1.

SCOPE

1.1
This specification lays down the general requirements of Extinguisher Fire,
Vaporizing Liquid, Halon 1211 (BCF) 1.25 kg complete with mounting bracket.
1.1.1
The Manufacturers of empty cylinders for Extinguisher, Fire, Vaporising
Liquid, Halon 1211 (BCF), 1.25 kg shall obtain approval for manufacture of the empty
cylinder from the Chief Controller of Explosive, Nagpur. The cylinders shall be
manufactured as per provisions of GAS CYLINDERS RULES 1981. No civil
organisation shall be permitted to manufacture cylinder of Extinguisher Fire, BCF 1.25
kg capacity without approval of the chief controller of Explosive, Nagpur.
1.2

End use

1.2.1
Extinguisher Fire, Halon 1211 (BCF), 1.25 kg is intended to be used in all
cases of replacement for existing CTC and high toxicity type of hand held extinguisher
up to 5 kg capacity. It is also suitable and intended for fighting fire in confined space for
all types of class A, B and C fires. BCF being non-conductive can also be used
safely in electrical fires and is a suitable alternative to carbon dioxide or dry powder
extinguisher.
1.3

Nominal size and halon 1211 (BCF) contents

1.3.1
The nominal size of the extinguisher and charging of halon 1211 (BCF) shall
be as follows: (a) Nominal water capacity of

1.4

Method of operation

1.4.1
The method of expulsion of BCF liquid from the extinguisher shall be by
piercing the liquid container. The valve shall be of one shot type i.e. once operated, the
extinguisher shall discharge its minimum 95% contents. The sealing disc shall be
replaced for re-charging the extinguisher.

1.4.2

The extinguisher shall be designed to operated in the following manner: By inverting the extinguisher and striking the knob of piercing mechanism
against a hard surface, the liquid will be expelled out. The extinguisher shall
be held in inverted position during operation and jet shall be directed to the
seat of fire through cross sweeping action.

Halon (BCF) charge

1.5.1
Apart from the requirements given in IS 11070, halon 1211 charge shall have
the following properties: (a) Boiling point at 760 mm of Hg

269 K (-41C)

(b) Freezing point at 760 mm of Hg

As the vapour pressure of BCF gas is low, the sam is superpressurised with
dry nitrogen to obtain the performance requirements.

The filling of BCF gas shall be done at a source which is approved by CCE

STANDARD PATTERN

3.1
The standard pattern if held with the purchasing or the Quality Assurance
Authority, may be obtained and shall constitute a general guide only. The stores shall
conform to this specification otherwise.
4.

DESCRIPTION

4.1
Fire extinguisher A hand operated device designed to discharge vaporizing
liquid upon a fire.
4.2
AHSP For the purpose of this specification, the term AHSP shall mean
Controllerate of Quality Assurance (Fire Fighting Equipment), Aundh Comp, Pune 411
027.
5.

MATERIAL

5.1
The material of various components shall conform to the drawing mentioned
in clause 2.2 of this specification.

6.

MANUFACTURE / CONSTRUCTION

6.1
The various components shall be manufactured as per the drawings mentioned
in clause 2.2 of this specification.
6.2
The cylinder shall be efficiently normalized and stress relieved in accordance
with the steel makers recommendation after manufacture and completion of all welding.
A record of heat treatment cycle shall be maintained.
6.3
The gas cylinders shall be manufactured as per GAS CYLINDERS RULES
1981. The manufacturers shall obtain a certificate from the Chief Controller of
Explosives, Nagpur for all cylinders before filling of the gas.
7.

WORKMANSHIP AND FINISH

7.1
The workmanship of the equipment shall conform to the best production
standard of the industry in this country. External and other surfaces exposed to the
operating personnel shall be smooth and edges shall be rounded off.
7.2

Anti-corrosion treatment and painting on cylinder

7.2.1
Anti-corrosive treatment requirements shall conform to clause 8.1 of IS
11108. Alternatively internal surface can be coated with Bakelite varnish, grade MP0008 of Bakelite hylam or equivalent from Dr Beck & Co. or any other sources to a
thickness of 15 minimum. The external surface of the cylinder shall be painted with one
coat of red oxide primer to IS 2074 followed by two coats of olive green paint to IS 8982.
In lieu of painting, external surface can be treated with powder coating after phosphating.
All steel components of the bracket shall also be painted with two coats of primer and
two coats of olive green paints conforming to IS 2074 and 8982 respectively.

8.2
The cylinder manufacturer shall punch permanently the following marking on
the bung of the cylinders: (a) Manufacturers name
(b) Years of manufacture
(c) Sl. No. of the cylinder
9.

PRE-INSPECTION OF STORES / CONSIGNMENT

9.1
Manufacturers/Contractors must satisfy themselves that the stores are in
accordance with the terms of the contract and fully conform to the required specification,
by carrying out a thorough pre-inspection of each lot before actually tendering the same
for inspection to the Quality Assurance Officer nominated under the terms of the
contract. A declaration by the contractor that a necessary pre-inspection has been carried
out on the store tendered will be submitted alongwith the challan. The declaration will
also indicate the method followed in carrying out pre-inspection showing the features
checked/tested and will have the test certificate attached to the challan/declaration.
9.2
If the Quality Assurance Officer finds that the pre-inspection of the
consignment as required above has not been carried out, the consignment is liable for
rejection.

10.

QUALITY ASSURANCE

10.1
The contractor shall extend to the AHSP or his authorized representative, free
of cost, all reasonable facilities for inspection and testing of equipment including
inspection gauges for satisfying himself that the stores are manufactured in accordance
with this specification and for this purpose, the AHSP or his authorized representative,
shall have free access to the contractors of sub-contractors works at all times during the
run of the contract. The contractor shall notify to the AHSP of all sub-contracts placed by
him and provide inspection facilities for all stores so sub-contracted.
10.2
No deviation shall be accepted from the governing design/drawing and
specification without concurrence in writing from the Quality Assurance Authority. The
contractor shall remain responsible for quality/quantity in any fabrication done by the sub
contractors.
10.3

Advance sample

10.3.1
Three advance sample complete in all respect alongwith test specimen for
material testing shall be submitted to CQA (FE), Aundh Camp, Pune 411 027 for
necessary testing and approval, on door delivery basis.
10.4

Bulk inspection

10.4.1
Sampling plan given in appendix A to this specification shall be adopted for
bulk inspection and bulk inspection shall be carried out in accordance with test schedule
No. CQAFE/TS/0075 (Appendix B).
11.

LITERATURE

11.1
The contractor shall supply one set of the following literature free of cost
alongwith each 10 equipment or parts thereof: (a) User Hand-Book containing illustrations regarding inspection, normal
maintenance, Storage, preservation and transportation in Defence format.
(b) Manual for maintenance / repair
(c) Part identification list in Defence format.
(d) List of normal / special tools for maintenance.
(e) Current price list of all parts.

Note: - Above literature shall be combined together and provided in the form
of one booklet and approved. The Defence format for these above literature
shall be issued to the contractors free of cost, on demand, by the controller,
Controllerate of Quality Assurance (Fire Fighting Equipment) Aundh Camp,
Pune 411 027
11.2
Three sets of the above literature in Defence Format are to be supplied to
AHSP for vetting purpose prior to final printing. After approval of above literature, our
sets of final printed literature shall be supplied to the AHSP before supplies of stores is
completed.
12.

WARRANTY

12.1 The stores supplied against the contract shall deemed to have been warranty
against defective material and performance by the contractor/manufacturer for a period of
12 months from the date of receipt of the stores at the consignees end and if during this
period any of the stores supplied is found defective, the same shall be replaced by the
contractor/ manufacturer free of charges at the consignees premises. Immediately and in
any case not later than 30 days from the date of receipt of complaint from the consignee.
12.2
The supplier shall give an undertaking that it shall be obligatory on his part to
supply the necessary maintenance and fast running spares for a period of 10 years from
the date of receipt of the equipment.

13.2

Procedure
(a) Each extinguisher alongwith mounting bracket shall be packed in an
individual double wall corrugated fibre board box.
(b) Maximum 20 numbers of such boxes shall be packed in a suitable
wooden packing case for difficult type of load.
(c) Adequate cushioning material shall be provided to ensure that there is
no chance of any damage what so ever occurring to the extinguisher
during.
(d) Timber of non-durable species and those carrying sapwood of durable
species of the packing cases shall be given preservative treatment in
accordance with IS 401.

13.3

Marking

13.3.2
Each corrugated fibre board box shall also be marked with the information at
(a), (b), (c) and (g) of clause 13.3.1.
Note: - Minimum requirement for packing are stipulated above. However this
shall not absolve the contractor from his responsibility for the
packages to withstand the hazards of rail/road transit. This is a
contractual requirement for delivery of sores in good condition to the
consignee. Any additional safeguard considered necessary may e
added by the contractor.

APPENDIX B
TEST SCHEDULE
(No. CQAFE/TS/0075)
1.

VISUAL INSPECTION
The following aspects shall be checked: -

Completeness of equipment, workmanship/ finish (i.e. profile regularity,


offset at joints, straightness), welding (uniformity, under cut), threads, use of sealent on
knob, nozzle cap fitting, painting, marking and packing, submission of certificate and
literature.
2.

LEAKAGE TEST

The extinguisher after being covered by transparent inverted glass beaker/jar


on shoulder shall be dipped in suitable water tank filled with water, the level of which is
sufficiently higher than the height of fire extinguisher 24 hours. Initial bubbles shall be
neglected. Thereafter shall not be nay collection of even a single bubble on the inside top
of inverted jar after 4 hours.
3.

BOILING POINT OF BCF

This test shall be carried out before carrying out the purity check. The same
shall conform to clause A-5 of IS 5610 with the following exceptions: -

10 mg of silica gel powder shall be added to Halon 1211 flask

(b)

Trip of the boiling range flask shall be immersed in water bath of


ambient temperature

PURITY OF BCF

Purity and quality of BCF shall be checked by infra-red spectrum or by gas


chromatography. This shall only be carried out in case if the boiling point test is found
satisfactory.
5.

PERFORMANCE TEST

This test shall be carried out as per clause 10.5 of IS 11108 except that the
temperature shall be between 4 to 50 c instead 27 C 5 deg C.

WATER CAPACITY

6.1

Nominal water capacity of extinguisher shall be one litre.

7.

HYDROSTATIC TEST

7.1

This test shall be carried out as per clause 10.1 of IS 11108.

BURSTING PRESSURE TEST

8.1

This test shall be carried out as per clause 10.4 of 11108.

DROP TEST

9.1
This test shall be carried out as per clause 10.3 of IS 11108 except that
temperature shall be between 4 to 50 C instead 27 C 5 deg C.

DIMENSIONAL CHECK
(a)

This shall be carried out as per drawings mentioned in this specification.

(b)

The outer roundness of the cylinder shall be limited to such a value that
the difference between the maximum and minimum outside diameter in
the same cross section is not more than 1 per cent of the mean of these
diameters.

ANTI-CORROSIVE COATING
The requirement shall conform to clause 7.2 of this specification.

MATERAIL TESTS

The material of various components shall conform to specifications mentioned


in drawings at clause 2.2 this specification.

13.

PHYSICAL/MECHANICAL TESTS

13.1
The following tests shall be made on test pieces taken at random out of each
batch of 200 or less, heat treated cylinders. Specimen for test at (a) below shall be
prepared as per subsize specimen to ASTM A-370, Vol 2:TEST PIFCFS
(a) Tensile test

One in a longitudinal direction on plate material


Including one reduced section tensile test, one face
and one root bend test, all in a direction transverse
to the weld. The face and root of the weld in the
test specimen shall be machined flush to the plate
surface.

(b) Weld tests

NOTE :- Test specimen that are not sufficiently flat shall be stretched by
pressing.
(a) Tensile test on plate material
The tensile test shall be carried out in accordance with IS 1894 of IS 1663 on
two proportional test pieces of gauge length 5.65 so cut from the cylinder
where so is the original cross sectional area of the test specimen in 2 mm. The
tensile strength, percentage elongation and the yield strength thus determined
shall be not less than the minimum specified for the material in clause 5.1.
(b) Weld tests
(i) Tensile test of weld joint
A test specimen shall be cut from the cylinder used for the tensile test.
The specimen shall be taken across the weld and shall conform to the
provisions of IS 3600. When tested in tensions, the tensile strength
determined shall not e less than the minimum specified for the plate
material in clause 5.1.
(ii) Bend test across weld
From the cylinder used for the tensile test, two specimen of width not
less than 1.5 times the plate thickness and in no case less than 25 mm
in plate thickness and in no case less than 25 mm in width shall be
taken for bend test. The specimen shall be taken across the

circumferential seam. The edges shall e parallel and rounded with a
file and backing strip, if used shall be removed by machining or other
means without damaging the weld. One specimen shall be bent cold
through 180 with outer surface of the weld in tension and with inner
surface intension, round a mandrel of diameter equal to twice the plate
thickness. On completion of the test, the specimen shall have no cracks
or other open defects, exceeding 3 mm measured in any direction on
the convex surface of the specimen. Premature failure at the corners
of the specimen shall not be considered as a cause for rejection unless
there is definite evidence that they result form slag inclusions for other
internal defects.
14.

WEIGHT OF BCF

This shall be checked 100%. Specified weight is 1.25 kg 50g. Tare weight
can be checked during stage inspection at the discretion of Quality Assurance Officer.
15.

OTHER FUNCTIONAL TEST


(a)

Functioning of safety clip by dropping the extinguisher in inverted


position from 60 cm height shall be checked.

(b)

Fitment of bracket with extinguisher and interchangeability shall be


checked.

(c)

Valve housing shall be checked for smooth working.

NOTE :-

The certificate for purity of BCF gas from mother cylinder shall be
obtained. Manufacturers test and inspection certificate July
endorsed by inspection many and duly approved by the Chief
Controller of Explosives, Nagpur in duplicate for each cylinder
(offered lot) shall be obtained from the firm. One copy of the same
certificate shall be forwarded to VISP for reference and records.
