A new Central Committes of 166 members was elected, as well as the CC Presidium. of -35 members and an Executive Committee of 12 members. .Stane Dolane was elected Secretary of the Executive. Committee. What is ‘the most important aspect of the Terith Congress of the League of Yugoslavia, held in Belgrade May 27-30? It is the strengthening of ‘the army generals' position in the top echelon= of the party.“ The theme of. the gathering -- a "congress of stabilization" -- makes it easier to understand why the army generals are to play an important role in a tightening-un of policy on both state and party levels. For the first time in many years, an active duty general, ivan Kukoe [ku-koch], a Croat, has become a member of the party's Executive Committee. Two generals are in the 39-mexber Presi- dium of the Central Committee: Nikola Ljubicie, a Serb, the ‘country's Minister of Defense, and Dzemail Sarac [sha-rats], a Moslem, the leader’ of the army party organization. In the 166- member Central Committee there are 1§ generals as well as other army officers. Recently an active-duty army general, Franjo Herljevic, a Croat, was appointed Yugoslavia's new Minister of Internal Affairs, Another army general, Dr. Vuko Coce-Gucetic lgo-tse-gu-che-tich], also a Croat, was appointed Yugoslavia's new Public Prosecutor. .. This strengthening of the army's position in both the state and the party apparatuses is obviously-designed t.» demon-~ strate Ti to's and his chief ides’ resolve to defend the country's unity. and independence against internal and external enemies. - * Speechés delivered at the Tenth Congress were full of pledges that Yugoslavia's independence will be defended against any possible aggressors. There is no doubt that the Yugoslav army has been the only solid guarantor--with the exception of President Tito himself, whose prestige and authority has beem beyond -anv doubt-- ‘that the country would survive after Tito's death. On May 30, the last day of the congress, Tito was elected President of the LCY “with no limitation of mandate." The 9 proposal made by Macedonian leader Lazar Xolisevski was enthusias- tically greeted by the delegates, who rose to their feet and o sang the old partisan song: "Comrade fito we swear to you that cwe shall rever deviate from your road’ and "We belong to Tito and Tito belongs to.us!" . The: newly-elected Executive Committee (formerly Executive Bureau) is composed of 12 members (previously eight). Six of. them were elected from among the CC Presidium members and six from among the ordinary CC members. The proportion is even greater in the 166-member Central Committee dn which each of the six republican parties delegated 20 members, e the two provincial parties 15 members each and the army 15 members.
