IRR 1.0

BACKGROUND

IRR 1.1

Article V Section 1.a and 1.b of the 2011 NFJPIA Constitution and By-Laws
stated that the membership into the Federation is mandatory to all JPIA Local
Chapters of tertiary schools duly recognized by the Commission on Higher
Education (CHED). Only Local Chapters duly recognized by the Federation
can use the name JPIA. The National Vice President for Membership and the
National Executive Officers are responsible for the implementing rules and
regulations for the acceptance of qualified applicants and to ensure adequate
controls to address risk of unauthorized, inaccurate and incomplete handling
of membership matters in the organization.

IRR 2.0

OBJECTIVES

IRR 2.1

To establish standard procedures for application and admission for


membership to the organization.

IRR 2.2

To define the membership requirements including the documents that shall


be submitted by the Local Chapters and Regional Councils and guidelines of
recruitment for the Senior High School students taking up Accountancy,
Business and Management allied courses.

IRR 2.3

To determine the Regional Council Membership Contribution of the


organization.

IRR 2.4

To define rights, duties and responsibilities of all the members.

IRR 2.5

To define the terms of membership and grounds for termination.

IRR 3.0

APPLICATION AND ADMISSION FOR MEMBERSHIP

IRR 3.1

Documentary Requirements for Local Chapters. All Local Chapters shall


submit the following to the Regional Council:
1. For first time applicants: Constitution and By-Laws. (See the
Membership Start-Up Kit.zip)

For renewing members: Amendments or Revisions of the Local Chapter


Constitution and By-Laws only (if any).
2. Resume of Local Chapter Officers. Local chapters may also include the
resume of their graduating students. (5th year students for 5-year
program, while 4th year students for 4-year program). Kindly use the
prescribed format and compile it in a separate folder for LC Officers and
for the Graduating students according to its course/degree. Use this
format in naming your resume:
For the officers: NFJPIA1617_Position_Name

The filename to be used shall be Local Chapter - Requirements.xlsx. Use the


given template for uniformity purposes.

4. LC Members Database. In filling out the LC Members Database under their
name, kindly use lower case letters only and following this format:
Surname, Given Name, and Middle Initial. (See the LC Members
Database.xlsx)

5. Certification Letter from the Office Students Affairs (OSA) stating that the
organization is duly recognized by the school. Scanned copy must be sent
to the Council.
6. Membership fee tracker and the scanned copy of the deposit slip for the
easy monitoring of the payments of the Local Chapter. (See the
Membership Fee Tracker.xlsx).
7. Annual Report of the previous federation.
IRR 3.2

All membership requirements shall be submitted to their respective regions


with the filename. Place all files on a zip file and name it to
NFJPIA1617_<Regional Council> _<Local Chapter Name>.zip

Documentation Requirements for Regional Councils All Regional Councils


shall submit the following to the National Federation:
1. Annual Report of previous federation
2. Regional Council Requirements (Please see the RC Membership.xlsx)

Regional Council Calendar of Activities
LC Membership Count and Membership Tracker
Summary of LC Members Count
The filename to be used shall be NFJPIA1617_<Regional
Council>_Requirement.xlsx. Use the given template for uniformity
purposes.

3. Compiled LC Members Database. Please compile the entire database on a
folder. Use this format in naming your folder:

4. Regional Council Membership Contribution tracker and the scanned copy


of the deposit slip for the easy monitoring of the payments of the Regional
Council. (See the Regional Council Membership Contribution Tracker.xlsx).

Note: At the time of deposit, the Scanned copy of the deposit slip for the
payment of Regional Council Membership Contribution shall be submitted
immediately.
5. Membership requirements of the local chapters. Do not include the LCs
Annual Report of the previous federation and Constitution and By-Laws
(unless it has revisions and amendments). Keep it as file.

NOTE: Please be critical and detailed in the submission of membership


requirements and please let us help LCs in completing their Membership
Requirements.
IRR 3.4

All membership requirements shall be submitted in soft copies only and shall
be placed in a folder. The filename of the folder shall be
NFJPIA1617_<Regional Council> - Complete Requirements.

If in any case there will be revisions on the previously sent requirements,
only the revised file/s shall be sent, not the whole membership requirements.
So, if you have revision in the Members Database, only the said file shall be

Note: For renewing and new member local chapters, the Regional Vice President
for Membership shall have the discretion in providing LC Codes for their
respective local chapters in their regions. The Regional Vice President for
Membership will just inform the local chapters regarding such.
IRR 4.0

NFJPIA MEMBERSHIP CARD

IRR 4.1

There will be a uniform membership card design to be decided by the


National Executive Board on June 20, 2016
2016.

IRR 4.2

All regional councils are mandated to produce the membership card but they
have the freedom as to their choice of supplier.

IRR 4.3

In case of the need of supplier, the NFJPIA may also look for supplier for the
Regional Council.

IRR 4.4

The NFJPIA shall accredit membership card suppliers. Transactions (e.g.,


negotiations and payments) between the Regional Council and their own
supplier are no longer required to pass through NFJPIA.

IRR 4.5

The National Federation will look for industry partner who will give
discounts to bearer of the National Federation card. However, the Regional
Councils are also empowered to look for their own industry partners.

Note: We highly encourage the Regional Council to look for their industry
partners within the region.
IRR 4.6

All members who paid the Regional Council Membership Contribution shall
be entitled for a membership card that will serve as an acknowledgement of
their active involvement of the organization.

IRR 4.7

The membership card is valid for 18 months from July 2016- December 2017.
The validity implies to as an Identification Card and proof to avail discounts
within the geographical location, if any.

IRR 4.8

All card holders are subject to tuition fee discount to the accredited review
schools for the CPA Board Licensure Examination once it has already
approved by the review schools. Validity of the discount shall be presented
on the back face of the Membership card with corresponding date.*

IRR 5.0

NFJPIA MEMBERSHIP CERTIFICATE

IRR 5.1

Membership certificate shall be designed by the National Federation.

IRR 5.2

Membership certificate shall be provided to the members upon the request of


the Local Chapter by the proper authorities in the Regional Council.

IRR 5.3

The printing of membership certificates shall be borne by the Regional


Council, so as to promote ownership and efficiency of work.

IRR 5.4

Membership certificate will not be valid without the Regional Councils dry
seal.

NATIONAL/REGIONAL/LOCAL MEMBERSHIP CONTRIBUTION

IRR 6.1

The term Membership Fee shall be changed to National/Regional/Local


Council Membership Contribution.

IRR 6.2

Required Regional Council Membership Contribution for the federation year


2016-2017 shall be P 18.00
18.00.

IRR 6.3

Breakdown of P 18.00 will be sent by the National Vice President for Finance
through Memorandum.

IRR 6.4

The Regional Council must declare 100% of their members.

IRR 6.5

The Regional Council must pay their Regional Council Membership


Contribution two-thirds (2/3) of their declared members.

IRR 7.0

DEADLINE OF SUBMISSION AND PAYMENT

IRR 7.1

For Local Chapters


IRR 7.1.1 All soft copy requirements shall be sent to the official e-mail
address of your Regional Vice President for Membership.
IRR 7.1.2 All hard copy requirements, if there is any, shall be placed inside a
long brown envelope and shall be submitted to the National Vice
President for Membership via mail.

IRR 7.2

For Regional Councils


IRR 7.2.1 All soft copy requirements shall be sent to the official e-mail

IRR 7.2.2 All hard copy requirements, if there is any, shall be placed inside a

IRR 7.3

The membership fee shall be deposited to the official bank accounts of the
council.

IRR 7.4

Upon submission of the LC Members Database, the National Vice President


for Finance will immediately send Billing statement to the Regional Council.

IRR 7.5

Kindly send the scanned copy of the deposit slip and the payment details to
vpmembership.nfjpia1617@gmail.com. Payment details shall be documented
in the NFJPIA_1617_Membership Fee Tracker. xslx.

IRR 7.7

The National Federation may deem it imperative to waive the rights of


membership if no payment from Regional Council has been deposited on or
before the given deadline.

IRR 7.8

Late registration will be entertained with the consideration that benefits are
limited upon the date of their registration.

IRR 7.9

All Local Chapters are required to follow the prescribed format of the
Regional Council. All Regional Councils are required to follow the prescribed
format of the National Federation. This is to keep a well-tracked record.
Templates and prescribe formats shall be available in the social networking
sites for reference.

IRR 7.10 The Regional Vice President for Membership shall confirm and verify the files
to the Local Chapters they have submitted.
IRR 7.11 If the Local Chapter did not receive any confirmation regarding the
submission of files; it means that the Regional Council did not receive any file
from the respective Local Chapter.
IRR 7.12 Regional Councils shall be required to follow the same scheme like the Local
Chapter submitting their membership requirements, wherein the Regional
Vice President for Membership shall attest via email or message regarding
the verification of the files submitted by the Local Chapters.
IRR 7.13 Confirmation email or message shall be sent to respective Regional Councils
regarding the verification of the files sent and the Membership Committee,
headed by the National Vice for Membership shall confirm the files and
documents submitted.
IRR 7.14 If the Regional Council did not receive any confirmation regarding the
submission of files; it means that the National Federation did not receive any
files from the respective Regional Council.

IRR 8.0

PERKS ON EARLY COMPLIANCE

IRR 8.1

For those Local Chapters who shall submit COMPLETE documentary


requirements on or before the stated deadlines and complete 100% payment
of the Regional Council Membership Contribution on the Regional Council
Deadline shall have additional points for the Most Outstanding Local
Chapter (MOLC).

IRR 8.2

For those Regional Councils who will be submitting the COMPLETE


documentary requirements on or before the stated deadlines and complete
100% payment of the Regional Council Membership fee on or before
October 8, 2016 shall have additional points for the Most Outstanding
Regional Council (MORC).

IRR 9.0

MEMBERSHIP BENEFITS

IRR 9.1

All registered members shall receive a membership card which is a tangible


proof of membership to the organization.

IRR 9.2

Priority notice to the updates and events of organization.

IRR 9.3

Ability to use NFJPIA logo, name and reputation for promotion of local or
regional events.

Note: It is applicable only to the events recognized by the National, Regional


and Local Chapter
IRR 9.4

The opportunity to serve and the ability to hold leadership positions within
various committees

IRR 9.5

Eligibility to apply for the prestigious award: Most Outstanding JPIAN (MOJ).

IRR 9.6

IRR 9.8

IRR 9.9

IRR 9.10 The opportunity to receive soft-copy of test banks and review materials.
IRR 10.0 MEMBERS CLASSIFICATION
IRR 10.1 Regular members Those who have fully complied with all the
requirements set forth under this article, and actively performed the
objectives of the organization.
IRR 10.2 Probationary members those who have fully complied with all the
requirements set forth under this article but have committed an act
discreditable to the Federation as deemed by the Executive Board.
Probationary members shall have their right curtailed as regular members
and shall be disqualified from the activities of the organization, unless
provided otherwise under meritorious cases by the Regional Executive
Officers.

IRR 11.0 MEMBERSHIP TERM


IRR 11.1 Membership in the federation is for a period of one federation year and is
renewable annually.
IRR 12.0 MEMBERSHIP RECRUITMENT STRATEGIES FOR EBM
IRR 12.1 The Regional Council can recruit Senior High School students under the
Accountancy, Business and Management Allied Courses.

IRR 12.2 The National Federation will be the one who will seek approval between the
Department of Education and Commission on Higher Education, and to the
Philippine Institute of Certified Public Accountants if we can actually recruit
them.
IRR 12.3 The National Federation will provide letter to the dean or the administration
attached with the memorandum prepared by the DepEd and CHEd, and
PICPA.
IRR 13.0 TERMINATION OF MEMBERSHIP
IRR 13.1 Graduation any member who is duly recommended by their schools Office
of the Registrar for graduation in Bachelor of Science in Accountancy degree
ceases to become a member.
IRR 13.2 Degree Program Shift any member who is disqualified to enroll in the
Bachelor of Science in Accountancy or any accounting-related degree
program of his member school ceases to become a member.
IRR 13.3 Others any member who, in one way or another, has failed to uphold the
purposes, for which this Federation was established, upon the discretion of
the Federation Officers and Adviser, ceases to become a member.
IRR 14.0 RIGHTS, RESPONSIBILITY, AND DUTIES OF MEMBERS
IRR 14.1 The regular Local Chapter members of the Regional Council shall have the
following expressed rights:
IRR 14.1.1 The right to participate in the discussion in all assemblies of the
Federation and Regional Council.
IRR 14.1.2 The right to inspect the records and financial reports of the
Federation and Council within a reasonable time and place.

IRR 14.1.3 The right to vote in all of the major activities of the Federation
and Council.
IRR 14.1.4 The right to participate in all of the activities of the Federation
and Council aimed towards their development and improvement.
IRR 14.2 The regular Local Chapter members of this Federation through their
representatives shall have the following expressed duties and obligations:
IRR 14.2.1 The duty to comply with the provisions of this Constitution and
By-Laws and other rules that may be promulgated by the
Regional Executive Board, National Executive Board or may be
agreed upon.
IRR 14.2.2 The duty to attend meetings whether general or special.
IRR 14.2.3 The duty to pay the membership fee and such other fees that may
be deemed appropriate by the Regional Executive Board and
National Executive Board in accordance with the Constitution
and By-Laws.
IRR 14.2.4 The duty to comply with any other requirements set by the
Regional Executive Board and National Executive Board.
IRR 14.2.5 The duty to defend the honor, prestige and integrity of the
Federation and Regional Council.
IRR 14.2.6 The duty to respect the other members of the Federation and
Regional Council.
IRR 14.2.7 The duty to support all the undertakings of the organization and
participate actively in all the activities and functions of the
Federation and the Council.
IRR 14.2.8 The duty to deepen their understanding of the concept of the
Federation and Regional Council.

IRR 14.2.9 The duty to engender academic excellence in the Federation.


IRR 14.3 The act of a Local Chapter/Regional Council representative or his proxy shall
mean act of the Local Chapter/Regional Council as a whole.

IRR 15.0 VIOLATION OF MEMBERS


IRR 15.1 Culpable Violations on any provisions of the Constitution and By-Laws.
IRR 15.2 Gross misconduct, dishonesty, discourtesy and disloyalty to the Federation.
IRR 15.3 Inefficiency and incompetence in the performance of official duties.
IRR 15.4 The use of the name of NFJPIA shall be deemed inappropriate
IRR 16.0 ENFORCEMENT OF THE IMPLEMENTING RULES AND REGULATIONS
IRR 16.1 It shall be the primary duty of the National Vice President for Membership
and the Federation to effectively enforce the provisions of this Implementing
Rules and Regulations. The Federation also has the sole right to interpret the
contents of this Implementing Rules & Regulations and their decision will be
binding and irrevocable.
IRR 16.2 The National Adviser or his duly designated representative shall act as legal
adviser to the National Vice President for Membership and the Federation
and shall render legal assistance as may be necessary in carrying out the
provisions of this Implementing Rules and Regulations.

IRR 17.0 AMENDMENTS OR REVISIONS


IRR 17.1 The Federation shall be vested with the exclusive power to revise and amend
the Implementing Rules and Regulations.

IRR 17.2 Any amendments to or revisions to this Implementing Rules and Regulations
may be proposed by any member of any regional council/local chapter upon
a written request of such member, stating the reasons thereto.
IRR 17.3 The National Vice President for Membership must initially review any
request for amendments and revisions as well as proposed amendments then
to be forwarded to the National Executive Officers for discussion, editing and
final approval and to be noted by the National Adviser.
IRR 17.4 The National Executive Officers shall have the right to debunk any proposed
revisions and amendments, submitted to them by the National Vice President
for Membership, which are deemed unnecessary. The final decision on any
inclusions and exclusions to this Implementing Rules and Regulations must
be determined by a majority vote of all National Executive Officers in which
the National Regional Vice President for Membership is included.
IRR 17.5 Amendments to particular provisions in this Implementing Rules and
Regulations shall be allowed provided that such amendments will be
communicated to stakeholders at least two weeks before it could take effect.
IRR 18.0 SEPARABILITY CLAUSES
IRR 18.1 If any clause, provision, paragraph or part of this Implementing Rules and
Regulations shall be declared unconstitutional or invalid, such judgment shall
not affect, invalidate, or impair any other part hereof, but shall be merely
confined to the clause, provision, paragraph or part directly involved in the
controversy in which such judgment has been rendered.

IRR 19.0 REPEALING CLAUSE


IRR 19.1 Any rule and regulation or resolution or part/s thereof inconsistent with the
provisions of this Implementing Rules and Regulations are hereby repealed
or modified accordingly.

IRR 20.0 EFFECTIVITY


IRR 20.1 This Implementing Rules and Regulations shall take effect immediately after
its presentation and approval from the National Executive Board.
