REGULATION ORDINANCE NO. 2016-204

AN ORDINANCE CONVERTING VALERIA STREET INTO A TWO-WAY
STREETS FROM CORNER GEN. LUNA-VALERIA STREETS TO CORNER
VALERIA-DELGADO STREETS SUBJECT FOR EXPERIMENTATION FOR A
PERIOD OF NOT MORE THAN SIXTY (60) DAYS
Sponsored by Councilor R Leone N. Gerochi, duly seconded by
Councilors Eduardo L. Pefiaredondo and Reyland V. Hervias
WHEREAS, there is a noted traffic congestion in front of Atrium, Gen. Luna Street,
City Proper, Iloilo City, as well as in the Delgado, Quezon and Delgado - Mabini
intersection;

WHEREAS, the Transportation Management and Traffic Regulation Office [TMTRO)

after due observation has proposed for the conversion of Valeria Street into a two-way
street until corner Gen. Luna-Valeria Streets to corner Valeria-Delgado Streets;

WHEREAS, under the General Welfare Clause of the Local Government Code, local
government units shall exercise the powers essential to the promotion of the general
welfare, as well as to preserve the comfort and convenience of their inhabitants;
WHEREAS, Article Ill, Section 458 (5), of Republic Act 7160 otherwise known as the
Local Government Code of 1991, empowers the Sangguniang Panlungsod:

"v. To regulate the use of streets, avenues, alleys, sidewalks, bridges,

parks and other public places, and approve the construction, improvement,
repair and maintenance of the same; establish us and vehicles stops and
terminal or regulate the use of the same by privately owned vehicles which
serve the public; vehicles when not in use, regulate the putting up of signs,
sign ports, awning and awning posts on streets; provide for the lighting,
cleaning and sprinkling ofstreets and public places.
vi. Regulate traffic on all streets."
WHEREAS, there is a need to determine the viability of the said proposal of the
TMTRO by way of formal experimentation.
NOW, THEREFORE, be it ordained by the Sangguniang Panlungsod of the City of
Iloilo, in session assembled, that the Valeria Street be converted as two-way street, as
follows:

Section 1. - The conversion of Valeria Street into a two-way street shall only be up
to the intersection of Valeria - Delgado Streets;
Section 2. - Private vehicles only shall be allowed to make a right turn from Gen.
Luna Street towards Valeria Street;
Section 3. - All private vehicles making a right turn to Valeria Street from Gen. Luna
Street are allowed to make a left turn at Solis Street and right turn towards Delgado
Streets, such vehicles are not allowed to go beyond the intersection of Delgado-Valeria
Streets to make a left turn at the Valeria-Delgado intersection.
Section 4. - The TMTRO shall manage the experimental route which shall have a
period of not more than sixty (60) days;
Section 5. - Should the TMTRO determine that the measure is not viable or causes
inconvenience rather than convenience to the public the said department may choose to
stop the experimentation.
Section 6. - The TMTRO shall submit a report to the Sanggunian within the said
period as to whether or not the said traffic measure shall be made permanent;
Section 7. - Let a copy of this ordinance be furnished to the Transportation
Management and Traffic Regulations Office (TMTRO) and the establishments concerned;
Section 8. - This ordinance shall take effect immediately upon approval.
