1. INTRODUCTION:
This document defines the minimum design requirement of fire fighting
system for SWRO DESALINATION PLANT 7000m3/h for Reliance Industries
Limited, Jamnagar Gujarat India.
The proposed fire protection system will be designed to provide adequate
safety measures in the water treatment plant in compliance with the
recommendations of the OISD116/OISD117. Piping system shall be designed
as per ASME B31.3. Petroleum act 1994 shall also be referred. Also salient
feature of T.A.C. (now defunct body) shall also be applicable. The system
shall be extension of J3 refinery and fire-fighting shall be hookedup at B.L. of
the plant. All rules & regulations/ codes & standards applicable for existing J3
expansion shall be applicable to this plant also. These regulations are defined
in different annexures of this document.
The type of hydrant system/ monitor/ foam system in different area are
defined in layout drawing.

TAC referred in various section in now a defunct statutory body but its
salient features shall be utilizes as deemed fit.

It includes information about the firewater piping distribution system and


associated fixed discharge devices such as hydrants, monitors and hose reels
etc.

2. OBJECTIVES:
The fire protection system is required to ensure protection of the facility in
order to combat an outbreak of fire, so as to reduce damage and
consequential losses. It is presumed fire will breakout in one area only
This design basis provides the basic requirements and design criteria to be
utilized for the development of the detailed engineering design of fire fighting
facilities for the Project area.
The scope of this package includes design and detail engineering of the
following fire fighting facilities within the new grass roots area:

Fire water piping distribution


Hydrants location and spacing
Piping System & valves
Portable Fire Extinguishers

Model and type of fire-fighting equipment such as hydrant, valves and


connections, fixed monitors, portable monitors, dry chemical extinguishers,
etc. are specified and shall be confirmed from the Owner before placement
of order.
Hook up details from the existing J3 expansion has been defined at three
different locations.

3. Reference Standard:
Firewater system design is based on the following practices/standards:

NFPA17: Dry Chemical Extinguishing System.
IS 884: Fire Fighting Hose-reels
IS 2871: Specification for Branch Pipe, Universal for Fire Fighting

Purpose.
IS 901: Instantaneous Hose Coupling.
IS 2171: Portable Fire Extinguishers, Dry Powder.
IS 2878: Portable & Trolley Fire Extinguishers, CO2.
IS 10658: Trolley Fire Extinguishers, Dry Powder.
IS 5290: General design of hydrant valve.

4. Design Basis:
As per OISD 116 and OISD117, water treatment / water filtration plant fall
under Light Hazard category.
The fire protection facilities presented in this document are based on the
assumption that only one major fire might occur at any one time in the area.
Hence, the governing fire water rate for the Project has been determined by
splitting the area in subdivisions for which the maximum extent of any single
fire has been established and Following are the subdivisions:

Pretreatment Area & Chemical Day Tank


Brine Outfall and Chemical Bulk Storage Area
UF Area
SWRO & BWRO Area and Pipe Bridge.
Product area

Above mentioned area shall be protected by Hydrant System except chemical


storage area where monitors are also recommended. Substation shall have
smoke detectors system.
4.1 Hydrant System:
Pressurized fire hydrant system will consist of a pipe network and
hydrants positioned around the station in sufficient numbers and so
located that all buildings and risks are readily protected. Necessary
number of loops will be formed around various risks.
The loops will be interconnected for better reliability of the system. To
isolate a portion of the ring main because of damage/repair, suitable
nos. of valves will be provided.
Hose pipes of 15m long lengths along with standard accessories like
branch pipes, nozzles, spanners, etc. will be provided. These will be

kept in a central hose house for the outdoor hydrants. Each internal
hydrant valve will be provided with individual hose box having glass
front containing hose pipes, hose reel, branch pipes and nozzles etc.
During the detail engineering of hydrant position and hydraulic
calculation following facts shall be maintain:
a) Maximum velocity of water in the hydrant main shall not exceed
2m/sec.
b) At least one hydrant post shall be located atevery 60 meter of
external wall measurement.
c) Hydrant head shall be positioned at distance not less than 2
meter from the face of the building or edge of storage plot.
d) The general design of hydrant valve will conform to IS: 5290.

4.2 Piping System & Valves:


Hydrant system piping will be running underground and through Hume pipe at
road crossings. Piping shall be lined pipe to suit sea water service of
Mediumgrade confirming to IS: 1239/ 3589 or equivalent acceptable
international standard and coating and wrapping as per IS: 10221. Provisions
will be made for extension of hydrant system piping for future extension of
the project.

All firewater piping will be capable of being drained completely and provided
with drain cocks / valves at low levels.
4.3 Portable Fire Extinguisher:
Following types of portable fire extinguishers shall be installed at the location
marked in the layout.

2 Kg capacity dry chemical powder fire extinguisher.


2 Kg capacity CO2 type fire extinguisher.
