every c o n t r a c t i n g S t a t e , of a l l a i r n a v i g a t i o n f a c i l i t i e s , i n c l u d i n g r a d i o and meteorological s e r v i c e s ,
A s t o a i r c r a f t engaged i n scheduled
i n t e r n a t i o n a l a i r e e r v i c e e , t h a n t h o s e t h a t would
be p a i d by i t s n a t i o n a l a i r c r a f t engaged i n aimilar international a i r services.
A l l such charges shall be p u b l i s h e d and communicated
t o t h e I n t e r n a t i o n a l C i v i l Aviation Organization:
provided t h a t , upon r e p r e s e n t a t i o n by an i n t e r e s t e d
c o n t r a c t i n g S t a t e , t h e charges imposed f o r t h e u s e of
a i r p o r t s and o t h e r f a c i l i t i e s s h a l l be s u b j e c t t o
review by t h e Council, which shall r e p o r t and make
recommendations thereon f o r t h e c o n s i d e r a t i o n of t h e
