Preface
The Ministry of Education and Vocational Training (MoEVT) has, since
1985 been publishing annually the statistics booklet named Basic
Education Statistics in Tanzania" (BEST). In 1992 a second booklet
containing data at regional level was introduced. This second
booklet is intended to make available to our users more data and in
greater details as demanded by them. This booklet contains
education data at national level for the medium level range of five
years that is from 2009 to 2013.
In a bid to avail our users with up-to-date information, efforts have
been made to collect, process and publish current data effectively
from 2004. This development does not only make people more
informed but also facilitates better planning for the education
Sector. This publication provides basic indicators on the whole
Education Sector namely, pre-primary, primary, secondary, teacher,
adult and non-formal, folk, vocational, technical and higher
education.
This booklet has information on student enrolment, teachers,
examination results, school inspection and vocational training. It
also provides some education indicators considered important to
users and those for Education for All (EFA) and Millenium
Development Goals (MDGs).
For further improvement of this booklet, the Ministry welcomes
views from our data users and all education stakeholders so as to
further enrich this publication. These data can also be obtained from
the ministrys website: http://www.moe.go.tz/statistics.

System and Structure of Education and Training


The structure of the formal education and training system in Tanzania
is 2 7 4 2 3+, that is; 2 years of pre-primary education (year 1
and 2); 7 years of primary education (Standard I-VII); 4 years of
secondary ordinary level education (Form 1- 4); 2 years of secondary
advanced level education (Form 5 and 6) and 3 or more years of
university education. The official school attending age ranges from 56 for pre-primary, 7-13 for primary, 14-17 for lower secondary, 18-19
for upper secondary and 20-24 for university education.

Methodology
Data presented in this publication is that of education levels under
the jurisdiction of MoEVT, PMO-RALG and MCDGC. These include preprimary, primary, secondary, teacher education, adult and nonformal education, technical and vocational education and universities
and university colleges.
Education data is collected through annual census of education
institutions using questionnaires designed specifically for the
purpose. Data on Pre-Primary and Primary education is collected
through questionnaires sent to schools to be filled from school
records and returned to District Education Officers (DEOs) for
aggregation. Data on Secondary, Teacher Education, Technical,
Vocational and University education is collected directly from the
respective Institutions. Data on Population is obtained from the
National Bureau of Statistics (NBS) while that on examinations is
obtained from the National Examination Council of Tanzania (NECTA).

In order to meet publication deadline, specific reference dates have


been set. The reference date for Higher education and Technical and
Vocational Training is 15th February of every year. The reference date
for data collection in Pre-Primary, Primary, Adult and Non-Formal,
Secondary and Teacher Education is 1st March of every year.
However, since the second selection of students is carried out after
1st March data reported in this publication does not take into account
changes resulting from the second selection exercises. Thus, the data
presented in this publication is that of actual enrollment in secondary
school for Forms 1 to 4 as at 1st March and Forms 5 to 6 as at 15 th
August.

Glossary
Gross Intake Rate (GIR)
Total number of new entrants in the first grade of pre-primary or primary
education expressed as a percentage of the official school-entrance age
population.
Net Intake Rate (NIR)
New entrants in the first grade of pre-primary or primary education who are of
official school-entrance age expressed as a percentage of the official school
entrance age population.
Gross Enrolment Ratio (GER)
Total number of pupils/students enrolled in a given level of education expressed
as a percentage of the corresponding school-age population.
Net Enrolment Ratio (NER)
School age pupils/students enrolled in a given level of education expressed as a
percentage of corresponding school-age population.
Dropout Rate (DR)
Proportion of pupils enrolled in a given grade in given school year who are no
longer enrolled in the following school year.
Promotion Rate (PR)
Proportion of pupils enrolled in a given grade in a given school year who are in
the following grade in the next school year.

Repetition Rate (RR)


Proportion of pupils enrolled in a given grade in a given school year who are in
the same grade in the following school year.
Gender Parity Index (GPI)
Ratio of females to males, that is, the number of females divided by males.
Pupil/Student Teacher Ratio (PTR)
Average number of pupils/students per teacher in a given level of education.
Pupil/Student Qualified Teacher Ratio (PQTR)
Average number of pupils/students per qualified teacher in a given level of
education.
Survival Rate (SR)
Percentage of pupils/students enrolled in a first grade of a given level of
education who reach final grade of that level.
Completion Rate (CR)
Number of pupils/students enrolled in a final grade of a given level of education
expressed as percentage of school-age population of that grade.
Pass Rate (PR)
Number of pupils/students who passed an exam expressed as percentage of
total candidates who sat for the examination.

Transition Rate (TR)


Number of pupils/students admitted to the first grade of a higher level of
education in a given year expressed as a percentage of the number of
pupils/students enrolled in the final grade of the lower level of education in the
previous year.
Pupil/Student Book Ratio (PBR)
Average number of pupils/students per book.
Teacher Attrition Rate
Proportion of teachers who leave the teaching career in a given year.
Percentage of New Entrants into Primary Schools with Pre-Primary
Education
New entrants into primary schools who have attended pre-primary education
expressed as percentage of all new entrants.
Percentage of Tutors in Teachers Colleges with Relevant Qualifications
Tutors in Teachers Colleges who have relevant university degrees or diplomas
expressed as percentage of all tutors.
Percentage of Female Students
Number of female students expressed as percentage of total number of
students.

Percentage Distribution of Teaching Staff by qualification and Sex


Distribution of teachers by qualification expressed as percentage of all teachers.
Percent of Trainees by Type of VET Programme
Number of VET trainees by type of VET programme expressed as percent of

1.0 PRE-PRIMARY EDUCATION


Pre-Primary Education is a formal school system for children aged 5
and 6 years. Pre-Primary Education cycle lasts for 2 years with no
examinations for promotion purpose.
STATUS OF ANNUAL STATISTICAL DATA FOR PRE-PRIMARY
SCHOOL/STREAMS

A total of 163 (100%) District Councils submitted their Annual


Statistical Data for Government Pre-primary streams in 2013. In
Non-Government PrePrimary Schools/Steams, a total of 97 (59%)
District Councils submitted their Annual Statistical Data.

Note: The GIR of 43% and NIR of 23% show that the capacity to absorb the school age population in Pre-Primary Education is still low.
More emphasis is needed in implementing the Pre-Primary Policy. Geita is leading with NIR of 36% followed by Tanga, Mtwara
and Mara with NIR of 33% each while Dar Es Salaam and Kigoma are having lowest NIR of 6% and 12% respectively.
