REGULATION ORDINANCE NO. 2014-391


AN ORDINANCE CREATING THE ILOILO CITY SENIOR CITIZENS AND PERSONS WITH
DISABILITY (PWD) COUNCIL AND FOR OTHER PURPOSES
Sponsored by Councilor Armand S. Parcon and unanimously co-sponsored by
Councilors by Lady Julie Grace L. Baronda, Jose Efrain G. Trenas Ill, Liezl Joy
Zulueta-Salazar, Radel F. Agado, Lyndon V. Acap, R Leone N. Gerochi, Carlos P.
Guarin, Jason R. Gonzales and Eduardo L. Penaredondo
WHEREAS, pursuant to Republic Act No. 9994 (The Expanded Senior Citizens Act of 2010) and
l__~epublic Act No. 7227 (The Magna Carta for Disabled Persons) amplifying the constitutional mandate of giving
~mary concern to the elderly and persons with disability (PWD), as among the priority groups, and provisions of
social services necessitates the mandatory execution of the general appropriation acts institutionalizing the
provisions of agency budgets, including local government units for plans, programs, projects and activities
intended for senior citizens and persons with disability (PWD);

WHEREAS, to further support the Philippine Plan of Action for Senior Citizens and the Republic Act No.
7227 (The Magna Carta for Disabled Persons), DBM-DSWD Joint Circular No. 2003-01, and Republic Act No.
7160 (The Local Government Code), in improving the total well-being of the senior citizens and persons with
disability, all Local Chief Executives are hereby encourage to:

1. Establish a City and Municipal Council for the Elderly and PWD's which shall formulate policies
and adopt measures mutually beneficial to the elderly and to the community, appropriating funds
therefore, consistent with Section 446 9XVll), Section 456 (5) (XVII) of the Local government Code.
WHEREAS, the City of lloilo hereby commits for the furtherance and the improvement of the welfare and
conditions of our senior citizens and persons with disability (PWD) who deserve some special concern and care
for all sectors.
NOW, THEREFORE, be it ordained by the Sangguniang Panlungsod of the City of lloilo, in session duly
assembled:
ARTICLE 1. TITLE. - This ordinance shall be known as "AN ORDINANCE CREATING THE ILOILO
CITY SENIOR CITIZENS AND PERSONS WITH DISABILITY (PWD) COUNCIL AND FOR OTHER
PURPOSES".
ARTICLE 2. - CREATION AND COMPOSITION. -It is hereby created the lloilo City Senior Citizens and
Persons with Disability (PWD) Council to be composed of the following:
Chairman
Vice Chairman
Members

- The City Mayor or his duly authorized representative


- SP Chairman, Committee on Elderly and PWD's
- OSCA Chairman
FSCAP President and Vice President
CSWDO representative
DILG representative
PDAO representative
City Budget Office representative
City Health Office representative
DTI representative
Other member(s) as appointed by the City Mayor

ARTICLE 3. FUNCTIONS AND POWERS. - The lloilo City Senior Citizens and PWD Council shall have
the following functions and powers:
1. To formulate policies and adopt measures affecting various plans, programs, projects and activities
geared towards the promotion and development of moral, spiritual and physical well-being of the elderly;

2. To assist and monitor in the effectiveness of the implementation of the policies , projects, services and
~related activities undertaken for the uplifbnent of the welfare of the senior citizens, the PWD sectors and the
community;
3. To share resources if necessary, to ensure the effective implementation of the various plans,
_~__..projects and activities for the benefit of the senior citizens and PWD sector;
4. To coordinate closely and maintain linkages with the local government unit and other instrumentalities
of the government the Office of the Senior Citizens Affairs (OSCA}, the Federation of Senior Citizens Association
of the Philippines (FSCAP) and the Persons with Disabilities Affairs Office (PDAO) and to harmonize all related

endeavors and giving full support for the enhancement of the total well-being of the senior citizens and PWDs and
their full participation in the society;

5. To serve as a venue for the discussion and resolutions of various problems, issues and concerns
affecting the interest and welfare of the senior citizens and PWDs and to perform such other related functions as
it may deem best.
ARTICLE 4. EXECUTIVE OFFICERS. - The lloilo City Senior Citizens and PWD Council shall have the
following Executive Officers:
a. Chairperson
b. Vice Chairperson
c. Secretary
d. Treasurer
e. Auditor
f. Business Manager
g. Public Information Officers
ARTICLE 5. ELECTIONS. - Officers enumerated in Article 4 letters to (g) are elected among the
members of the council.
ARTICLE 6. MEETINGS. - Three (3) months after the assumption of office by members, the City Mayor
as the Chairperson, shall convene and elect their Executive Officers.
The Executive Officers of lloilo City Senior Citizens and PWD Council shall meet at least once a month
on the date and place agreed upon by the members present.
ARTICLE 7. QUORUM. - For meetings in the Council and on the Executive Officers, the attendance of
50% plus one of the members of the Executive Ollicers, as the case may be, shall constilu1e a quorum.

ARTICLE 8. FUNDING. - The City of lloilo shall provide an adequate budget for the council for its
annual operations.

ARTICLE 9. SEPARABILITY CLAUSE. - In the event that any provision of this ordinance is declared
invalid, the other provision thereby shall remain in full force and effect
ARTICLE 10. REPEALING CLAUSE. - All local laws, rules and regulations which is inconsistent with
1s ordinance are hereby repealed or modified accordingly.
ARTICLE II. EFFECTIVITY CLAUSE. - This ordinance shall take effect immediately.
