WHEREAS, Article XIII, Section 11 of the Constitution provides that the state shall
adopt an integrated and comprehensive approach to health development which shall endeavor to
make essential goods, health and other social services available to all people at affordable cost.
There shall be priority for needs of the under privileged sick, elderly, disable, woman and
children;
WHEREAS, in consonance with the above policy and provision of the Constitution,
Republic Act 7432 was enacted as amended by Republic Act 9257 and further amended by
Republic Act 9994 otherwise known as "Expanded Senior Citizens Act of 201 O";
WHEREAS, such laws were passed in order for the senior citizens to maximize their
contributions to nation-building;
WHEREAS, the ageing population of Iloilo City mostly have a limited means to enjoy
life to the fullest as they usually dependent on their children for support;
WHEREAS, the senior citizens of Iloilo City has a big role in the moral and social
cultural well-being of the city;
WHEREAS, recognizing such role, the city has an on-going programs for the senior
citizens that provide benefits and privileges for their recreation, fun and wellness and by
initiating projects beneficial to them without cost to make them feel that the city government
cares for them;
WHEREAS, in support to the on-going programs for the senior c1t1zens and in
partnership with the City Government of Iloilo, the movie houses, cinemas and theaters in the
City oflloilo has agreed to extend the privilege to the senior citizens oflloilo City.
NOW, THEREFORE, be it ordained by the Sangguniang Panlungsod of the City of
Iloilo, that:
Section 1. Title of the Ordinance. - This ordinance shall be known as An Ordinance
Establishing Guidelines to Facilitate and Promote the Free Movie Admissions of the Senior
Citizens at the Movie Houses, Cinemas and Theaters in the City oflloilo.
Section 2. Provisions for Implementation:
a. Coverage - all senior citizens holding a senior citizen's Identification Card
and a specially designed movie pass issued by the Office of the Senior
Citizens Affairs shall enjoy the privilege of free movie admission with all of
the movie houses, cinemas and theaters in the City oflloilo.

b. l he/she must be a resident oflloilo City for at least one (1) year;
b.2 he/she must be a registered voter of Iloilo City.
c. Availment - Every senior citizen shall be allowed to avail of the free movie
privilege as follows:
1. That the free admission shall be limited to Tuesdays only.
11. That the free admission shall be limited to one movie every Tuesday.
111. That the free admission shall be available except during the first week
of the opening screening, first two (2) weeks screening of the Metro
Manila Film Festival, special and regular holidays.
1v. That the free admission shall not be available for 3D movies
d. Admission Mechanics - The senior citizens shall be accommodated by the
movie houses, cinemas and theaters only upon presentation of the specially
designed movie pass together with the senior citizens identification card.
Section 3. Implementing Rules and Regulations (IRR) - An Implementing Rules and
Regulations (IRR) providing guidelines by which this ordinance could be implemented properly
and effectively which may include additional criteria, procedures and mechanism, as may be
consistent with the intention of this ordinance to grant free movie admissions to senior citizens
shall be formulated by a Technical Committee as may be formed by the executive department
which shall complete the IRR within thirty (30) days after the approval of this ordinance.
Section 4. The City Mayor of Iloilo City is henceforth authorized to enter into any and
all agreements to promote the free admission with the management of the theaters and movie
houses for the purpose of facilitating and promoting the free admission of senior citizens in
theaters or movie houses in Iloilo City without the need of approval of the City Council of Iloilo
City, provided that in the event that such agreements involve the use of public property or funds,
prior approval of the Sangguniang Panlungsod shall be secured.
Section 5. Separability Clause - If any provision of this ordinance is declared void or
invalid, the other provisions not affected thereby shall remain valid.
Section 6. Repealing Clause - Any ordinances, rules and regulations or any part thereof
inconsistent with the provisions of this ordinance are hereby repealed or modified accordingly.
Section 7. Effectivity - This ordinance shall take effect upon its approval and
publication in a newspaper of general circulation in the City oflloilo.
