LEGAL NOTICE

City of Ansonia, Water Pollution Control Authority has established the Sewer Use Capital Fee Charge at
their meeting, June 2, 2010 at 7:00 p.m. A copy of said Sewer Use Capital Fee Charge were filed with the
City Clerk’s office June ____, 2010 at _____am/pm.

An appeal to the Sewer Use Capital Fee Charge must be taken within 21 days of the filing in the Town
Clerk’s office. Any person aggrieved by any charge for the use of the sewerage system may appeal to the
superior court for the judicial district wherein municipality is located and shall bring any such appeal to a
return day of said court not less than twelve or more than thirty days after service thereof. The judgment
of the court shall be final.

The Sewer Use Capital Fee For Facility Plant is as follows:

IMPLEMENTATION OF THE SEWER USE CAPITAL FEE FOR FACILITY PLANT:

The purpose is to establish a fair and effective charge for implementing the Facility Plant Improvements
as required by state and federal mandates. The users may consist of but are not limited to, residential, non
residential, non conforming mixed use commercial, private, commercial and noncommercial, industrial
and non industrial, charitable and religious and municipal and educational institutions served by the
Ansonia Sewer System.

The fair and effective charge is a $285.00 sewer surcharge per occupancy/dwelling unit. Multipliers of
$285.00 sewer surcharges apply for the categories of land use as follows:

To determine the sewer use capital fee surcharge, the multiplier applicable to the specific land use type is
multiplied times the surcharge.

The above charges are for implementing the Facilities Plant Improvements only and therefore the charges
are in addition to the charges previously approved and currently in force. A charge shall be applied to all
building structures or vacant land within the billing system connected or to be connected into the Ansonia
sewer system.

The above charges and categories will also apply to users of the City of Derby, Town of Seymour and
Town of Woodbridge served by the Ansonia Sewer System.

Effective Date: Effective upon publication in the newspaper.

A copy of the full established Sewer Use Capital Fee for Facility Plant is on file in the City Clerk’s office
and available for inspection by the public.
