otherwise.

Returnable steel drums for all H.V. cables and L.V. cables of large cross
sectional areas or long drum lengths.
iii)
Cable ends shall be sealed and fixed to the drum so that both ends are
accessible. To protect the cable during shipment battens shall be fitted around
the entire periphery of the drum. Drums shall be suitable for long term outdoor
storage at site.
