REGULATION ORDINANCE NO, 2015-029


AN ORDINANCE CREATING A PHlLHEALTH TRUST FUND FOR
MATERNITY CARE PACKAGE (MCP), ANIMAL BITE TREATMENT
CENTER (ABTC) AND TB-DOTS PACKAGE IN THE CITY OF ILOlLO

WHEREAS, Philippine Health Insurance Company has improved its health services through
the years providing Maternity Care, Animal Bite Treatment and TB-DOTS Packages to its members;

WHEREAS, the Iloilo City Government, through its rural health units and maternity clinic and
in support with the program of the National Government, adopt the health services mentioned above
for the benefits of the city populace;

WHEREAS, Section 305 (e) of the Local Government Code of 1991 states that Trust Funds in
the local treasury shall not be paid out except in fulfillment of the purpose for which the trust was
created or funds received;

WHEREAS, opening a new separate bank account for the packages mentioned above shall be

f for a convenient utilization of the funds for its specific purpose.

NOW. THEREFORE, be it ordained by the Sangguniang Panlungsod of the City oflloilo, that:

Section I. - This ordinance shall be known as "AN ORDINANCE CREATING A


PHILHEALTH TRUST FUND FOR MATERNITY CAfilPACKAGE (MPC), ANIMAL BIT£
TREATMENT CENTER (ABTC) AND TB-DOTS PACKAGE".

Section 2. - GRANT OF AUTHORITY TO THE CITY MAYOR - The City Mayor is


granted an authority thru the City Treasurer and the City Administrator to open new separate account
for Maternity Care Package (MCP), Animal Bite Treatment Center (ABTC) and TB-DOTS Package.

Section 3. - An individual ledger for each package must be provided to closely identify and
monitor the funds that are getting into and out of the account.

Section 4. - Petty Cash Fund may be provided for each of Rural Health Units (RHU)/District
Health Center in accordance with the City Accounting Office Guidelines as follows:

4.1 That RHU/District Health Center Chief will be bonded and they could
make cash advance up to P 10,000.00;

4.2. No reimbursement will be allowed from the City Accounting Office;

4.3. That a maximum ofP 1,000.00 is allowable per receipt;

4.4 Replenishment is allowed if 75% of the amount has already been


expended.

Section 5. -Trust Fund will be disbursed in accordance with Philhealth Guidelines as follows:

5.1. In order to ensure sustained availability of DOTS Contingency Fund as well as fairness
among health personnel in terms of honoraria allocations, we shall abide by the following prescribed
DOTS Funds allocations and dispositions:

a. Referral of TB Symptomatic diagnosis as Active TB Case(+), (-) P 100.00 for


BHWs/TB Task Force;
b. DOTS Treatment Partner sputum(-), X-ray(+) P 400 00 for Health Staff;
c. Clinical Consultation: Private or DOTS Unit P 1,000.00 for DOTS referring
Physician or DOTS Physician
d. Sputum Microscopy is P300.00 for DOTS Unit Microscopy
e. Recording and Reporting P 200.00 for DOTS staff in-charge of Recording and
Reporting;
f. TB Diagnostic Committee Evaluation OP 700.00 for TB Diagnostic Committee
Members;
g. Pooled in Contingency Funds (medicines, supplies, reagents, etc.) 1,200.00 FOR
dots Unit;
h. Production of forms P 100.00 for DOTS Unit.

5.2 Maternity Care Package

a. This package covers the essential health services during antenatal period, entire
stages of labor, normal delivery and immediate post-partum period including follow-
up visits with the first 72 hours and 1 week after dellvery.

b. This package may be availed in hospitals, infirmaries/dispensaries and birthing


homes/maternity clinics with the following rates:

Health Care Institutions MCP Package Rate

1. Hospitals p 6,500.00
2. Infirmaries/Dispensaries, Birthing Homes/
Maternity Clinics 8.000.00

c. The professional fee shall be 40% of the package rate while the remaining 600/o
is for the facility fee.

d. The minimum stay of the mother in the facility shall be 24 hours

e. Availment of this package shall be charged one (10 day to the annual 45-day
benefit limit.

5.3 Newborn Care Package

a. This package shall cover essential health services that newborns must receive
within the first hours of life regardless of the method of their delivery and
presence of co-morbidities.
b. The amount of the package shall be Pl,550.00 and paid to the facility, the
package has the following components;

A. Essential Newborn Care


1. Immediately drying of the baby, early skin to skin
contact timely cord clamping, non-separation of
mother/baby for early breastfeeding initiation, eye
prophylaxis, vitamin K administration, weighing of
the newborn, first dose of hepatitis B and BCG
vaccine P500.00

2, Professional fee P500.00

B Newborn Screening Test (for metabolic diseases) P550.00

5.4. The Animal Bite package reimbursement shall be paid directly to the PhilHealth ~
Accredited Animal Bite Treatment Centers (ABTC). The disposition of payment shall be as
follows:

a. P2,700.00 as fund for the purchase of drugs (e.g. vaccines, immunoglobulin, and
antibiotics) and supplies required for the delivery of the package.

b. P 300.00 as health staff service fee to be divided equally among the ABTC staff who
are directly involved in the provision of health services.

Section 6. Separability. - If any provision of this ordinance is held unconstitutional or invalid


other provisions hereof which are not affected shall remain in full force and effect.

Section 7. Repealing Clause. - All other provisions of existing ordinances, resolutions and
executive issuances inconsistent with this ordinance are hereby repealed, amended or modified
accordingly.

Section 8. Effectivity. - This ordinance shall take effect upon approval.
