The Conflict in the School "MORELOS"


Introduction:
The Secretariat of Public Education in the State attached to the policy promoted by the
Federal Government about the Quality Schools Program, decides to support this initiative from
2001. To provide additional resources to schools with greater need, decides to guide the
incorporation of primary schools that are located in the marginal urban areas of the
municipalities in the State.
From the appearance of the second call, the national urban primary school "Morelos" was
very interested in participating in this program. Its director Oscar Medina insisted with the
monitoring and argued that the needs of infrastructure that were in school, progress and results
which they had shown in their school project, the good organization of the school and acceptable
outcomes of students in the review IDANIS in the municipality. At the insistence of the director
and some other circumstances that were presented, the school Morelos is accepted within PEC.
Given that a dispute has arisen between the parents and the School Council of Social
Participation, the PEC resources can not to be used.
Background:
The morning primary school "Morelos" was founded since 1978, being located in a
colony of lower middle class where the majority of parents in family work. It is a complete
organization having 354 students divided into groups on basis of grades, with an average of 28
children per group. The school staff is integrated in the following way: 12 teachers as compared
to group, a physical education teacher, two professors with change of activity, one supports in the
library and the other in administrative activities to the Address, a mayor and the director of the
school, Prof. Oscar Medina, who has two years at this school.

The school environment within the school is fluctuating, that is to say, sometimes the
relation between teachers tends to be cordial and respectful. But in certain periods when
difficulties occur, are evident tensions and differences in approaches to resolve the problems that
are presented. In these situations it is evidenced the presence of two informal groups: a group
comprised of teachers with more seniority (8 teachers) within the school, is a bit more "relaxd"
and less toward the action, the exploration and innovation; have learned to manage the programs
and do not want to change the degree they serve. The second group (5 persons), formed by
teachers more young people with better level of preparedness, more anxious and willing to
transform and take risks. When decisions must be made and the points of view among the
subgroups are polarized, one tends to make voting, by which almost always is the Group of the
oldest teachers who obtains a majority.
In these conditions are developed the school project whose priority is focused on literacy.
In this way were able to be accepted as PEC school. Concerning the academic results, the school

got one of the best places in municipal on the results of the last review IDANIS applied to
students who were by graduating from sixth. However, according to the final assessment to
students of the third, fourth and fifth, in the field of Spanish, low grades were obtained by
students. At the working meeting monthly with teachers, the director decided to show the overall
results, without particularize the groups (A or B) in which there was the lowest average,
preferring to do this individually with each of the teachers involved. Talking with them, each
undertook to implement a series of activities to improve the performance of the students in the
subject; however, when applied the latest assessment, returned to appear the same groups with
equal results. In this situation the director decided to "tighten" more and be more demanding
with all teachers. Began not to grant permissions, require punctuality, and demand the delivery of
the work plan and Check notebooks of the students. This generated tension between teachers
against the director and informal meetings between teachers to complain about his treatment
"despotic".

A teacher said that "the director is creating an atmosphere of constant discomfort, you do

head of the primary level says that the Secretary of Education requested that it resolved the
conflict. He has convened a meeting with those involved to reach.
What I learn?
There should not be aggressive checking and monitoring of workers especially in case of
academic institutes. The excessive monitoring can feel the workers deprived and make them feel
that their manager or head think as of them as irresponsible persons. Excessive monitoring
discourages those individuals who are self-motivated and even if they will not be monitored,
they will give their best because they have set the goals high for themselves.
