engaged in active practice of law for active practice for
3 of 5 years preceding application and is a graduate
of an ABA accredited law school. For complete details
contact the Arizona Committee on Examinations.
Admission by UBE
Applicants who have earned a UBE score in another
jurisdiction may be eligible for admission to
Arizona by transfer of UBE score. You must achieve a
score of 273 or greater, be a member in good
standing and graduate from an ABA accredited
law school. The Arizona UBE does not include:
Community Property or Arizona Constitutional Law.

The jurisdiction component consists of an online
course on AZ law. The time limit for reciprocity is 5

The written portion is scaled to the MBE to determine
if the applicant has achieved a passing score. A total
score of 270 or higher is required to pass.
RECIPROCITY
Acceptance of MBE Score
A bar examination applicant may retain from the
immediately preceding Arkansas Bar Examination the
applicants Multistate Bar Examination scaled score of
135 or more. An applicant may transfer from another
jurisdiction a Multistate Bar Examination scaled score
of 135 or more for use in the immediately succeeding.

SCORING

the applicant has achieved a passing score of 276.
UBE
Admission on Motion
Admission to practice law without taking the bar
based upon admission in a reciprocal jurisdiction
and active practice of law for three of five years
immediately preceding application to Colorado. On
Motion applications may be filed at any time. Must
have a valid MPRE score not more than two years
prior to date of application. Must complete mandatory
Colorado professionalism course.
UBE Score Transfer
Admission to practice law based upon a UBE score
achieved in another state or territory of the United
States or in the District of Columbia within three years
preceding application for admission to the bar. UBE
scores achieved more than three years but less than
five years preceding application may be combined
with two years of law practice experience immediately
preceding application in order to qualify under this
rule. A UBE score must be at least that required to
pass the Colorado bar based upon standards of
performance set by the Colorado Supreme Court.
All applicants must be in good standing in any and
all jurisdictions where they are licensed to practice,
and must complete character and fitness, MPRE, and
Colorado Professionalism Course requirements.
PROFESSIONALISM COURSE
Colorado requires exam applicants take a course on
Professionalism prior to admission to the bar or within
six months of admission.

Clerkship Requirement
To become licensed in Delaware, all applicants must
complete a five month clerkship in Delaware, under
the supervision of a qualified Delaware attorney who
must certify the clerkship has been completed. The
five month requirement constitutes 21 forty-hour
work weeks and may be aggregated. Applicants
can initiate the clerkship process while they are
still enrolled in law school. There is a checklist of
mandatory legal activities and tasks to be completed
during the clerkship, which is available from the
Delaware Board of Bar Examiners website.
State and Federal Background Checks
Students must undergo both a state and federal
background check, which should be started as early as
possible, as they can take up to 12 weeks to complete.

The MBE is weighted 50% and the MEE and MPT
are weighted 25% each. An applicant taking both
the essay portion and the MBE portion of the bar
examination is required to achieve a combined scaled
score of 266 to pass the examination. An applicant,
who has achieved a scaled score of 133 or more on
a prior D.C. essay or MBE examination and whose
score transfer has been accepted by the Committee,
is required to achieve a 133 scaled score on the
portion of the examination being taken.

score of 136 will be required. If applicant only takes
one part of the exam, then a score of 136 or higher
must be achieved on that part.

Hawaii Legal Ethics Exam
The Hawaii Legal Ethics Examination consists of
15 multiple-choice questions. It was developed by
the Hawaii Board of Examiners and is based on
the Hawaii Rules of Professional Conduct (HRPC).
This exam component is administered on Tuesday
morning. Hawaii allots 30 minutes for this exam
component. Do not confuse the Hawaii Legal Ethics
Examination with the NCBEs Multistate Professional
Responsibility Examination (MPRE) or the mandatory
Hawaii Professionalism Course conducted by the
Hawaii State Bar Association.

Admission without exam possible if applicant has for
five of the last 10 years engaged in the full-time practice
of law primarily at or from an office physically located in
a jurisdiction in which the applicant was licensed. Must
also hold an active license in a jurisdiction that admits
Missouri attorneys without exam. Applicant must be a
graduate of an ABA accredited law school.
MISCELLANEOUS
Applicant must have completed all requirements for
J.D. degree by July 1 or February 1 in order to sit for
the exam. Degree must be conferred before results
will be released. Missouri Educational Component
Test (MECT) is a mandatory 33-question, open-book
test for all applicants. Applicants must complete this
with a passing score of 28 out of 33, and mail in the

Lawyers who have: 1) been admitted by bar exam to
practice in one or more jurisdictions, 2) graduated
from an ABA approved school, 3) been primarily
engaged in the practice of law for five of the seven
years preceding the Motion for Admission, and 4)
achieved a satisfactory MPRE score prior to the
Motion for Admission, may be admitted to the New
Hampshire Bar on motion without examination.
There are special rules for Admission by Motion by
VT and ME attorneys who have passed the VT/ME
bar and are engaged in the active practice in VT/ME
for no less than three years prior to the filing of the
Motion. (See Supreme Court Rule 42). Check with
the Bar Examiners for updates.

Acceptance of UBE Score
Beginning October 1, 2016, an applicant may transfer
a UBE score of 266 or higher for admittance to the
New Jersey Bar. The score must have been earned no
more than 36 months prior to submitting a completed
application to New Jersey and the applicant must
satisfy all other requirements for admission to the New
Jersey Bar. Application fees apply.
Admission on Motion
At the time of printing New Jersey does not have motion
admission reciprocity with any other jurisdiction but the
New Jersey Supreme Court has announced plans to
change this rule in the coming year. Details and dates
have not yet been disclosed but it was released that
lawyers seeking Admission on Motion will still be subject
to a series of other requirements, including attending a
course on New Jersey ethics and demonstrating fitness
and character to practice law. Please consult the New
Jersey Bar Examiners website for more detail.

New Admission By Motion Rule: NMRA 15-107
An applicant who otherwise meets all requirements
of NMRA 15-103 and 15-104 may apply admission by
motion so long as applicant has been admitted to
practice in one or more reciprocal states (see rules
for list of reciprocal states); has not been denied
certification due to character and fitness in any state;
has not taken and failed the NM bar exam within
5 years; is a member in good standing in every
jurisdiction where admitted to practice law; submits
evidence of qualified MPRE score; and submits
evidence of attendance at required NM law course.

In place of the Bridge the Gap Program which is
currently required for admission, the amended rule

of 6 of the 15 hours must be earned by attendance
at live courses. Once admitted, the applicant must
complete a mentorship under the supervision of a

SCORING
The MBE score (weighted 40%) and the essay score
(weighted 60%) are combined to determine if applicant
has achieved a passing score of at least 140.
RECIPROCITY
Acceptance of MBE Score
Virginia does not accept an MBE score from an exam
taken in another jurisdiction.
Admission on Motion
An attorney having been admitted to practice law in
another jurisdiction may apply for admission to practice
law in Virginia without sitting for the Virginia bar exam if
the other jurisdiction has reciprocity for Virginia lawyers.
One of the requirements for admission on motion is that
the applicant has been engaged in the full-time practice
of law for at least three of the last five years immediately
preceding application for admission to the Virginia Bar.

MPRE
Washingtons pass score on the MPRE is 85. The
MPRE score is valid if you earned the score three
years prior to sitting for the UBE or up to one year
after sitting for the UBE.
RECIPROCITY
Ube Score Transfer
If you have a UBE score of 270 or higher from another
state, you can transfer your score to Washington for
up to 40 months after the date of the administration
of the UBE in which the score was earned. The MPRE
score must be acquired three years before or after
the date you sat for the UBE.4

The passing score for the UBE in West Virginia is 270.
An applicant must achieve a score of 270 or higher
regardless of UBE jurisdiction in order to qualify for
admission in West Virginia.
RECIPROCITY
Winter 2017
Applicant may transfer MBE scaled score from a
previous successful exam taken within
13 months of present exam.
Summer 2017
The West Virginia Board of Bar Examiners will accept
transferred UBE scores beginning July 1, 2017.
Transferred UBE scores will be eligible for admission
in West Virginia for no more than 36 months.
Admission on Motion
May be admitted without exam from jurisdictions
with admission standards substantially equivalent to
those of West Virginia. Applicant must have practiced
for five of the seven years immediately preceding
application, passed MPRE and be a graduate of an
ABA accredited law school.

Admission on Motion
Wyoming does not reciprocate with any state.
Applications for admission on motion are considered
on an individual basis. To qualify for admission
you must be a member in good standing in each
jurisdiction where you are admitted to practice law,
engaged in the active practice of law for five of seven
years preceding application, graduate of an ABA
accredited law school, and achieved a qualifying
MPRE score. Applicant must be compliant with CLE

the applicant has submitted evidence of a passing
MPRE score. Such evidence must be submitted

Admission by UBE
Applicants who have earned a UBE score in another
jurisdiction may be eligible for admission to Wyoming
by transfer of UBE score for up to three years. You
must achieve an MPRE score of 85 or higher, be a
