Monrovia, Liberia
Mr. C. Clarence Massaquoi
Director/Liberia National Police (LNP)
Republic of Liberia
Monrovia, Liberia
May 17, 2016
Dear Director Massaquoi;
LETTER OF COMPLAINT OF THREAT TO OUR SONS LIFE, INTIMIDATION, AND
PLOT BY ANTI GAY & LESBIAN ACTIVIST TO ABDUCT HIM AND MURDER HIM
IF WHEN HE RETURNS TO LIBERIA
This is to bring to the attention of your good office the persistent death threats my son Zekar
Lafayette Payweyne II life by agents of so called anti-gay and lesbians who are bent on
annihilating every gay and lesbian in Liberia, including those that support or advocate on their
behalf.
Unknown persons some claiming to be residents of the above mentioned community have been
threatening to attack home and to kill Zekar if he is ever seen. He has been threatened in the past
when He was in Liberia but recently the threats have increased and has become more alarming
and scaring.
Zekar is currently in the United States of America and is due to return in December upon the
expiry of the Temporary Protected Status designated to Liberians because of the Ebola situation
in Liberia. He has been noted for his human rights advocacies including the rights of gays and
lesbians and recently participated in a radio interview on phone from the USA where He voiced
his disagreement on the proposed anti-gay Legislation and since then we have been receiving
threatening letters and calls against his life. I also saw in the newspaper that people were calling
for his arrest and some even threatening to kill him. I have been warned that my home will be
destroyed if he is ever spotted in the vicinity. I am very worried about such threats given the fact
that others have been victims of such threats in the past, and these threats were executed.
We previously spoke with the Representative of this district Hon. J Gabriel Nyenka and He
plainly told us that he is one of the strong supporters of the anti-gay bill and ensure that anyone
against the law is dealt with. I believe that this is completely worrisome especially coming from
a lawmaker and Im therefore worried that my son would be harmed.

In view of the aforementioned, we have strong reasons to believe that their threats to murder our
son if he returns are indeed real and need the attention of your good office to investigate, and
provide our son Zekar all necessary protection and full security upon his return to Liberia.

While I urge your good office to carefully investigate the official intrigues against my sons life,
I also request full protection of him by the police.
Zekar has been a good citizen who has represented Liberia well both Nationally and
Internationally and we hope that as he has served his country well same courtesy should be
provided unto him.
May God bless us all and provide opportunities for tolerance for one of us no regardless of race,
sexual orientation, religious belief
Your sincerely,

Ms. Hattie Seaye Davies
