OnFebruary16,1962,PresidentJohnKennedysignedseveralExecutiveOrderswhichwouldallegedlygive
certaindictatorialpowerstoappointedbureaucratsintheeventa"NationalEmergency"shouldbedeclaredby
thePresidentwhicheverpresidentissittinginofficeatthedesignatedtime.Atthepresident'sdiscretion"in
anytimeofincreasedinternationaltensionoreconomicorfinancialcrisis",theE.O.'scouldtheoreticallybe
enacted.
TheseE.O.'ssignedbyKennedywouldgiveauthoritytotheFederalEmergencyManagementAgencyto
control:communications,energy,food,fuel,farms,transportation,highways,railroads,inlandwaterwaysand
seaports,health,educationandwelfare,draftscitizensintoworkforcesundergovernmentsupervision
relocationofpopulations,designatesareastobeabandonedas'unsafe'relocatescommunities,andcontrolsall
publicstoragefacilities.
OnFebruary27,1962KennedysignedE.O.11051designatingFEMAastheauthorizedagencytoimplement
theaboveorders,andwhichauthoritycanberedesignatedbytheoriginalauthority.
PresidentNixonsignedE.O.11490combiningalltheabovetobeenactedinonefellswooponJuly20,1979
Carteraddedafewminoramendmentstothemand,inJune,1994thenpresidentBillClintonsignedE.O.
12919,whichappearstoencompassalloftheE.O.'s.
WehavefoundnoExecutiveOrdersthatwouldnullifyanyoftheabove,soitappearstheyareallconsideredto
beonthebooksatthetimeofthisposting.
GiventhereisnoConstitutionalauthorityforanypresidenttodeclarea"NationalEmergency,"wehave
wonderedhowtheorchestratersofthisplanexpectedtosuccessfullyexecutetheE.O.'s.
Theplanfortotalcontrolofeveryaspectofourliveshasbeenunderconstructionforalongtime.Asyouread
theseexecutiveorders,bearinmindthattheymeannothingbythemselves.Theyarenotlaw,norcanthey
becomelawbyandofthemselves.
However,underlegislationthatiscurrentlypendinginmost(ifnotall)states,theycouldpotentiallytakeon
significantmeaning.
TheEmergencyHealthPowerslegislation,pendinginstatecapitolsallacrossAmericaifpassedwould
givethegovernorthepowertodeclareastateofhealthemergencybyexecutiveorder.Hethenwouldbeableto
handthereignsofpowertowhomeverhechoosesincludingthestate'semergencymanagementagency,
whichcouldessentiallyactasanarmoftheFederalEmergencyManagementAgency.
ApartfromandsometimescombinedwiththeseEmergencyHealthPowersActsarevaryingformsof
"antiterror"billsthatarevirtuallyredefiningthewords"terror,""terrorism,"and"terrorist."
Statesarebusyrightnow,creatingtheirownversionsofthefederalOfficeofHomelandSecurity.Thesestate
officeswilloverseetheprocessanddetailsoftheimplementationoftheseorders.Thatiswhyitissocriticalto
