REGULATION ORDINANCE NO. 2014-341
AN ORDINANCE DECLARING THE LAST SATURDAY OF JULY OF
EVERY YEAR AS ARBOR DAY IN THE CITY OF ILOILO AND FOR
OTHER PURPOSES

WHEREAS, Section 16, Art. II of the 1987 Philippine Constitution provides that
"the State shall protect and promote the right of the people to a balanced and healthful
ecology in accord with the rhythm and harmony of nature";
WHEREAS, Republic Act No. 10176 mandates that "all provinces, cities and
municipalities with their component barangays shall be required to revive, by
appropriate proclamation by their respective local chief executives, an Arbor Day at an

appropriate fixed date every calendar year as shall be deemed suitable according to the
proper time and season for planting trees in the respective component municipalities or
cities concerned';

WHEREAS, Section 458 (a) (6) of the Local Government Code states that the
Sangguniang Panlungsod shall "exercise such other powers and perform such other
duties and functions as may be prescribed by law or ordinance";
WHEREAS, there is a need for the collaboration of the City Government of lloilo
and that of its residents to combat the loss of our natural resources and rejuvenate our
environment by tree planting;
WHERES, the lloilo City Government and the Local Barangays as well as its
residents must work hand in hand for balanced and healthful lloilo City.
NOW, THEREFORE, be it ordained by the Sangguniang Panlungsod of the City
of lloilo, in session assembled, that:
Section 1. TITLE. - This ordinance shall be known as "ARBOR DAY ACT OF
ILOILO CITY".
Section 2. DECLARATION OF POLICY. - It is the declared policy of the State
to protect and promote the right of the people to a balanced and healthful ecology in
accord with the rhythm and harmony of nature. Tree have a vital role in the ecological
system. With this there is a need for the lloilo City Government and its residents to
work hand in hand in combating the loss of our natural resources and by recognizing
that planting trees or undertaking tree planting activities and providing for its effective
maintenance and sustainability, it will help rejuvenate our environment.
Section 3. - DEFINITION OF TERMS. - The following terms shall mean:

a. Arbor Day - a public working holiday in which individuals and groups are
encouraged to plant and care for trees.
b. Arbor Day Committee - committee composed of different LGUs and NGOs
for the implementation of this ordinance.
c. Trees - perennial plant with an elongated stem or trunk, supporting branches
and leaves in most species. In some usages, the definition of a tree may be
narrower, including only woody plants, only plants that are usable as lumber
or only plants above a specified height.
d. Ornamental Plants - plants that are grown for decorative purposes in
gardens and landscape design projects.
e. Seedlings - a young plant especially one that grow.
f. Tree Planting - process of transplanting tree seedlings, generally for
forestry, land reclamation or landscaping purposes.
Section 4. CREATION OF ARBOR DAY COMMITTEE. - In implementing the
intents of this ordinance, it shall be created in the City of lloilo an Arbor Day

Section 5. FUNCTIONS OF THE ARBOR DAY COMMITTEE. - The following


are the functions of the Committee:
1. Formulate plans and program necessary to achieve the intent of this
ordinance.
2. Specify the areas to be planted with trees and ornamental plants; and,
3. Monitor and record the activities and projects undertaken under this
ordinance.
Section 6. PROCLAMATION OF ARBOR DAV, DECLARING IT AS PUBLIC
WORKING HOLIDAY. - The Arbor Day Celebration shall be done every last Saturday
of July, provided, that the Arbor Day (Tree Planting) designated shall be declared as
public working holiday in order to ensure the participation of the different sectors of
society.

THOUSAND PESOS (Php 100,000.00) per year will be provided by the City of lloilo for
the operation and maintenance of the activity.
Section 8.
INFORMATION AND MONITORING. - For information and
monitoring purposes, all concerned agencies, department and institutions shall submit
to the Committee their accomplishment in relation to the Arbor Day Celebration.

Section 9. SUPPLY AND DISTRIBUTION OF SEEDLINGS. - The Agricultural


Officer shall be responsible in the supply and distribution of seedlings for the tree
planting program of the City of lloilo.
Section 10. PLANTING OF TREES. - All able-bodied citizens of the Philippines
residing in the City of lloilo, who are at least twelve (12) years of age, shall be
encouraged to plant at least one ( 1) tree every year.
Section 11. AREAS COVERED BY TREE PLANTING. - The Arbor Day
Committee shall specify the areas whether private or public, within the City of lloilo to be
planted or reforested, the Arbor Day Committee shall encourage the use of the endemic
or indigenous species during the observance of the Arbor Day designated by the city,
for private areas, consent of the owners are required.
Section 12. MAINTENANCE OF TREES OR ORNAMENTAL PLANTS. - The
Arbor Day Committee, barangay officials and deputized non-governmental
organizations shall be responsible for the maintenance of such trees.
Section 13. SEPARABILITY CLAUSE. If any provisions of this Ordinance or
any part thereof be declared invalid or unconstitutional, the remaining provisions not
affected shall continue in full force and effect.
Section 14. REPEALING CLAUSE. - All ordinances, resolutions, executive
orders or regulations and other issuances inconsistent with the provisions and/or
purposes of this ordinance are hereby repealed, amended or modified accordingly
Section 15. EFFECTIVITY CLAUSE.
immediately upon approval.
