‘As you prepare to attend the United Nations General Assembly, we write ro address the issue of
Israeli Palestinian negotiations. At time of geeat challenges inthe Middle East, we are disappointed
that ulks berweea Isueis and Palestinians remain sulled, The only way to resolve the confics
between the two is through diet negotiations that lad toa sustainable two-state solution with 2
faqure state of Palestine ving in peace and security with Isne, This ovteome wold provide Israel
wth greater security and strengthen rgional stability. We remain optimistic that, under the right
‘teumatances, Italie and Palestinans can successfully resume productive negotiations towed this
‘goal
At this delicate stage the inteeational community should both provide hope to the partes and
avoid taking action that would hate the prospects for meaningful progress, Even well-intentioned
initiatives af the United Nations (UN) risk locking the partes into positions tht will make it more
ficult o return to dhe negotiating table and make the compromises necessary for peace. ‘The
United States remains an indispensible trusted mediator between the partes, and we must continue
{o insist that neither we nor anyother outsider substiute forthe partes to the conflict.
‘Your administration has consistently wpheld the longstanding US. policy of opposing ~ and
if necessary vetoing — one-sided UN Security Council (UNSC) resolution. As US. Ambassador to
the LN, the Honorable Susan Rice summarized your Administration's position well when she
‘exercised Ametics’s veto of a February 2011 resolution: “Ii the Issacs’ and Palestinians’ confit,
and even the best intentioned outsiders cannot resolve it for thera. Therefore every potential action
rust he measured against one overiing standacd: wilt move the parties closer to nepotations and
an agreement? Unfortunately this daft resolution tsks hardening che positions of both sides. Ie
could encourage the partes to stay out of negotiations snd, ifand when they did resume, to return
to the Security Counell whenever they teach an impasse.”
(Mr, President, you also clemly stated in your September 2011 address tothe General
Assembly, “Peace will not come through statements and resolutions at the United Nations —ifit
‘were that easy, it would have been accomplished by now. Ultimately, it isthe Isracis and the
Palestinians who must lve side by side. Ultimately, itis the Israelis and che Palestinians ~ not us ~

‘compromise among people who must live together long after our speeches are ove, long after our

coming months, Any such resolution, whether focused on settlements or other final stats issues,
‘will lmately make it more difficult for Istelis and Palestinians to resolve the conflict.
