STANDARD PATTERN

3.1
Standard Pattern, if held by the purchasing or Quality Assurance Authority, may
be obtained and shall constitute a general guide only. The store shall conform to this
specification otherwise.
4.

TERMINOLOGY

4.1
The Charge, Fire Extinguisher, Mechanical Foam, 9 litres is used with
Extinguisher Fire, Mechanical Foam, 9 litres (DS Cat No. 4210-000 227), which is used
for extinguishing petroleum oils and liquids fires at high altitude and under sub-zero
temperature conditions.
5.

MATERIAL

5.1
The charge shall consist of chemicals and gas cartridge separately as charge A
charge B and charge C. These shall be suitable for a temperature of upto minus 20C
only.
5.1.1

Charge A

5.1.1.1 Charge A (aqueous film forming foam, type 6, 1000 ml) for the mechanical
foam Fire Extinguisher of 9 litres capacity for high altitude and subzero temperature
conditions shall consist of 1000 10 ml of fluoro carbon surfactant based aqueous film
forming foam concentrate liquid of 6% type, conforming to IS 4989 (Part 2). Charge A
shall be packed as per clause 12.1.1 of this specification.
5.1.2

Charge B

5.1.2.1 Charge B for the mechanical foam Fire Extinguisher for 9 litres capacity for
high altitude and sub-zero temperature conditions shall consists of 3.50kg of anhydrous
Calcium chloride serving as antifreeze compound and 20 g of Sodium chromate to serve
as anticorrosive compound. The antifreeze and anticorrosive compounds shall not be
mixed together and shall be packed separately. Anhydrous Calcium chloride shall be in

the form of concentrate flakes or pellets or other granular form conforming o type B of
IS 1314 and sodium chromate shall conform to IS 6507. The charge B shall be packed
as per clause 12.2 of this specification to ensure correctness of the quantity and quality.
5.1.3

Charge C

5.1.3.1 Charge C (carbon dioxide gas cartridge, 120 g) for the mechanical foam Fire
Extinguisher of 9 litres capacity for high altitute and sub zero temperature conditions
shall be gas cartridge duly filled with 120 g of carbon dioxide gas and shall conform to
specification No. IND/CQAFE/PROV/0140.
6.

TEST REQUIREMENTS

6.1

Charge A

6.1.1

Charge A shall meet the requirements as per clause 3 of IS 4989 (Part 2).

6.2

Charge B

6.2.1

The quality of calcium chloride shall conform to type B of IS 1314.

6.2.2

The quality of sodium chromate shall conform to clause 2.2 of IS 6507.


Note :- Preparation of charge, mixing the above two, shall be done after
ensuring their quality and quantity separately.

6.3

Charge C

6.3.1
Charge C shall meet the requirements of Specification No. IND/ CQAFE/
PROV/ 04140
7.

CHARGING AND USE

7.1
The following instructions for charging and use of Extinguisher, Fire,
mechanical foam, 9 litres for high altitude an sub-zero temperature conditions, shall be
followed: -

(a) Remove the cap by unscrewing in anti-clockwise direction.


(b) Remove the gas cartridge (i.e. spent gas cartridge when the
extinguisher is to be charged)
(c) Wash the body and interior with clean potable water.
(d) Thoroughly dissolve the contents of both packets, kept in carton
marked charge B in about 4 litres of clean potable *water in a clean

marked charge B in about 4 litres of clean potable *water in a clean
bucket or any suitable plastic container and pour the same into the
extinguisher.
Note :- * Use of warm or hot water is not required since Calcium
Chloride dissolves easily in water with evolution of heat.
(e) Pour charge A into the extinguisher.
(f)

Pour clean potable water into the extinguisher till the level jus touches
the 9 liters mark indicator strip welded inside the body as seen through
the neck.

(g) Clean the vent holes of the cap and lightly grease the threads of the
cap. Put on the safety clip.
(h) Fit charge C i.e. Carbon dioxide gas cartridge in the cartridge holder/
socket provided in the cap by screwing in anti-clockwise direction.
(j)

Ensure that the port holes made in the cartridge holder are clean.

(k) Now screw the cap on to the threaded neck of the extinguisher and
tighten it fully.
(l)

Stir the liquid by shaking the extinguisher before operation.

(n) Re-charge the extinguisher every year.

MARKING

8.1
The polyethylene containers for charge A shall be permanently and legibly
marked with the following: (a) Charge A

8.1.2
The corrugated fibre board box for charge B shall be marked legibly and

8.1.3
Charge C shall be marked as per clause 8 of specification No. IND/ CQAFE/
PROV/0140.
8.2

Each wooden packing case shall e marked with the following:(a) Nomenclature of item packed
(b) DS Cat No.
(c) Quantity packed
(d) Manufacturers/Suppliers name & address
(e) Consignees name and address
(f) A/T or S/O No. and date
(g) Serial number of packing case with total number of packing cases in the
same consignment.
(h) OPEN THIS SIDE UP with mark on all 4 sides.

9.

PRE-INSPECTION OF STORES/CONSIGNMENT

9.1
Manufacturers/ Suppliers shall satisfy themselves that the stores are in
accordance with the terms of the contract and fully conform to the required specification

by carrying out a thorough pre-inspection of each lot before actually tendering the same
for inspection to the Quality Assurance Officer nominated under the terms of the
contract. A declaration by the contractor that necessary pre-inspection has been carried
out on the stores tendered, will be submitted alongwith the challan. The declaration will
also indicate the method showing the features checked/tested to the challan/declaration.
9.2
If the Quality Assurance Officer finds that pre-inspection of the consignment as
required above has not been carried out, the consignment is liable for rejection.
10.

QUALITY ASSURANCE

10.1
The contractor shall extend to the Quality Assurance Authority or his authorised
representative, free of cost, all reasonable faculties for inspection and testing of stores for
satisfying himself that the stores are manufactured in accordance with this specification
and for this purpose, the AHSP or his authorised representative, shall have free access to
the contractors or sub-contractors works at all times during the run of the contract. The
contract shall notify to the AHSP of all sub-contracts placed b him and provide inspection
facilities for all stores so sub-contracted.
10.2
No deviation shall be accepted from the governing specification without
concurrence in writing to the Quality Assurance Authority. The contract shall remain
responsible for quality/quantity in any fabrication done by the sub contracts.
10.3

Advance sample

10.3.1 The contractor shall submit the following samples on door delivery basis to the
Controller, CQA(FE), Aundh Camp, Pune 411 027 for the test and approval before
commencing bulk supply. Pre-inspection report shall also be forwarded alongwith the
samples.
(a)

(b)

For Charge A
(i)

20 litres charge AFFE in polyethylene containers for test as per IS


4989 (Part 2).

(ii)

5 empty polyethylene containers of capacity 1000 ml for tests as


per IS 7394.

For charge B and charge C


(i)

10.4

Five sets of advance sample i.e. 5 numbers each of Charge B and


Charge C shall be submitted.

Bulk inspection

10.4.1 Bulk inspection shall be carried out by the Quality Assurance Officer as per test
schedule attached at Appendix A to this specification.

11.

WARRANTY

11.1

Charge A

11.1.1 The charge A i.e. Aqueous Film Forming Foam, type 6, 1000 ml shall retain
the properties stipulated in this specification for a period of 10 years (shelf life) from the
date of packing when stored in its original container and for one year as pre-mixed
solution in Extinguisher Fire, Mechanical foam, 9 litres.
11.2

Charge B

11.2.1 The charge B shall retain the properties stipulated in this specification for a
period of one year from the date of packing when stored in its original packing.
11.3

Charge C

11.3.1 The charge C shall be guaranteed as per clause 10 of specification No.


IND/CQAFE/PROV/0140.
11.4
The contractor shall render a guarantee certificate for replacing the material
conforming to this specification, fee of cost as consignees end, in case the material
deteriorates of loses its properties during the above period.
12.

PACKAGING

12.1

Charge A

12.1.1 Charge A shall be supplied in sealed polyethylene containers of capacity 1000


ml conforming is IS 7394. Twelve such polyethylene containers shall then be packed in a
wooden packing case. The wooden packing case shall be manufactured as per clause B
and style 2 (a) of IS 1503. All the inner sides of sides of the packing case shall be packed
with cushioning material. The polyethylene container shall be kept inside the wooden
case in such a way that each container should be surrounded by cushioning material to
prevent damage during transit. The case shall then be strapped with metallic or nylon
strapping to with stand transport hazards and subject to approval of the Quality
Assurance Officer.
12.2

Charge B

12.2.1. Charge B shall be packed in a polyethylene bag and thermal sealed. The
polyethylene sheet used for making the bag shall have sufficient strength to hold 3.50 kg
of charge and subject to approval of the Quality Assurance Officer. The sealed bag shall
be then placed in corrugated fibreboard box of suitable size conforming to IS 2771 (part
1). The fiberboard box shall have sufficient strength to hold 3.52 kg of charge and
subject to approval of the Quality Assurance Officer. Twelve such boxes shall then be

placed in a wooden packing case lined with waterproof, bitumen laminated packing
paper. The wooden packing case shall be manufactured as per class B and style 2(a) of
IS 1503. The water proof paper used shall conform to IS 1398. The case shall be
strapped with metallic or nylon strapping to withstand transport hazards and subject to
approval of the Quality Assurance Officer.
12.3

Charge C

12.3.1 Charge C shall be packed separately as per clause 11 of Specification No.


IND/CQAFE/PROV/0140.
Note :- Minimum requirement for packing are stipulated above. However this
shall not absolve the contractor from his responsibility for the
packages to withstand the hazards of rail/road transit. This is a
contractual requirement for delivery of stores in good condition to the
consignee. Any additional safeguard considered necessary, may be
added by the contractor.
13.

DEFENCE STORES CATALOGUE NUMBER

13.1

The store has been allotted DS Cat No. 4210-000 544.

TEST
(a) Charge A The sample of charge A shall be

shall be checked for its chemical properties as per

(d) Thoroughly dissolve the contents of both
freezing after 48 hours at
packets of charge B i.e. Calcium chloride and
Sodium chromate in about 3 to 4 litres of clean fresh minus 20 C.
water. Then add to it charge A i.e. AFFE liquid
1000 ml and make up the mixture by further
addition of water to total 9 litres. Homogenise the
mixture by stirring well. Out of this liquid mixture,
take out 250 ml in a clean stoppered container and
surround by freezing mixture or keep in a
refrigerated thermostatically controlled chamber.
Maintain the contents at a temperature of minus
20C for 48 hours.

(e) Fire Test Charge an Extinguisher Fire,
mechanical foam, 9 litres for high altitute and subzero temperature conditions as per clause7 cool the
extinguisher to minus 2C. Take a steel tray having
area of 2.33 m2 and of 150 mm height to carry out
the fire test. Fill the water upto a height of 50 mm.
Pour 25 litres of petrol in the tray over the water.
Ignite the petrol. After pre-burn of 30 seconds,
operate the cooled extinguisher. The fire shall be
extinguished in a maximum of 20 seconds.

The fire shall be


extinguished within 20
seconds.

CAUTION: - Operator may require the use of


protective gloves and hood used with approach suit
etc.

TESTING OF CONTAINERS - The polyethylene


containers used for packing charge A shall to be
tested as per IS 7394.

Polyethylene containers
shall conform to the
requirements of IS 7394.

PACKING - The packing of charge shall be


checked as per Clause 12 of this specification. It
shall be ensured that best quality materials are used
for making packing box/ case.

Packing shall conform to


the requirements of clause
12 of this specification.
