1. Had joined this great organisation called Indian Railways on 9th Nov1977.

Retiring
after a rich experience of 37 years and 5 months on 31st March2015.
2. During this long journey, had experience in maintenance of Electrical assets, R&D,
General Administration, Teaching in the prestigious Railway Staff College & Indian
Railway Institute of Electrical Engineering and finally worked in the Planning
Directorate of the Ministry, the apex Body.
3. I can say with pride that Indian Railways is a totally committed organisation and
absolutely impartial. At no point of time in my service I had to approach for any
favours from anybody. Whatever was due to me was given by the organisation on my
due turn without any fuss. Whether it was foreign trainings, good postings, career
progression or any other perk of the service, it came in my way automatically. Till the
time of my retirement I even do not know as to which Section of what Office deals
with my Service matters . Because there never was any need for me to find out the
same. Absolutely unbiased, impartial and Rules following organisation. Kudos and a
BIG THANKS to Indian Railways.
4. My biggest achievement was complete removal of huge encroachments from Railway
Land, while working as Divisional Railway Manager in Asansol Division from August
2005 to July 2007. The Railway colonies were encroached by outsiders for more than
50 years. There were as many outsiders living in the Railway Colonies as were the
Railway Employees. They used to draw free electricity and free water from railway
lines apart from encroaching the land. Local political leaders had opened their party
offices on the railway land and no railway staff had courage to stop them from doing
so. The staff were in deep trouble and in constant tension. Bootlegging and other
illegal activities were rampant in the railway colonies by these outsiders. Some efforts
were made in the past, but could not succeed due to stiff resistance by different
political parties and even by local police. The encroached dwellers were paying
monthly sums to local mafia who were managing the allotment (.) of these
unauthorized dwellings.
5. I studied the whole situation and formed following strategies:

Called Press Conferences
Spoke to shopkeepers, Rikshawallas, other Govt employees, hawkers, coolies,
thela wallas, prominent citizens
Spoke about the problem in all Cultural events
Held 15th August function in Stadium & spoke about it for one hour in Bengali

OFFENCES AND PENALTIES
Section 135. (Theft of Electricity): -- [(1) Whoever, dishonestly, - (a) taps, makes or causes to be made any connection with overhead,
underground or under water lines or cables, or service wires, or service
facilities of a licensee or supplier as the case may be; or ------------ damages or
destroys an electric meter, ----------shall be punishable with
imprisonment for a term which may extend to three years or with fine or with both:
Provided also that if it is proved that any artificial means or means not
authorized by the Board or licensee or supplier, as the case may be, exist for the
electricity has been dishonestly caused by such consumer.
Without prejudice to the provisions of this Act, the licensee or supplier, as
the case may be, may, upon detection of such theft of electricity, immediately
shall lodge a complaint in writing relating to the commission of such offence in police
station having jurisdiction within twenty four hours from the time

11.Duties of members of the Force:-It shall be the duty of every superior officer and
member of the Force (b) to protect and safeguard railway property;
(d) to do any other act conducive to the better protection and security of railway
property.
12.Power to arrest without warrant:-Any superior officer or member of the Force
may, without an order from a Magistrate and without a warrant, arrest (a) any person who has been concerned in an offence relating to railway property
punishable with imprisonment for a term exceeding six months, or against whom a
reasonable suspicion exists of his having been so concerned.

14. CHRONOLOGY
a. Joined in August 05
b. 1st attempt in February 06- FAILED due to no help promised by Police
c. 2nd attempt in April 06- FAILED due to declaration of bi-Elections of
Parliamentary constituency
d. 3rd attempt in Jun 06- FAILED due to arrest of an IOW and consequent fear in
Supervisors
e. 4th attempt on 15th July 06- Succeeded - three hours of freedom and then
stopped by Civil administration- GT Road jammed
f. MP called a meeting and shouted at DRM in presence of DM, SSP, ASP, ADM ,
SDO, Mayor, MLA and Sabhadhipati
g. A meeting held with Mayor, ADM & ASP
h. Foot to foot survey undertaken
i. Demolished the Structure of the Leaders
j. And then it was a never ending process
15. OBSTACLES FACED
a. Children of Railway Officers were Gheroed while coming back from school
b. Court case filed against DRM by name for burning National Flag
c. Death threat received on phone
d. MP made a written complaint by name against DRM to Chief Secretary(replied with photographs taken)

16. The whole process of removal took 8 to 10 months but the encroachments were
removed completely and finally. Following advantages accrued from this drive.
a. Rs 5 Lakhs per month of Electricity saved
b. Water problem & Voltage drop problems in the colonies got solved
automatically
c. Morale of the Staff was upbeat
d. No squatters were available during Bandhs
e. Crime in the Colonies drastically reduced
f. A retired Guard donated his personal money of Rs 30 Lakhs for building
Science Lab of Railway Girls School (Mr Bhabotsh Sanyal)
g. Admission to children of Railway employees was given on priority in
prestigious Schools of Asansol .
h. When Railway people used to visit crowded shops in the evening, they were
served on priority .
i. A Railway Institute in SITARAMPUR which was closed for 15 years due to
Court case, was opened in 15 minutes
j. DRM was invited as Chief Guest in Engg college Convocation, Annual meet of
St Francis School, Gujrati Sabha, Aggarwal Society, Lions Club, Asansol Club,
Air Force station, IISCO, ECIL, Temple inaugurations, Blood Donors
Association, Haj committee, Lawyerss Association, Faize-aam, Sex Workers
NGO- AASHA, Opening Ceremony of Vijaya bank, Inauguration of Kolkata
Mall, various Pooja committees, Journalists Association, Raniganj Chambers
of Commerce, Sheetla Handicapped Society
k. With the released Bricks, we could make the boundary wall around entire
colony free of cost
l. Sale of Hindi News Papers increased .
m. Rates of Property & Land in Asansol increased .
n. Asansol Division Won 21 shields out of 32; in April 06- And 27 out of 32
Shields in April 07 in the yearly contest of 4 Divisions.

WHEN WE TAKE CARE OF OUR PEOPLE, THEY TAKE CARE OF THE SYSTEM
VOICE OF THE PEOPLE(Public opinion) IS THE BIGGEST POWER OF

19. I have made a Power Point presentation of the whole process with photographs and
newspaper cuttings of that time and if required; I can present it to a willing audience.
The whole work was captured by ZEE Bangla and it was telecast by them in their 10
minutes long TV serial Wah Bangla on 15.8.2007. I have the CD of the Program.
20. My 2nd biggest contribution to Indian Railways was computerization of Time Tabling in
Railway Staff College. When I joined this College in April 2001; the exercise of
timetabling which is a weekly exercise was carried out by one Senior Professor and
one PA spending four hours of time every day. I developed a software in Visual Basics
for Applications using EXCEL and computerised the whole process by using the
available in-house resources. After this computerization of timetabling was done, my
PA Smt. Jaya Mehta was preparing the Time Table on her own by spending as little as
15 minutes time of her time every day.
21. The above two are my personal contributions to Indian Railways. I am not mentioning
about the usual work performed at different posts by me, which is done by
everybody.
22. In my next birth, I would request GOD to let me again serve the Indian Railways only.
