REGULATION ORDINANCE NO. 2015-384
AN ORDINANCE GRANTING ILOILO SPORTSMEN, INC., FRANCHISE
TO OPERATE ILOILO COLISEUM AS COCKPIT ARENA WCATED AT
BRGY. SAN ISIDRO, JARO, ILOILO CITY.
Sponsored by Councilor Lyndon V. Acap, duly seconded by Councilors Lady
Julie Grace L. Baronda, Liezl Joy-Zulueta Salazar and Jason R Gonzales
WHEREAS, Section 458, paragraph 3 of the Local Government Code of 1991 empowers
the Sangguniang Panlungsod to enact ordinances granting franchises and authorizing the

issuances of permits or licenses;

WHEREAS, Presidential Decree No. 449 as amended by Presidential Decree 1310

provides that only one cockpit shall be allowed in each city or municipality; provided however,
that in cities and municipalities with a population of more than one hundred thousand, two
cockpits may be established, maintained and operated in the Poblacion and one in each city or
town district;

WHEREAS, lloilo City has a population of 424,619 as of May I, 2010 is composed of

180 barangays and it was divided into seven administrative districts.

WHEREAS, records show that the City oflloilo had only granted one franchise to operate

a cockpit arena located at the District of Mandurriao;

WHEREAS, an application for franchise to operate Iloilo Coliseum as cockpit arena

located at Brgy. San Isidro, District of Jaro, was submitted by Mr. Luis M. Tinsay, President and
General Manager of Iloilo Sportsmen, Inc.;
WHEREAS, the proposed cockpit arena complies with Section 3 of Regulation Ordinance
No. 2001-185 specifically distances from schools, places of worships, and such other wning rules
and regulations~
NOW, THEREFORE, be it ordained by the Sangguniang Panlungsod of Iloilo City in
session assembled that:
Section 1. Franchise. Franchise to operate lloilo Coliseum a cockpit arena is granted to
Iloilo Sportsmen, Inc.
Section 2. Franchise Location. Iloilo Sportsmen, Inc. is authorized to operate Iloilo
Coliseum as cockpit arena located at Barangay San Isidro, District of Jaro.

Section 3. Period. This franchise is granted for a period of Ten (JO) years.
Section 4. Limitation. This franchise maybe terminated or withdrawn before the
expiration of the period granted when the general welfare of the inhabitants or when such other
utmost considerations so requires.
Section S. Effectivity.
