REGULATION ORDINANCE NO. 2014-448
AN ORDINANCE CREATING THE INFORMATION TECHNOLOGY SYSTEM DIVISION, CITY
MAYOR'S OFFICE WITH THREE NEW POSITIONS AND APPROPRIATING THE NECESSARY
FUNDS THEREOF
Sponsored by Councilor Jason R. Gonzales, duly seconded by Councilors
Eduardo L. Penaredondo, Liezl Joy Zulueta-Salazar and Lyndon V. Acap
WHEREAS, in a letter dated September 10, 2014, the Honorable City Mayor Jed Patrick E. Mabilog
requested for the passage of an ordinance creating a new division in the plantilla of the aty Mayor's Office to be
known as Information Technology System Division as well as the creation of three (3) new positions under the
said division;
WHEREAS, the purpose of such creation is geared towards integrating all of the city governmenfs
infotech structure and systems as well as minimizing the processing time for all of its information-based public
transactions;
WHEREAS, the specific goal of the Information Technology System Division is to establish a central
electronic data center that will consolidate and archive all information pertinent to the city government plans,
programs and projects as well as handle database maintenance and network monitoring , installation and
equipment services;

WHEREAS, Section 76 of Republic Act 7160 otherwise known as the Local Government Code of 1991
provides, that
Every LGU shall design and implement its own organizational structure and staffing pattern taking
into consideration its service requirements and financial capability, subject to the minimum standards and
guidelines prescribed by the Civil Service Commission.

WHEREAS, the proposed creation entails a minimal cost on the part of the lloilo City Government as
such said request is deemed necessary, urgent and for the best interest of the service.
NOW, THEREFORE, be it ordained by the Sangguniang Panlungsod of the City of lloilo, that
Section 1. - There is hereby created an Information Technology System Division in the plantilla of
positions under the City Mayor's Office;
Section 2. - Three (3) new positions under the aforementioned division are hereby craated, to wit
a) One (1) Information Technology Officer II, SG-22
b) One (1) Information Systems Analyst II, SG-16
c) One (1) Computer Programmer I, SG-11
Section 3. - There is hereby appropriated the necessary funding for the purpose.
