1 CQI Adjusted by Dynamic BLER (License Required)
Meaning: Indicates the Channel Quality Indicator(CQI) Adjust Algorithm
Switch of non-Conversational Service. Not CQI Adjust Algorithm: CQI
correction is not performed. CQI Adjusted by IBLER: CQI correction is
performed for non-conversational services based on the fixed IBLER. The
IBLER will converge to this target value. CQI Adjusted by Dynamic BLER: CQI
correction is performed for non-conversational services based on the dynamic
BLER target value. The BLER target value will be dynamically adjusted based
on channel quality fluctuations, thereby achieving optimal throughput. The
BLER will converge to the target value through CQI correction.
Impact on Radio Network Performance: If this parameter is set to
NO_CQI_ADJ, CQI correction is not performed. If this parameter is set to
CQI_ADJ_BY_IBLER, CQI correction is performed for non-conversational
services based on the fixed IBLER. The IBLER will converge to this target
value.

2 MPO
Meaning: This parameter named Measure Power Offset Constant is
used to compute measurement power offset. Measurement power
offset is used by UE to obtain total received HS-PDSCH power. The
calculation for Measure Power Offset is as shown below:
CQI = CPICH Ec/No + MPO + 10 * log16 + 4.5
= SNRcpich + MPO + 4.5
= SNRhs-pdsch (based on assumed power) + 4.5 (with a round
process, depending on the UE implementation)
MPO = min(13, Pcell-Pcpich - MPO constant) dB , The MPO constant is
2.5 by default

3 BE F2HS-DSCH 4A Threshold
Meaning :This parameter specifies the traffic volume threshold of event 4A
for triggering a FACH-to-HS-DSCH transition for BE services. It is
recommended that the value of this parameter be larger than that of the
"BeH2FTvmThd" parameter in the "SET UUESTATETRANS" command. If the
configured value of this parameter is smaller than that of the "BeH2FTvmThd"
parameter in the "SET UUESTATETRANS" command, use a value which is one

level higher than the value of the "BeH2FTvmThd" parameter as the actual
value of the BeF2HTvmThd parameter.
Impact on Radio Network Performance : If this parameter is set to a
small value, the UE is more likely to trigger state transition from the FACH
channel to the HS-DSCH, which wastes HS-DSCH resources. If this parameter
is set to a large value, the UE is less likely to trigger state transition from the
FACH channel to the HS-DSCH. As a result, the FACH is congested and user
experience deteriorates.

check whether the UE in the CELL_DCH state with BE services is in the stable
low activity state.
Impact on Radio Network Performance :If the value of this parameter is
too small, the UTRAN determines that DTX UEs or UEs with UL/DL alternate
data transmission are in the low activity state. In this case, D2F state
transitions will be frequently triggered and air interface reconfiguration
signaling will increase. After transition to the CELL_FACH state, the air
interface rate of these UEs is limited. If the value of this parameter is too

large, the D2F state transition takes a long time, wasting dedicated channel
resources.
BeF2HTvmTimeToTrig
Meaning : This parameter specifies the occurrence time of 4A event for
triggering the transition of BE services from FACH to HS-DSCH. This
parameter can prevent unnecessary reports to be triggered, caused by traffic
volume variation.
Impact on Radio Network Performance : If the value of this parameter
increases, event 4A reporting triggered by the BE service will be delayed and
the probability of triggering event 4A will increase. If UEs in the CELL_FACH
have data transmission, more common channel resources are consumed.
BeF2ETvmTimeToTrig
Meaning: This parameter specifies the occurrence time of 4A event for
triggering the transition of BE services from FACH to E-DCH. This parameter
can prevent unnecessary reports to be triggered, caused by traffic volume
variation.
Impact on Radio Network Performance: If the value of this parameter
increases, event 4A reporting triggered by the BE service will be delayed and
the probability of triggering event 4A will increase. If UEs in the CELL_FACH
have data transmission, more common channel resources are consumed.
BeH2FTvmTimeToTrig
Meaning: When the traffic volume is below the 4B threshold and remains so
for the period specified by this parameter, the event 4B is reported. This
parameter can prevent unnecessary reports to be triggered, caused by traffic
volume variation.
Impact on Radio Network Performance: If this parameter is set to a small
value, the UE with discontinuous data transmission will mistakenly trigger
event 4B, which increases state transition from the HS-DSCH channel to the
FACH, signaling messages over the air interface, and CPU usage. If this
parameter is set to a large value, the UE is less likely to trigger event 4B and
stays in the CELL_DCH state even after data transmission ends. This wastes
HS-DSCH resources.
D2FTvmTimeToTrig
Meaning: When the traffic volume is below the 4B threshold and remains so
for the period specified by this parameter, the event 4B is reported. This
parameter can prevent unnecessary reports to be triggered, caused by traffic
volume variation.
Impact on Radio Network Performance: If this parameter is set to a small

event 4B, which increases state transition from the DCH channel to the FACH
or RACH, signaling messages over the air interface, and CPU usage. If this

Advantage: Better user throughput, Drawback: Relatively high PS
