I INTERNATIONAL SCIENTIFIC-PRACTICAL CONFERENCE "LVIV FOR


UKRAINIAN LANGUAGE IN THE WORLD"

I International scientific-practical conference "Lviv for Ukrainian language in the


world" was held on 21-22 February 2011 on the occasion of International Mother
Language Day. The initiator and organizer of this event was MIOK.
The conference was attended by 157 participants from
Ukraine(Lviv,Kyiv,Odessa,Zaporizhia,Dnipropetrovsk,Ternopil,Sumy,Kharkiv,Nizhy
n,Donetsk) and ten countries of the
world:Belarus,Brazil,Georgia,Spain,Canada,Kyrgyzstan,Poland,Transnistria,Russia,R
omania.
At the grand opening participants of conference were congratulated by Iryna
Klyuchkovska,as well as Bogdan Morklyanyk,pro-rector of research and educational
work and issues of social development of Lviv Polytechnic National
University,Lyubov Kolomiyets,Deputy Head at the Department of Culture,and Iryna
Gayduk,main specialist at the Department of Education Department of Humanitarian
Policy of Lviv City Council. In particular,pro-rector Bogdan Morklyanyk emphasized
in his speech:Languages connects people. Ukrainian as a foreign language connects
everybody,who wants to discover something new about Ukraine and worthily
represent our country at international global space.
At the plenary session of the conference were considered theoretical problems of
teaching Ukrainian language as foreign,in particular were discussed such issues
as:Ukrainian language as the factor of preserving national identity of Ukrainians in
the world;Ukrainian language as foreign is the source of spread of knowledge about
Ukraine in the international community;qualitative textbooks,manuals,modern
methodological support of education and of teaching Ukrainian language are
guarantee of broadening the circle of concerned Ukrainians and foreign nationals in
cooperation with Ukraine and Ukrainians; perfecting Ukrainian and foreign
experience of the organization and functioning of locations for studying Ukrainian
language,Ukrainian-language schools;latest methods of teaching Ukrainian language
for Ukrainians and foreign nationals;issues of training experts in Ukrainian studies;
technologies of teaching and standardization of studying the Ukrainian as a foreign
language etc.

Iryna Klyuchkovska outlined directions of work,which Institute is carrying out to


support Ukrainian schooling of different levels worldwide.In particular, she told
everyone present about MIOK educational projects - Step to Ukraine and
Ukrainian education in Russia,and also about educational and methodical
providing,developed by the members of Institute,about close relationship,applied by
Ukrainian Studies Centers in the world. Important part of the work of Institute are
congresses The Diaspora as a Factor of Consolidating the Ukrainian State in the
Global Community ,which regularly discuss educational issues too. Lviv
Polytechnic National University today is almost the most influential ground for
scientific-methodical community of teachers of Ukrainian language. MIOK has got
serious reputation in Ukraine and world,where Ukrainian diaspora work actively.
With interesting and informative reports at the plenary session made a speech
Evgeniya Petrova,member of Committee of Native Schooling Directorate of The
Ukrainian National Federation of Canada, Anna Khranyuk,teacher of Ukrainian
language at the Adam Mickiewicz University(Poznan,Poland),Yuriy Chopyk,head of
the Association Ukrainian community in Spain for rights, honour and dignity of
Ukrainians(Spain),Iryna Pharion,Associate Professor at the Department of
Ukrainian language at Lviv Polytechnic National University.
Olesya Palinska and Oksana Turkevych have presented first part of educational
complex of Ukrainian as a foreign language STEP-1,established at Institute.
Manual was released with funding from charitable Foundation Vidrogenia
(Switzerland),which President is doctor Bogdan Havrylyshyn.
During the presentation exchange of experience in learning Ukrainian language as
foreign and Ukrainian studies both in Ukraine and abroad took place. Sets of
textbook were gifted every participant of Conference.STEP-1,together with
achievements of International Summer Ukrainian Language and Culture School Step
to Ukraine on Conference were presented by Olesya Palinska and Oksana
Turkevych.

English Teacher at the Department of Education in City of Toronto,teacher of


Ukrainian Studies courses of the Native School of UNO of Canada,head of
Committee of Native Schooling Directorate of The Ukrainian National Federation of
Canada Oksana Levytska (Toronto,Canada) made a report Current State of
Ukrainian schooling of UNO of Canada and its development prospects.
About the state of studying Ukrainian as a foreign language,as well as about
experience of holding International summer schools at Ivan Franko National
University of Lviv were informed by Assistant Professor at the Applied linguistics
Department at Ivan Franko National University Oleksandra Antoniv. Remarkable
interest of Conference participants was attracted by report of Anna Khranyuk,teacher
of Ukrainian language at the Adam Mickiewicz University(Pozna,Poland) on the
topic Artistic amateur of students as the method of studying Ukrainian language and
culture,Tetyany Panasyuk(Poland),coordinator of cooperation and international
relations,teacher of Ukrainian language at the inter-school teaching site of Ukrainian
language in Warsaw.
Presentations were continued by representatives of Ukrainian Studies Centers
abroad,together with teachers of Lviv Polytechnic National University,Ukrainian
Catholic University and Ivan Franko National University of Lviv.
One of the aspects of discussion was the establishment of Joint Authorship to
create manuals of Ukrainian as a foreign language and cooperation between
institutions that were represented at conference.
RESOLUTION
of I International scientific-practical conference "Lviv for Ukrainian language
in the world"
Having heard and discussed reports of participants,conference Lviv for Ukrainian
language in the world approved:
*request the Ministry of Education and Science, Youth and Sports of Ukraine to
create specialty Ukrainian as a second language in order to prepare instructors of
Ukrainian as a second language;
*sign cooperation agreement between Lviv Polytechnic International Institute of
Education, Culture and Relations with Diaspora and Oles' Honchar Cultural Center of
the Ukrainian language of The National Mining University of Dnipropetrovsk;
*establish Testing Center of Ukrainian as a foreign language;
*create Coordinating Council of Specialists of Ukrainian as a second language in
order to create Nationwide educational programme for various levels of certification.

II International Scientific-Practical Conference "Ukrainian language in the world"


was held on 8-9 November 2012.Symbolically, the conference was held on the day of
Ukrainian writing and language, which is celebrated in Ukraine since 1997 on
November 9.
And it is no coincidence: because the native language - a powerful tool for the
preservation of Ukrainian national identity abroad, and its studying and
preservation - one of the main directions of work of Ukrainian communities in the
world. How to learn Ukrainian abroad, how to organize the studying, what are the
prospects, developments and issues of Ukrainian Language Education-this is what the
participants were talking about.
72 scientists and practicing teachers from different Ukrainian regions,as well as
from 10 countries,such as
Australia,Argentina,Armenia,Canada,Germany,Poland,Transnistria,Russian
Federation,Slovakia and Hungary,agreed to take part in the conference.
In her report at the opening of the conference Irina Klyuchkovska emphasized:
"Every state that takes care of its name in the world,of its prestige, authority, its
interests, worries about the spread of its language in the international community,
investing considerable intellectual and tangible resources in this affair. In order to
sound Ukrainian language in the world, Ukraine should identify both inside and
outside, as separateness,as otherness of the variety that surrounds it. "
The conference was held in the form of three round tables: "Educational and
methodological providing of the Ukrainian as a second language", "Ukrainian studies
centers in the world", "Methods of teaching Ukrainian as a second language." The
participants were also able to get acquainted themselves with new books and manuals
of UMI, particularly MIOK presented "Journey to Ukraine."

Conference participants also took part in master classes with invited lecturers Malgorzata Smerechnyak from Katowice (Poland) and Vira Makovska of Greifswald
(Germany).
Lively and vivid illustration of how well you are able to learn Ukrainian language
abroad was the performance of student theater of Adam Mickiewicz University
(Poznan), led by Anna Hranyuk, teacher of Ukrainian language at the Poznan
University. Young actors not only showed good language skills, but also gave
participants a real aesthetic pleasure, having put brilliant performance of "The Night
Before Christmas" by N.Gogol work.
Conference participants and guests have watched a film,produced by Canadian of
Ukrainian descent Daniel Stodilka,called "Kingdom Reborn: Treasures of Galicia",
visited the city center, and most important- talked to colleagues and people on the
same page and established themselves. Because conference is a great opportunity to
impose contacts, agreements on future cooperation, development of plans for the
future.
Organizing Committee is grateful to all participants for their interesting reports,
participation in discussions, presentations and conversations, and most important - for
their professionalism, activity and concern. In fact, according to Irina Klyuchkovska
words,"noting the emergence of a new Ukrainian presence in the world and increment
of the range of use of the Ukrainian language in the world that spreads mainly thanks
to Ukrainian diaspora and the creation of Ukrainian Studies centers, we have to state
that these processes occur only owing to heroic efforts of our people who find
themselves outside of Ukraine in various circumstances and by different reasons. "

RESOLUTION
of II International scientific-practical conference Ukrainian language in the world"
As a result of discussions and debates,participants came to conclusion about the
necessity:
1. to create the UMI educational providing with taking into account the newest
technologies of teaching of Ukrainian as a foreign language(creation of distance
courses,online-projects etc);
2. to prepare experts in teaching of Ukrainian as a foreign language (establishment of
the new specialty Ukrainian as a foreign language,holding of seminars for
teachers);
3. to create the newest methods of teaching Ukrainian language in Ukraine and in the
world.
Having listened to reports and discussed them, participants of conference Ukrainian
language in the world decided:
I. To appeal to Ministry of Education and Science, Youth and Sports of Ukraine,
Government of Ukraine with a request:
1. to work out and confirm the State educational standard of Ukrainian as a foreign
language;
2. to introduce the system of UMI knowledge certification at the state level;
3. to create a specialty Ukrainian as a foreign language with the aim of teacher
preparation;
II. To charge to the International Institute of Education, Culture and Relations with
Diaspora of Lviv Polytechnic National University
1. to coordinate survey in Saturday and Sunday schools abroad to establish
educational programme;
2. to coordinate the creation of database of all publications concerning teaching
Ukrainian as a foreign language;
3. to organize courses for teachers of Ukrainian diaspora;
4. to create working groups for the purpose of establishing scientific-educational
providing for studying of Ukrainian as a foreign language;
5. to create the blog for UMI teachers at institute web-site for discussions about
UMI teaching practical aspects;
6. to conduct international conferences about problems of Ukrainian language in
the world periodically;
7. to send the text of Resolution to all interested government and community
institutions in Ukraine.

LANGUAGE IN THE WORLD"

For the Day of Ukrainian writing and language MIOK held a III International
Scientific-Practical Conference "Ukrainian language in the world" on 6-7 November
2014.
Iryna Klyuchkovska in her introductory remarks mentioned:For 23 years
nobody in our country has been interested in Ukrainian language in the world as a
subject and phenomenon. So,I hope that those changes,which were made and are
being made in our country,will change attitude to Ukrainian language-both in
Supreme Council of Ukraine and
authorities of executive and legislature. All scientists,present at conference are
dealing with issues of Ukrainian language as a second one without any support from
government-are heroic people,who work proactively,because,without no doubt,time
will come when Ukrainian language will become essential in the world. In order to be
competitive,we need not only to create educational and methodical providing,but also
create highly intellectual product,which could compete with better methods and better
products of this sort of thing in the world.
In addition to scientists from Ukraine and Lviv citizens,representatives of
Ukrainian Studies Centers in
Argentina,Bulgaria,Kazakhstan,Canada,Holland,Germany,Poland,Russian Federation
and Serbia agreed to take part at conference. Teachers of Ukrainian School in
Heidelberg,Germany Andriy Kaprotskyi and Nataliya Samotos-Bayerlye joined the
discussion and shared their experience via Skype. Anyone interested was able to keep
the track of conference,watching live stream at the site of Institute.
Participants were willing to share their methods to improve studying of Ukrainian
as second language with colleagues,introduced their drafts and reported of
achievements.
Within the programme of conference,there were some round tables,in particular
Use of up-to-date technologies in educational process of studying UMI,Methods
of teaching Ukrainian as a second language,Teaching Ukrainian as a second in
educational institutions of different types:issues and ways of their resolving,lively
discussions,interesting reports and presentations. Reports of representatives from
Croatia,Serbia,Canada,Norway,Poland and other countries were interesting as well.

In order to develop studying of Ukrainian as a second language intensively,legal


regulation is necessary. Therefore,it is not by chance that Oksana Yurynets the head
of the Council of Young Scientists of Lviv Polytechnic National University,Candidate
of Economic Science,Associate Professor at the Department of Management of
Organizations of Institute of Economics and Management of Lviv Polytechnic
National University,deputy of Lviv City Council,and now-deputy of Supreme Council of
Ukraine,was present at the conference.MIOK is one of the few institutions,which can
boast of highly intellectual work,be competitive with all benefits at language space of
the world. Nowadays,it is loudly declared that Lviv Polytechnic invest all its efforts
to ensure studying of language. And such an opportunity-to study Ukrainian
language-is actually given to everyone,because the information can be easily found
not only in the print media, but also in the virtual space and this is probably the best
that could be offered to the world to learn Ukrainian.With such a competitive
advantage work of Institute will have great future.I can assure that this idea will
institutionalize by law, will implement in life, but the most important step was made
by MIOK.
Deputy Head at the Scientific Research Department at "Lviv Polytechnic" Liliya
Zhuk emphasized that MIOK is an effective and powerful tool in promoting a
positive image of Lviv Polytechnic National University, and the activities carried out
by the Institute are significant both nationally and internationally. "Topics of the
conference are very important,because Ukrainian language is the basis for the
realization of our national identity, promotes the development of national culture and
society in general. In addition, it is also important,because in Ukraine and in the
world Ukrainian language is spoken by 41 to 45 million people. "
Igor Ostash as a person with extensive work experience abroad,Ambassador
Extraodinary and Plenipotentiary of Ukraine to Canada(2006-2011),Candidate of
Philological Science(Kyiv,Ukraine) added that in the world ,in particular,in Canada
interest in the studying and teaching of the Ukrainian language is a significant."In
Canada, there are more than 100 public schools with Ukrainian language teaching
and interest in learning Ukrainian is extremely high. The task of our politicians in the
near future - is to make conditions in Ukraine that will facilitate to return
Ukrainians."

The main problem, according to almost all the participants of conference is that the
level of scientific-methodical providing of studying Ukrainian language is
insufficient, and the government support is virtually absent. That is why the team of
MIOK is working on creation of scientific-methodical support. In particular,new
educational materials of Ukrainian as a second language and interactive course of
Ukrainian as a second language were presented at the conference.
Conference participants adopted the regulation, which received approval from the
Board of Directors of UWC.

RESOLUTION
of International scientific-practical conference "Ukrainian language in the
world"(Lviv,November 6-7,2014)
Such conclusions became the result of discussion:
-taking into account the newest technologies of teaching Ukrainian as foreign
(distance courses, online projects),level of the educational-methodical providing of
UMI is insufficient;
- noticeable shortage of qualified specialists of Ukrainian as foreign language because
of absence of speciality "Ukrainian as foreign";
- absence of the State Executive which coordinates state policy in the area of
popularization of Ukrainian language in the world(the existence of national
institutional problem with UMI).
Therefore,conference participants decided:
1.To appeal to Government of Ukraine with a request:
-to implement the government programme of collaboration with Ukrainians abroad
for the period up to 2015, approved by decree of Government of Ukraine of 18 July,
2012 682;
-to develop the Conception of collaboration with foreign Ukrainians in a period up to
2020,providing it with measures for the development of Ukrainian education abroad;
-to develop and implement the new governmental programme of cooperation with
Ukrainians abroad for the period up to 2020 with the appropriate funding.

2.To appeal to the Ministry of Education and Science of Ukraine with a request:
-to establish the Department of Education of Ukrainians Abroad at the Ministry of
Education and Science;
-to create permanent Expert Council with advisory functions and responsibilities of
public monitoring of Department work,which would be composed of representatives
of Ukraine and the World Educational Coordinating Council of the Ukrainian World
Congress;
-to carry out annual monitoring of educational establishments with studying of
Ukrainian language abroad and present this information on the official web-site of
MES(Ministry of Education and Science);
-to facilitate cooperation between educational institutions of different levels of
accreditation and after-school establishments in Ukraine and Ukrainian studies
centers abroad;
-to assist development of educational projects,in particular,the creation of teaching
materials,including textbooks and manuals, online courses etc, and also creation of
joint working groups of experts of different specialties from Ukraine and foreign
countries, ensuring the proper funding;
-to limit the amount of foreign students who study UMI,up to 10 people in one
group(as for the preparatory sections and basic faculties/institutes) by appropriate
order;
-to resolve at state level an issue of mutual recognition of categories and pedagogical
experience of teachers in national and international schooling.
3. To appeal to the Ministry of Foreign Affairs of Ukraine with a request:
-to entrust Ukrainian Culture and Information Center at the Embassies of Ukraine
with assistance of popularization of Ukrainian language abroad by organizing the
UMI courses and spreading of information about developments of the UMI
educational-methodical providing;
4.To appeal to the National Security and Defense Council of Ukraine with a request:
-to amend the National Security Strategy of Ukraine "Ukraine in the changing world"
approved by the Decree of the President of Ukraine on February, 12, 2007 105,in
particular,in a paragraph 2.2 among the urgent tasks of national security policy,and in
addition to the preservation and development of spiritual and cultural values of
Ukrainian society, provide preservation and development of Ukrainian language in
Ukraine and abroad.
5.To instruct the International Institute of Education,Culture and Relations with
Diaspora at Lviv Polytechnic National University to send text of resolution to all
interested government and public institutions.

ROUND TABLE ON INTERNATIONAL EDUCATION


On 4 November 2011,a round table on International education was held at Lviv
Polytechnic,which was organized by the Canadian consulting firm Providence
Group and MIOK. The Institute presented the Providence Group as an alternative
way of getting an international higher education. The Providence Group is a
commercial firm with vast experience in international education and educational
programmes which works on the basis of signed agreements with universities in
Canada and with the regional school council in Toronto. Programmes are designed
for pupils,students and adults who want to learn English or improve their
qualification.
Iryna Kliuchkovska introduced the audience Volodymyr Paslavskyi the president
of Providence Group,Ukrainian from Canada,who told about the importance of
international education,the work of his company and his own vision of cooperation
with Ukraine.
Participants emphasized that training,education and collaboration with educational
institutions overseas is a chance for Ukrainian youth to gain new experience and
implement it in Ukraine. Moreover,it is very important that students,who have gone
abroad,were willing to return to Ukraine,enriched with the new knowledge.
The round table was attended by deputy of Lviv Regional Council Igor
Stefanyshyn;
pro-rector of scientific and pedagogical work and international relations in Lviv
Polytechnic,member of the National Commission on Reform of Education Yuriy
Rashkevych,professors and students of Lviv Polytechnic.
During the round table was also presented the project Step to Ukraine , which
example of fulfillment are summer schools for Ukrainians that live abroad. Taking
into consideration the fact that the population of the Ukrainian diaspora is pretty high
in Canada,it was offered the cooperation work for project,which provides opportunity
to exchange teachers
Students actively took part in conversation. A lively discussion was provoked by
questions of the possibility to win grants for free education,this is how this
programme differs from the other related.
Cooperation of MIOK with Providence Group continues, in particular,is realized
in the educational project Step to Ukraine.

"Preservation of the native language in a foreign environment: meeting the
challenges of globalization"
On February 21, 2013 in "Lviv Polytechnic" brought together educators,
academics, representatives of scientific institutions and schools with ethno-national
component, as well as of state educational institutions to discuss the preservation of
native languages in a foreign environment. Round table,initiated by MIOK,was held
on International Mother Language Day, which is celebrated worldwide since 2000 on
the initiative of UNESCO to help to protect and preserve all languages of the world.
In the modern multicultural world, many traditional values are threatened, and
among them - the preservation of national languages in the community, divorced
from their historical homeland by the force of circumstances. Thousands of people
around the world are involved in migration.
It promotes mutual cultural and language enrichment, but also gives impetus to the
development of a single unified supranational culture,rejection from historical roots.
In the migration whirlwind national languages are affected the most: immigrants of
the second and third generation,in order to quickly adapt to a new country of
residence and secure a worthy place in society, pick up the language of the new state
or one of the world's languages, partially or completely losing their ancestors
language.
The purpose of the round table was to call attention to the issue of the native
language in a foreign environment, to identify ways to resist assimilation and to
preserve national identity.
Work of the round table was opened by pro-rector of scientific and pedagogical
work and social development at "Lviv Polytechnic" Bogdan Morklyanyk. He
highlighted the role of Polytechnic in national and humanitarian education of students
and the role of the mother tongue for everyone.
Svitlana Knyshyk, Deputy Director at the Department of Education, Science,
Youth and Family at Lviv Regional State Administration,gave statistics on schools
with ethno-national component in the region. Vira Otchych, chief specialist of
Nationality and Religion Department at the Lviv Regional State Administration,
highlighted the legal framework of issue

Representatives of Lviv national communities (Belarusian, Bulgarian, Armenian,


Greek,Jewish, Lithuanian, German) shared their experiences to preserve native
languages. In particular, motivation to study national languages was mentioned in
speech of head of the Greek youth in Western Ukraine Iryna Yevkarpidi and head of
the museum at the All-Ukrainian Jewish Charitable Foundation "Hesed-Arieh" Olga
Lidovska. They told about cultural events, organized by their partnerships,and the
combination of learning the language and national culture.
Martha Markunina, principle of Secondary School 10 with the Polish language
teaching, and Volodymyr Kravchenko,principle of Specialized Secondary School
45 with the Russian language teaching,told about possibilities of public schools
with ethno-national component. An interesting experience was shared by other
members of the round table as well.
Ukrainians abroad and seek to preserve their language and cultural identity.How to
effectively organize the learning process,get children interested in learning the
language and culture of their ancestors , to attract parents to the educational process?
Conversation on Skype was joined by Denys Cherniyenko, Candidate of Historical
Sciences, Associate Professor, Chair of the Department of History and Theory of
State and Law at Ufa branch of Sholokhov Moscow State University for Humanities,
head of the Association of Ukrainian schools in Russian. Scientific interpretation of
problem was given by representatives of Lviv Universities. Andriy Motornyi,
Associate Professor at the section of foreign nationals language training at the
Department of Foreign Languages of Lviv Polytechnic", based on years of
experience of diplomatic work in Prague,outlined the problem of Ukrainian schooling
in the Czech Republic.
Problems in organizing schooling, developing school curriculum and textbooks,
search for effective methods of learning are mutual for both National Partnerships of
Lviv and Ukrainians abroad. So organizers of the round table, having taken into
account the experience of participants, started to develop recommendations for
Ukrainian diaspora schools.
