MISSION STATEMENT

We the members of the M.O.Y.F.L. are a

5th or 6th grade full contact instructional
football league, developed and designed
to teach area youth fundamentals of
football. This league is dedicated to
ensuring each player will be treated with
fairness, safety, respect and will walk
away with a better knowledge of the
game.
 M.O.Y.F.L. By-Laws
I. GOALS AND PHILOSOPHY OF THE M.O.Y.F.L.

The Mid-Ohio Youth Football League is a league operated for the benefit of the children who play and
cheer. The adults come second, adapting to the realities of the children rather than requiring the children to
cope with the peculiarities of the adults.

II. BASIC PURPOSE OF THE M.O.Y.F.L.

A. Familiarize players with the fundamentals of football and cheerleading

B. Provide an opportunity to play in an organized and supervised environment where the
emphasis is on total participation and maximum safety.
C. Keep the game free of adult and parental pressures, to win at all cost.
D. Identify and bar from further participation any adult volunteer whose ambitions or
personal glory seeking conflict with “B” or “C” above.

III. GENERAL OBJECTIVE OF THE M.O.Y.F.L.

To inspire youth, regardless of Race, Creed or National Origin to participate in the ideals of good
sportsmanship, scholarship and physical fitness.

IV. REPRESENTATION

A. There is a board of directors consisting of 5 members.

B. Board Members consist of a President, Secretary and three additional community
members.
C. No coach can be a member of the board.
D. Committees will be put in place as needed to assist the board in issues pertaining to the
league.
V. ELECTION OF OFFICERS

A. Officers shall be elected at the January meeting.

1. Anyone wanting to be on the ballot must notify the Secretary in writing 30
days prior to the election.
2. Secretary shall publish a ballot to all teams head coaches 10 days prior to the
election.
3. The president and secretary shall hold a term for two staggering years running
from January to January.
4. All other board members shall hold office for a term of 2 years.
5. One member from each team may vote on board members at the time of
election.
6. A vacancy of any board member will be filled within 60 days. If more than
one applicant applies, that position will be voted on at the next general
meeting. That person will complete the vacated seats term.

VI. POWERS OF THE BOARD

A. The M.O.Y.F.L. has final authority over all teams and coaching staffs and parents or
individual groups in pursuing a course of conduct that is detrimental to the integrity and
reputation of the M.O.Y.F.L..
B. The board can vote to remove any board member whose conduct or action is detrimental
to the integrity of the league.
C. The board will set game schedules for all league games.
D. All insurance premiums are due by August 1st to the league secretary.
E. The league will require the head coach and least one assistant have completed a CPR
course and coach’s certification clinic.

I. Sign-ups
a. Age: All players must be entering the fifth or sixth grade. Player may not play if he is 12
or 13 years old respectively before August 1 st. Exceptions can be granted on a case by
case basis.
b. A player must reside in a school district or attend a school within that district that has an
active team. If two schools within the same district have an active team, that player must
play for the team of the school he is enrolled in.
c. All players must have a recent examination to play.

II. Weight Restrictions

a. Ball handler – 120lb. maximum 6thgrade - 110lb maximum 5thgrade. Anyone who handles
the ball must be at ball handler weight: backs, ends, blocking backs. A tight end can be
over ball handler weight but cannot handle the ball. Players who are not eligible to be ball
handlers will be marked with a red X on their helmets. Weigh in will take place before
each game with both teams coaches present. Players who are not eligible to carry the ball
may not occupy a ball handlers position.(Excluding Tight End)
b. Roster of players with name, numbers, date, birth, age and weight must be given to
opposing coach or assistant coach prior to each game. Any players not eligible to be a
ball handler must also be indicated on this roster with an X.

III. Practice Rules

a. By mandate of the Mid-Ohio Youth Football League: There will be no more than 6 hours
of practice per week prior to the start of the first scheduled game. No one practice should
exceed 2 hours. The head coach will be warned the first time his practice(s) exceed these
limits. If he violates the rule again, he will be suspended for one game.
b. The first two practices of any season shall be without contact or full equipment (helmets
are permitted). *A late addition to the team, off the waiting list, etc. must practice at least
twice without contact.
c. During the week of the first game and thereafter, practices with or without equipment
will be limited to a maximum of 4 ½ hours per player. It will be the coach’s discretion if
he wishes to practice with or without equipment.
d. When the schedule is established and a team has a bye week, they are allowed 6 hours
practice that week per player.
e. Penalty for violation of the above practice rules can be a suspension of the head coach for
the remainder of the year.

IV. Field and ball dimensions

a. The field will be 50 yards wide by 100 yards long.
b. The ball that will be used will be the ¾ size ball. Each team is responsible to supply their
own game balls.
c. Field conditions should be suitable for play. Seating, scoreboard, down markers,
etc...should be available.
V. Game Rules.

a. 10 minute quarters stopping the clock following high school rules (2- two minute
warnings), ie…
b. Clock will stop for punts.
c. Time outs called by a team (3 per half).
d. Official time outs.
e. Injury to player.
f. Out of bounds.
g. Incomplete pass.
h. Change of possession.
i. First downs until the markers are set.
j. Following the snap during a punt.
k. Time will be kept on the playing field. The game clock official will make himself known
to both coaches.
l. For the first two games of the season, 1 offensive/defensive coach will be allowed on the
field and in the huddle. (5th grade only)
m. Must have a minimum of 2 officials per game. League endorses 3.
n. There will be a 10 Min warm up before each game.

VI. Officials and League Rules

a. The officials are in charge of the game and will be treated accordingly.
b. All major infractions will be called. There will be no warnings.
c. Warnings for minor infractions; such as, not having mouth guard in, or lining up in the
neutral zone, will only be given during the first game. After the first game, all penalties
will be called. The referees are not coaches on the field. They are there to regulate play.
*Referees may be asked by the players if they are on sides.
d. Ties – end of Regulation Play.
e. In the event that a game is tied after regulation play, each team will be given four
attempts plus the point after touchdown from the 15-yard line. A coin toss will be used to
determine who receives first. An intercepted pass or a fumble stop the series. After the
change of possession, the team that recovered the ball will then get their four attempts
plus the P.A.T. to score. If no one scores in the first series, a second series will be played.
There will be a maximum of two overtimes.
f. Weather conditions and field conditions will be the only factor for cancellation of games.
The decision to cancel a game will be made by the home team and will be final. League
president must be notified immediately of all canceled games. Games being called by
darkness will also apply. Make-up games will be played if deemed appropriate by the
league board. Make-up games will be played as soon as possible.
g. Coaches cannot by agreement amongst themselves; change, alter, interpret, or in any way
manipulate the rules without league official being present and in complete accord.
h. Each team player must be in full uniform. Players must wear soft molded rubber cleats or
tennis shoes. No hard rubber, plastic, or metal cleats will be permitted.*****Each player
must play a minimum of 10 plays a game unless injured during game or if player is
being disciplined(It is the head coach responsibility to be able to prove all players
received the minimum number of plays.) Violation of this rule will result in the
suspension of the head coach for one game. A second violation will result in a suspension
for the remainder of the season. It is the responsibility of the head coach to see that this
rule is enforced. (Punts do not count as a play).
i. All required paperwork must be turned into the league secretary by the first scheduled
game. If all the paperwork is not in, that team must forfeit every game until compliant.
VII. Rules of Play
a. There will be no kickoffs. The ball will be put into play on the 35-yard line.
b. Punting: Will be allowed with only two players allowed to be deep, beyond the line of
scrimmage. There will be no rushing. Punts must be announced. The ball will be
considered live until downed by the receiving team. There are no fumbles or
advancement on punts. THERE WILL BE NO RUN BACKS. All catches are assumed
to be fair catches and the ball is considered dead when the receiving team secures
possession. If the ball is batted forward, it must be placed where it was first touched.
Defensive men may all stand and jump in attempt to block the punt. The punter must be
positioned at least three yards behind the line of scrimmage and between the tacklers
when he kicks the ball. 5th grade: if punt does not travel 25 yards from the line of
scrimmage, the ball will be marked 25 yards from the line of scrimmage.
c. Points after touchdowns will be one or two points. Two points conversions will consist of
a successful running or passing play from the 3-yard line, or a successful kick from the 3-
yard line is one point. Rushing is allowed but not over the center position(Excluding
kicks, No rushing). All extra point kicks must be declared.
d. The ball must be in play within 30 seconds. Violation is a 5-yard, dead ball penalty.
e. In the event of a safety, the defensive team will be awarded 2 points. They will also
receive the ball at the 35-yard line and go on offense at the opponents 35-yard line.
f. Should one team be ahead by 18 or more points, a second string backfield (meaning all
new players, you cannot take the same 1st string players and move their positions) must
be inserted immediately after extra point conversion attempt on the next possession
assuming that team is still ahead by 18 or more points. If a team becomes ahead by 28
points a running clock can be used ; as long as, both coaches agree after two quarters.
The losing team will remain on offensive until they score.
g. The penalty for no mouth guard is 5 yards. The play will stop on the snap of the ball and
the penalty will be assessed. This is a dead ball foul.
h. Offensive and defensive players are allowed to check with officials to determine if they
are on side. Offside penalties will be assessed after the play is over. This is a live ball foul
and the play can either stand or be called back.
i. Offensive and defensive linemen must remain in their stance once they are in the set
position. Charging across the line of scrimmage even though contact wasn’t made is
encroachment. Play will be stopped and a 5-yard penalty will be assessed. This is dead
ball foul. If an offensive lineman moves off the line of scrimmage before the snap of the
ball, play will be stopped and a 5-yard penalty will be assessed. This is a dead ball foul.
j. At the start of the game there will be a coin toss. The winner of the toss will have the
option to receive the ball, go on defense, or defer his choice to the second half. If you
defer your choice to the second half, the opposing team will have the option to go on
offense or defense.
k. Unsportsmanlike conduct by the players will not be tolerated. An unsportsmanlike
conduct penalty will result in a 15-yard penalty. In addition to the 15-yard penalty, the
player must be removed from the gamed for the next play. A second unsportsmanlike
conduct penalty assessed to the same player in the same game even though it may be
different type of a violation, will result in ejection from the game, and a one game
suspension.

*Spearing, flagrant face mask (jerking, twisting, etc.) fighting or punching an

opponent will result in a immediate ejection and a 15-yard penalty. The one game
suspension will also be in effect. Repeated conduct by a player in subsequent games
will result in expulsion from the league.
VIII. The Offense
a. Tackle to tackle must not be more than fingertip to fingertip apart.
b. If the ends are not split, they must be in the down position. Tackle to tackle will be in the
down position.
c. All ball handlers will be within the prescribed weight limits of 120 pounds for 6th grade
and 110 pounds for 5th. Any player over the weight limit will be designated with a large
X on the front and back of his helmet. Any player over carry weight may not occupy a
ball handlers position. (Excluding tight end) No Player over ball handling weight may
handle the ball.
d. The penalty for infractions of the above rules will be 5 yards from the initial line of
scrimmage. This is a live ball foul.

IX. The Defense

a. Tackle to tackle must be in either a 3 point or 4 point stance position.
b. The defensive unit must set alone with the offensive unit. The only exception to this will
be to cover a man in motion.
c. The ends can be positioned anywhere outside the tackles and can be standing or in the
down position.
d. The defensive unit cannot shout or yell or clap their hands in order to disrupt the
offensive cadence.
e. No jewelry will be worn by any player.
f. The penalty for violation of the above rules will be 5-yards from the initial line of
scrimmage.
g. Rushing must be done from position. Anyone lining up between the tackles must be in a
three point stance. Stacking is permitted.
h. There must be a minimum of 3 defensive down linemen between the offensive tackles.
i. There can not be more than 6 defensive linemen between from the offense end to end.
j. Blitzing is ok but must be done from position.
k. Turnover recovered by a player that does not meet the ball carrying requirements is ruled
down at the spot of possession.
STANDARD OPERATING PROCEDURES:
A. Equipment
1. All football helmets shall be inspected, according to the manufacture’s recommended
standards.
2. All equipment will meet standards of safety.
3. Every four years, helmets should be sent away for safety inspections. It is up to each team
to have the inspections done and an inventory list of helmets proving the check was
completed and turned into the league to keep on file.

B. Press Box
1. Announcers will be impartial and fair to each team. They must be at least 15 years of age.
2. Time Keepers must be at least 16 years of age and remember he/or she is a member of the
officiating crew.
3. Each team shall present to the Press Box, all football and cheerleading rosters at the
beginning of the game.

C. Video Aids
1. Video replays during a game or at half-time are not permitted.
2. Videotapes may be requested or utilized by the league board for the purpose of an official
investigation.
3. Video taping of any other team’s practices is not permitted.
4. The use of headsets, walkie talkies or like devices shall be illegal. Any practice of using
these coaching aids shall be considered cheating.

D. Game Field
1. The home team shall provide pads for goal posts.
2. The home team shall provide a chain crew for each game, who must be at least 16 yrs. of
age.
3. Game fields shall be properly marked, mowed and have markers for yard lines and end
zone areas.

E. Weighing Players
1. Each player caring the ball will be weighed prior to each game.
2. The home team scale is the official weigh-in-scale. The scale should be in good condition
and verified for accuracy.
3. A coach from each team must be present at the time of the weigh-in.
4. All ball carrying players must weigh-in at the official weigh-in without equipment.
(Game jersey and athletic shorts only. Before each game)
5. No deals will be made between coaches. The weight rule sticks.

F. MPR (Mandatory Play Rule)

1. It is upon each team’s coaching staff to ensure /(Prove) each of their players receives
their ten plays.
2. An opposing coach cannot complain about a player from the other team not getting 10
plays unless they are keeping accurate track of each jersey’s play time. (An assistant
coach may take on that responsibility if the head coach deems necessary.)

10 MINUTE QUARTERS STOPPING THE CLOCK FOLLOWING HIGH SCHOOL RULES. (2 two
min warnings)

PUNTING - WILL BE ALLOWED WITH ONLY TWO BOYS ALLOWED TO BE DEEP,

BEYOND THE LINE OF SCRIMMAGE. THERE WILL BE NO RUSHING. PUNTS MUST BE
ANNOUNCED. THE BALL WILL BE CONSIDERED LIVE UNTIL DOWNED BY THE
RECEIVING TEAM. THERE ARE NO FUMBLES OR ADVANCEMENT ON PUNTS. THERE
WILL BE NO RUN BACKS. ALL CATCHES ARE ASSUMED TO BE FAIR CATCHES AND
THE BALL IS CONSIDERED DEAD WHEN THE RECEIVING TEAM SECURES POSSESSION.
IF THE BALL IS BATTED FORWARD, IT MUST BE PLACED WHERE IT WAS FIRST
TOUCHED. DEFENSIVE MEN MAY ALL STAND AND JUMP IN ATTEMPT TO BLOCK THE
PUNT. THE PUNTER MUST BE POSITIONED AT LEAST THREE YARDS BEHIND THE LINE
OF SCRIMMAGE AND BETWEEN THE TACKLERS WHEN HE KICKS THE BALL. CLOCK
STOPS DURING PUNTS

POINTS AFTER TOUCHDOWNS - WILL BE ONE OR TWO POINTS. TWO POINTS

CONVERSIONS WILL CONSIST OF A SUCCESSFUL RUNNING OR PASSING PLAY FROM
THE 3-YARD LINE, OR A SUCCESSFUL KICK FROM THE 3-YARD LINE IS ONE POINT.
RUSHING IS ALLOWED BUT NOT OVER THE CENTER POSITION. PLAYER MUST LINE UP
OVER OUTSIDE SHOULDER OF GUARD. ALL EXTRA POINT KICKS MUST BE DECLARED.

SHOULD ONE TEAM BE AHEAD BY 18 OR MORE POINTS, A SECOND STRING BACKFIELD

MUST BE INSERTED IMMEDIATELY AFTER EXTRA POINT CONVERSION ATTEMPT ON
THE NEXT POSSESSION ASSUMING THAT TEAM IS STILL AHEAD BY 18 OR MORE
POINTS.

TIES – END OF REGULATION PLAY - IN THE EVENT THAT A GAME IS TIED AFTER
REGULATION PLAY, EACH TEAM WILL BE GIVEN FOUR ATTEMPTS PLUS THE POINT
AFTER TOUCHDOWN FROM THE 15-YARD LINE. AN INTERCEPTED PASS OR A FUMBLE
STOPS THE SERIES. AFTER THE CHANGE OF POSSESSION, THE TEAM THAT
RECOVERED THE FUMBLE STOPS THE SERIES. AFTER THE CHANGE OF POSSESSION,
THE TEAM THAT RECOVERED THE BALL WILL THEN GET THEIR FOUR ATTEMPTS PLUS
THE P.A.T. TO SCORE. IF NO ONE SCORES IN THE FIRST SERIES, A SECOND SERIES WILL
BE PLAYED. THERE WILL BE A MAXIMUM OF TWO OVERTIMES.
 Quick Rules

Ball Carriers 6th must be less than 120lb, 5th must be less than 110lb.

No “X” helmets in backfield. Excluding Tight end.

 PARENT CODE OF CONDUCT
1. Spectators will conduct themselves in a sportsman like manner. At any M.O.Y.F.L. event, practice
or competition, any adult who: 1) verbally abuses; 2) attempts to intimidate; 3) is flagrantly rude,
or; 4) cannot control their language or actions with an official, coach or M.O.Y.F.L. player or
volunteer, will be asked to leave the M.O.Y.F.L. event. He or she will receive a written warning
regarding their behavior. He or her child(ren) will be immediately removed from the stands if
deemed necessary and suspend play until the situation has been resolved.

2. Any adult that commits a second similar offense will be banned from MOYLF events for the
remainder of that season and their child(ren) removed from the M.O.Y.F.L. for the remainder of
that season. All gear used by the player will be turned into the head coach within one week of
removal.

3. Any adult who physically assaults* an official, coach or M.O.Y.F.L. volunteer, will be banned
from the M.O.Y.F.L. and their child(ren) removed from the M.O.Y.F.L. program for one year
from the date of the offense. The child(ren) may not participate in another M.O.Y.F.L. program
during the sanction period. After one year, the parent may apply for re-instatement of his or her
child(ren). If the adult commits a second offense, he or she will be permanently banned from the
M.O.Y.F.L. and the child(ren) permanently removed from the league.

4. Parents must stay away from the sidelines and remain in the stands when applicable.

*The term physical assault includes, but not limited to: hitting, slapping, pushing, spitting, kicking
or striking in any way with any part of the body or any physical implement.

Subject: Spectator/Parent Behavior

The Mid-Ohio Youth Football League has discussed an increasing concern with the
number and severity of incidents of parental violence and misbehavior in youth sports.

The board has decided to present each parent who has a child participating in the
M.O.Y.F.L. with a Parents Code of Conduct to read and return a signed copy to their
teams head coach who will turn in to the secretary to go on file with the league.

Everyone is aware of the tragic death of the hockey dad in suburban Boston. I’m sure no
one wants to see violent or profane occurrences happen in the M.O.Y.F.L. We would
like to include in our by-laws a policy to specify the possible penalties for unacceptable
parental behavior. In some rare cases, it may be necessary to prohibit participation of a
child in the M.O.Y.F.L. due to repeated instances of inappropriate actions or words by a
parent, guardian, or family member.

As a board, we would like to be proactive, not reactive in dealing with such unfortunate
behavior. Let us make our best efforts to allow our youth in the M.O.Y.F.L. to have fun
without rude or intimidating interruptions from parents and adults.
 CODE OF CONDUCT AND COACHING
RESPONSIBILITIES

MID-OHIO YOUTH FOOTBALL LEAGUE

1. All coaches must apply to the M.O.Y.F.L. every year by Aug. 1st and be accepted
by the board to be able to coach in the league.

2. Coaches are expected to concentrate their efforts to the teaching of the

fundamentals to all players.

3. Refrain from all illegal drugs and alcoholic beverages proceeding, during and
after practices and games. NO alcoholic beverages should be brought to the field
or parking areas.

4. High School rules will apply to no smoking or the use of smokeless tobacco
products on the practice or playing field.

5. Refrain from using profanity.

6. Accept decisions of officials as being called to the best of their ability. The coach
must stay off the field, except when authorized and remain in control during and
after a game in order to set a good example for players and fans. Yelling at
officials on the field will not be tolerated. The first offense will result in a 15 yard
penalty. The second offense will result in ejection from the game and suspension
from practice and the next ball game. If there is another occurrence during the
season, the coach will be suspended for the remainder of the year. Any coach or
player ejected by an official will be suspended from at the least, the following
game.

7. If a coach is ejected from a game, he must immediately leave the field and the
premises. He may not sit in the stands. The remaining members of the coaching
staff will be warned that if the rules of conduct are not adhered to, the game will
be forfeited and the offending team will be penalized with a loss.

8. A decision based on judgment should never be questioned except for rule

interpretation where our league differs. In cases of apparent misinterpretation, the
officials will be addressed as gentlemen.

9. NEVER criticize the opposing team, its players, coaches, or fans by words or
gestures.

10. Refrain from running up a score against a weak opponent.

11. Coaches shall determine where a player is to play. Their decisions are final, ; as
long as, they meet the league rules.

12. Coaches will be responsible for having a complete team roster and all paperwork
submitted to the league prior to the first game:

a. Name, weight, age, jersey number, birth date and phone number.
b. Parent code of conduct.
c. All coach’s applications, training certificates and background checks.

(The name of any player not participating in the 10 play mandatory rule will
be provided to opposing teams head coach so there will be no questions as to
why the player did not play.)

13. Scrimmages will be arranged by the coaches. If scrimmaging a team outside of

the M.O.Y.F.L. all league rules of conduct will apply. Your responsibility is to
this league first. Your team represents this league.

14. Abide by doctors decisions in all matters of a players health, injuries, and physical
ability to play. Always error on the side of caution in all medical matters. An
emergency medical form for each player should be available for each player at all
practices and games.

15. The head coach shall be deemed responsible for all actions involving himself, his
assistants and of the players from the time they arrive at the field until they depart.

16. Head coaches should attend the mandatory coaches meeting in July or August and
if unable to attend, shall have a representative of his team there. At least one
coach must be trained in a sports medicine program and at least two coaches
must have CPR training.

17. The head coach must keep track of all team equipment issued to his team and
make sure it is properly taken care of in storage for the next season. If a head
coach decides not to continue coaching, he must hand down the responsibility of
the equipment to another person. All equipment stays with the team, not with a

18. The head coach will insure that all of his players are wearing the proper
equipment in order to participate.

19. There shall be no forceful contact between the coaches and players during
teaching demos. A demonstration should be with minimum force between
coaches and players.
20. Remember, the M.O.Y.F.L. is for the boys and girls not for the adults. Discipline
when needed, but NEVER ridicule or embarrass players.

21. Strive always to make every football activity serve as a training ground for life.

22. Removal of coaches shall be made with the decision of the league’s board of
directors. A coach may be removed for the following reasons:

a. Physical or mental abuse to a team player or another coach, etc.

b. Being intoxicated or under the influence of any illegal drugs at any game
or practice.
c. Numerous violations of the league rules.
d. Failure to adhere to league policies & goals.

23. Failure to comply with the previously stated guidelines, infractions of the rules,
failure to adhere to league policies and goals and any other action deemed not to
be in the best interest of the boys and girls, may result in the dismissal of an
individual from a league position by a vote from the board of directors.

2nd One week suspension from competition
3rd Two week suspension from competition

Unexcused absence from a game:

1st One week suspension from competition

Unsportsmanlike conduct at a competition whether as a participant or spectator:

1st One week suspension from competition
2nd Two week suspension from competition
3rd Dropped from team for remainder of season.

Smoking, possession of or use of tobacco products:

1st One week suspension from competition
2nd Dropped from team for remainder of season.

Each player is expected to treat all team members and other team members with the
utmost respect. Foul language, physical confrontations and unsportsmanlike conduct
will not be tolerated.

Each player should show respect towards each coach who is volunteering their time
and energy to teach you the game of football.

Each player is also expected to work hard to maintain their schoolwork. Grades
should be made a priority over football or any other sport.
