(vesselsoperatingexclusivelyintheGreatLakes,bothUSandforeignflagged)maybeexemptedbyEPAaccordingtoaseparatewaiverunder
interimprovisionsdescribedin40CFR1043.95(c)ifnoacceptablefuelisavailable.
SteamshipsoperatingontheGreatLakesaresubjecttoaseparatewaiverunder40CFR1043.95(a)whentheywerepropelledbysteamengines
andoperatedwithintheGreatLakesbefore30thOctober2009andoperateexclusivelywithintheGreatLakes.
TheconvenienceofthedesignationofnewECAareassuchasPacificUSterritories,smallerHawaiianIslandsandWesternAlaskaiscurrentlybeing

TheCaliforniaOceanGoingVessel(OGV)Fuelregulationlimitedthemaximumfuelsulphurforbothmarinegasoil(DMA)andmarinedieseloil(DMB)to
0.1%m/m.Therefore,vesselsvisitingCaliforniaportshavetocomplywithboththeCaliforniaOGVFuelRegulationandtheNorthAmericanEmissionarea.
Besides,theCaliforniaOGVFuelRegulationencompassesanoncomplianceFeeProvisionbywhichifavesselisunabletofindacompliantfuel,afeemay
bepaidinstead.
TheserequirementssetintheCaliforniaOGVFuelRegulationwontapplyiftheUSadoptsandenforcesrequirementsthatachieveequivalentemissions
reductions.Furthermore,theCaliforniaAirResourcesBoardwillallowtheuseofalternativeemissionscontroltechnologiessuchasexhaustgascleaning
devicesasstatedundertheECARegulation.

TheemissionfactorsprovidethequantityofCO2producedinkilogramsforboththeoperatingphaseandtheupstreamphaseforeachkilogramoffuel
used(fueloil,diesel,LNGandLPG).Thetotalquantityisexpressedasamassineithergrams(g),kilograms(kg)ortonnes(t)ofCO2correspondingto
theactualserviceprovidedtocargointerestsorpassengersrespectively.
Intermsofgoods,theprovisionofthisinformationtocargointerestsmaybegiveneitherpriortoorafterthevoyagedependingontheagreementbetween
theparties,butinanyeventmustbeprovidedwithintwomonthsofthevoyagebeingcompleted.
Forpassengers,theinformationmustbeprovidedpriortotheticketbeingpurchased,orifnoticketisissued,nolaterthancompletionofthepassengers
voyage.NorthAmericacontrolAreacomprisestheFrenchislands:SaintPierreandMiquelonarchipelago,thereforethemorestringentlimitsappliedto
them.

Finland
Finlandispreparingstricterprovisionsonsulphuremissionsfromshippingtocomeintoforcebythebeginningof2015.
FinnishTransportSafetyAgency(Trafi),theFinnishBorderGuardandthepolicewillallmonitoremissionsfromshipping.Thepricedifferencebetween
highandlowsulphurfuelsgainsareconsideredasillegalfinancialgainstherefore,theviolatorsmustforfeittothegovernment.
Suchpenaltiesareconsideredmoretangiblethanfinesorotherpunishmentsandwouldalsoapplytoshippingcompanies.
Thecostimpactofsuchameasurewillonlybeknownaftertheprovisionscomeintoforceandwhenthepriceoflowsulphurfuelbecomesclear.
Trafihasestimatedthatifshipsuseonlylowsulphurfuel,theprovisionswillincreaseFinlandsmaritimetransportcostsbyaround460million/year,and
by120million/yearifscrubbersareinstalledinships.
